RE: APPROVAL OF USE BY SPECIAL REVIEW TO ALLOW AN I-1
(INDUSTRIAL) USE IN A C-3 (COMMERCIAL) ZONE DISTRICT - ROBERT
E. AND LANORA COMER
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board of County Commissioners held a public
hearing on the 24th day of September, 1986 , at the hour of 10 : 00
a.m. in the Chambers of the Board for the purpose of hearing the
application of Robert E. and Lanora Comer , 1266 East 18th Street ,
Greeley, Colorado 80631 , for a Use by Special Review to allow an
I-1 (Industrial) use in a C-3 (Commercial) Zone District on the
following described real estate, to-wit:
Part of the SE4, Section 9 , Township 5 North ,
Range 65 West of the 6th P.M. , Weld County,
Colorado
WHEREAS, Section 24 . 4 . 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and statements of those present, has studied the request
of the applicant and the recommendations of the Weld County
Planning Commission and all of the exhibits and evidence presented
in this matter and, having been fully informed, finds that this
request shall be approved for the following reasons:
1 . The submitted materials are in compliance with the
application requirements of Section 24 . 7 of the Weld
County Zoning Ordinance.
2. It is the opinion of the Board of County Commissioners
that the applicant has shown compliance with Section
24 . 4. 2 of the Weld County Zoning Ordinance as follows:
a. The proposal is consistent with the Weld County
Comprehensive Plan . Industrial uses within a
municipality' s comprehensive planning area shall be
subject to the industry' s compliance with the local
comprehensive plan . This area is identified for
commercial uses in the City of Greeley' s
Comprehensive Plan. The City of Greeley Planning
Commission recommended approval of this request .

b. The proposal is consistent with the intent of the
C-3 (Commercial) Zone District. Uses allowed by
right in the I-1 (Industrial) District may be
located in the C-3 (Commercial) Zone District with
a Use by Special Review permit
c. No overlay districts affect the site.
d. Use by Special Review Development Standards will
provide adequate protection of the health , safety
and welfare of the neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the application for a
Use by Special Review to allow an I-1 (Industrial) use in a C-3
(Commercial) Zoned District on the hereinabove described parcel of
land be, and hereby is , granted subject to the following
conditions:
1 . The attached Development Standards for the Use by
Special Review permit be adopted and placed on the Use
by Special Review plat prior to recording the plat.
2. The Use by Special Review activity shall not occur nor
shall any building or electrical permits be issued on
the property until the Use by Special Review plat has
been delivered to the Department of Planning Services
Office and the plat is ready to be recorded in the
office of the Weld County Clerk and Recorder.
3 . Prior to the issuance of additional building permits, a
storm water management plan shall be approved by the
Weld County Engineering Department. This management
plan shall include the effects on the surrounding
properties.
4 . Prior to recording the plat the applicant/operator shall
amend the Use by Special Review plat to reflect the
decision of the Board of Adjustment ruling regarding
Case BOA-908 : 86: 9 .

1 . The Use by Special Review permit is for an I-i (Industrial)
use in a C-3 (Commercial) Zone District for the manufacturing
and storage of plastic products, a tooling and machine shop
to fabricate molds to be used in the processing of plastic
products, and the retail and wholesale distribution of formed
plastic products as submitted in the application materials on
file with the Department of Planning Services and subject to
the Development Standards stated herein.
2 . All structures located on the property shall be built in
compliance with the Uniform Fire Code and the Weld County
Building Code Ordinance.
3. Access between the front (north) parking lot and Cherry
Avenue shall be closed off. Ingress and egress from Cherry
Avenue shall be controlled. Accesses onto Cherry Avenue
shall be approved by the Weld County Engineering Department.
4 . Parking and landscaping shall not be located within the
right-of-way of Cherry Avenue.
5 . The property owner or operator shall be responsible for
complying with the Design Standards of Section 24. 5 of the
Weld County Zoning Ordinance.
6 . The property owner or operator shall be responsible for
complying with the Operation Standards of Section 24 . 6 of the
Weld County Zoning Ordinance.
7 . The property owner or operator shall be responsible for
complying with the Performance Standards of Section 33. 6 of
the Weld County Zoning Ordinance.
8 . Personnel from the Weld County Health Department, Western
Hills Fire Department, and Weld County Department of Planning
Services shall be granted access onto the property at any
reasonable time in order to insure the activities carried out
on the property comply with the Development Standards stated
herein and all applicable Weld County Regulations.

9 . The Use by Special Review area shall be limited to the plans
shown herein and governed by the foregoing Standards and all
applicable Weld County Regulations. Any material deviations
from the plans or Standards as shown or stated shall require
the approval of an amendment of the Permit by the Weld County
Planning Commission and the Board of County Commissioners
before such changes from the plans or Standards are
permitted. Any other changes shall be filed in the office of
the Department of Planning Services.
10 . The property owner or operator shall be responsible for
complying with all of the foregoing Standards. Noncompliance
with any of the foregoing Standards may be reason for
revocation of the Permit by the Board of County
Commissioners .

