J WELD COUNTY COUNCIL December 4, 1985 Tapes 85/159-160-161 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, on Wednesday, December 4, 1985, at 7:35 p.m. ROLL CALL The following members were present in person: President Bill Rupp, Vice President Doris Williams, Sid Morehouse, Nels Nelson, and Ralph Waldo. Also present for all or part of the meeting were Steve Yanoviak, four citizens, one reporter, and the Council secretary. MINUTES Doris Williams made a motion that the minutes of November 6 be approved as written. Sid Morehouse seconded the motion and it passed unanimously. ADDITIONS AND/OR DELETIONS Correspondence added to the agenda included memorandums from Pat Persichino (salaries of elected officials and salary comparison) , Don Warden (Commissioners deposits) , Claud Hanes (petty cash and change fund counts) , Jackie Johnson (year-end closing and use of room 339) , and the Weld County Extension Service newsletter. Additions to New Business included payment of four bills: Management Advisors, Inc. ($3,000) , Keene Valley Sun ($8.00) , Big R ($15.98) , and Bratton's ($2.19). APPOINTMENTS Nels Nelson volunteered to attend the Elected Officials meeting to be held on December 9. CORRESPONDENCE • The President made the correspondence file available to the individual Councilmen for their review. REPORTS Bill Rupp reported on the Elected Officials meeting of November 18. Steve Yanoviak, representing Management Advisors, Inc. , gave his final report on the performance audit of the Planning Department. He stated that in general the department is performing well and that most of the complaints from citizens deal with philosophical issues. He feels that many of these complaints could be eliminated by keeping the public better informed of the department's responsibilities and actions. He suggested that the department re-think its policy of red-tagging properties in violation, first delivering notice in the form of a letter and using the red tag as a second measure. Mr. Yanoviak stressed that there was no evidence of anything unethical or illegal within the department. He said he felt the department head would be making some changes in his managerial style. Although the department is getting the job done, employee turn-over is a little high. Mr. Yanoviak suspects that many employees are over qualified and that continued education should be given more priority, both by the Planning and Personnel Departments. Ralph Waldo made a motion to approve the final report of the performance audit of the Planning Department and to requst of Mr. Yanoviak an action plan for implementation of • 851455 lAh nr9 z186 /.4‘ e Th MINUTES, WELD COUNTY COUNCIL PAGE 2 DECEMBER 4, 1985 his suggestions. Doris Williams seconded the motion and it passed unanimously. The Council agreed to release the report to the Commissioners with a cover letter indicating the Council 's acceptance of it. The Council stated that after the report was released to the public by the Commissioners that it would, of course, be available to the Planning Department employees for their information. Nels Nelson moved that the Council pay Management Advisors , Inc. , their fee of $3,000.00. Doris Williams seconded the motion and it passed unanimously. UNFINISHED BUSINESS After discussing a written proposal from Mr. Yanoviak, Sid Morehouse moved that the Council retain Management Advisors, Inc. , to conduct a performance audit of the Personnel Department. Ralph Waldo seconded the motion and it passed unanimously. Bill Rupp said he would advise Mr. Yanoviak to begin immediately. NEW BUSINESS The next Council meeting was scheduled for Wednesday, January 8, 1985, at 7:30 p.m. , in the Council chambers. Ralph Waldo asked that he be excused from that meeting as he will be out-of-town. Sid Morehouse moved that the November Council bills be paid. Nels Nelson seconded the motion and it passed unanimously. Sid Morehouse suggested that a description of the Council be printed in the form of a handout for visitors attending Council meetings. Councilmen agreed that this was a good idea. The secretary was instructed to begin preparation. The Council was advised that the Commissioners have arranged to keep the Council office locked whenever the Council secretary is not in. The Council expressed appreciation for this increased security. Councilmen were given informational materials to begin preliminary discus- sions of salary setting for elected officials in 1986. The Council will be considering future salaries for the Assessor, Clerk and Recorder, Sheriff, Treasurer, and Commissioners, with a decision being made by March.
