RE: APPROVE RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION
ASSISTANCE PLAN AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter , is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board has been presented with a Residential
Antidisplacement and Relocation Assistance Plan for the Community
Development Block Grant Program, and
WHEREAS, after review, the Board deems it advisable to
approve said Plan, a copy of which is attached hereto and
incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Residential
Antidisplacement and Relocation Assistance Plan be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Plan.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 15th day of
February, A.D. , 1989 .

RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN
for the Community Development Block Grant (CDBG) Program
The County of Weld will replace all occupied and vacant occupiable low/moderate income
dwelling units demolished or converted to a use other than as low/moderate income housing
as a direct result of activities assisted with CDBG funds, as required by Section 104(d)
of the Housing and Community Development Act of 1974 (the Act) , as amended, and implementin
regulations at 24 CFR 570.496a.
All replacement housing will be provided within three years of the commencement of the
demolition or rehabilitation relating to conversion. Before obligating or expending funds
that will directly result in such demolition or conversion, the County of Weld will make
public and submit to the State the following information in writing:
1. Description of the proposed activity;
2. The general location on a map and approximate number of dwelling units by size (number
of bedrooms) that will be demolished or converted to a use other than as low/moderate
dwelling units as a direct result of the assisted activities;
3. A time schedule for the commencement and completion of the demolition or conversion;
4. The general location on a map and approximate number of dwelling units by size (number
of bedrooms) that will be provided as replacement dwelling units;
5. The source of funding and a time schedule for the provision of replacement units; and,
6. The basis for concluding that each replacement dwelling unit will remain a low/moderate
income dwelling unit for at least ten years from the date of initial occupancy.
The County of Weld will provide relocation assistance, as described in 570.496a(b) (2) , to
each low/moderate income household displaced by the demolition of housing or by the
conversion of a low/moderate income dwelling to another use as a direct result of assisted
activities.
Consistent with the goals and objectives of activities assisted under the Act, the County
of Weld will take steps indicated below to minimize the displacement of persons from their
homes:
x Provide substantial levels of relocation assistance, as required by 24 CFR 570.496a
(b) (2) . Tht substantial cost of providing such assistance serves as a strong
deterrent to unnecessary displacement.
x Replace all occupied and vacant occupiable low/moderate income housing demolished
or converted as a direct result of CDBG—assisted project activities, and make such
replacement housing affordable for at least ten years. The substantial cost of
providing such replacement housing serves as a strong deterrent to unnecessary
displacement.

Dear Bill,
Enclosed you will find a "Residential Antidisplacement Plan" which must be signed
by you, and then forwarded by us to the Depaihieut of Local Affairs as part of our
1989 CDBG application, which has already been submitted.
This plan is a formality, as the WCHA does not intend to displace anyone through
its proposed rehab activities; however, the State has advised us that we must submit
a plan using their suggested format anyway.
Since this is a formality for us, we were hoping that you could sign the plan and
return it to us, rather than go through the Clerk to the Board to have this item put
on your Board meeting agenda. If you find that this must be put on your agenda at
any rate, please do so, and accept our apologies for trying alternative channels.