The following business was transacted:
I hereby certify that pursuant to a notice dated August 25, 1986, and
duly published September 11, 1986, in the Johnstown Breeze, a public
hearing was conducted to consider the request of Robert E. and Lanora
Comer for a Use by Special Review for an I-1 (Industrial) use in a C-3
(Commercial) Zoned District. Lee Morrison, Assistant County Attorney,
made this matter of record. Debbie de Besche, representing the
Planning Department, read the favorable recommendation of the Planning
Commission into the record. She stated that this recommendation
includes 10 Development Standards and 3 Conditions. Ms. De Besche said
the Planning Commission also considered, and favorably recommended, a
request from the applicants to vacate the Development Standards
associated with a Change of Zone which was approved by the Board July
6, 1977. Ms. de Besche advised the Board that the applicants are to
appear before the Board of Adjustment to request setback and landscape
variances on September 25, and the Planning staff is recommending an
additional Condition concerning the decision of the Board of
Adjustment. The recommended condition reads as follows: "If
applicable, prior to recording the plat the applicant/operator shall
amend the Use by Special Review plat to reflect the decision of the
Board of Adjustment ruling regarding Case BOA-908:86:9." Randy Howe,
representing the applicants, came forward to make his presentation and
answer questions of the Board. No public testimony was offered
concerning this matter. Commissioner Lacy moved to approve the
addition of the Condition as recommended by the Planning staff.
Commissioner Brantner seconded the motion and it carried unanimously.
Commissioner Lacy moved to approve the Use by Special Review Permit for
Robert E. and Lanora Comer subject to the recommended Development
Standards and Conditions. The motion, which was seconded by
Commissioner Brantner, carried unanimously. Ms. de Besche read the
request from the applicants to vacate the Development Standards
associated with their Change of Zone into the record. Commissioner
Kirby moved to vacate those Development Standards. Seconded by
Commissioner Brantner, the motion carried unanimously.

APPROVED FOR THE FOLLOWING REASONS:

2. It is the opinion of the Department of Planning Services staff
that the applicant has shown compliance with Section 24.3 of the
Weld County Zoning Ordinance as follows:
The proposal is consistent with the Weld County
Comprehensive Plan. Industrial uses within a
municipality's comprehensive planning area shall be
subject to the industry's compliance with the local
comprehensive plan. This area is identified for
commercial uses in the City of Greeley's Comprehensive
Plan. The City of Greeley Planning Commission
recommended approval of this request.
The proposal is consistent with the intent of the C-3
(Commercial) zone district. Uses allowed by right in
the I-1 (Industrial) district may be located in the C-3
(Commercial) zone district with a Use by Special Review
permit.

This recommendation is based, in part, upon a review of the application
submitted by the applicant, other relevant information regarding the request

The applicants have submitted a letter requesting that the Development
Standards for Z-248:77:2 be vacated. This would require that the Planning
Commission take a separate action on the vacation of the stated Standards
for Z-284:77:2.
The staff would not object to the vacation of the existing Development
Standards for Z-248:77:2. The staff is proposing new Development Standards
for the proposed use. Copies of the new Development Standards are attached.

4. The applicant/operator shall be required to comply with all
State and County Health Department regulations regarding the
disposal of industrial wastes. This also includes the
wastewater used in the process of this Use by Special Review
activity.
Motion seconded by Ann Garrison.

The Chairman asked the members of the Planning Commission for their
decision. Motion carried unanimously.
The Chairman asked Debbie deBesche to read the recommendations, conditions,
and Development Standards as outlined by the Department of Planning Services
and amended by the Planning Commission into the record.
MOTION:
Lydia Dunbar moved Case Number USR-754:86:34 for Ken Brooker for a Use by
Special Review permit for an autobody repair and paint facility be forwarded
to the Board of County Commissioners with the Planning Commission's
recommendation for approval based upon the recommendations of the Department
of Planning Services staff, and the conditions and Development Standards as
amended by the Planning Commission, and the testimony heard by the Planning
Commission. Motion seconded by Louis Rademacher.
The Chairman called for discussion from the members of the Planning
Commission. Discussion followed.
The Chairman asked the secretary to poll the members of the Planning
Commission for their decision. Ann Garrison - yes; Paulette Weaver - yes;
Louis Rademacher - yes; Lydia Dunbar - yes; Jack Holman - No, because he
does not feel we should allow industrial/commercial types of use in an
agricultural subdivision. Motion carried with four voting for the motion
and one voting against the motion.

APPEARANCE:
Robert E. Comer, property owner and applicant, stated they have been
developing a business at this location for about eight and one-half years.
He distributed pictures taken of the site and brochures of the types of
products they manufacture. (The pictures and brochures were retained as
evidence by the staff.) This was a run-down truck stop with broken cars and
trucks around. After they had purchased and improved the site they were
given an eye pleasing award by the City of Greeley. Access from Cherry
Avenue has been used as a turn-around and it has been a hazard to their
employees. They are going to redesign the loading docks to conform with the
Weld County Engineering Department's recommendation. The Company will be
hiring twelve to fifteen employees in the next three to four years.
The Chairman called for discussion from the members of the audience.
Jean Shoemaker, surrounding property owner, stated the Comer's have done a
lot of improvements on this property, and they do not object to this
business, but the trucks on Cherry Avenue block the traffic and there is
concern that this may cause an accident.
Lee Morrison stated the Additional Comments by the Department of Planning
Services staff recommends vacation of the Development Standards of
Z-248:77:2. This would mean the prior comments from the orginal case would
no longer be applicable following approval by the Board of County
Commissioners. The applicant nas submitted a letter requesting vacation of
the old Development Standards.
The Chairman asked Mr. Comer if he had read the recommendations, conditions,
and Development Standards as outlined by the Department of Planning Services
staff. He stated he has and has no objections to them.
The Chairman asked that reading of the staff's recommendations, conditions,
and Development Standards be dispensed with and that they be filed with the
summary as a permanent record of these proceedings.
MOTION:
Ann Garrison moved Case Number USR-755:86:35 for Robert E. and Lanora Comer
for a Use by Special Review permit for an I-1 (Industrial) use in a C-3
(Commercial) zone district be forwarded to the Board of County Commissioners
with the Planning Commission's recommendation for approval based upon the
recommendations, conditions, and Development Standards as outlined by the
Department of Planning Services staff and the testimony heard by the members

ADDITIONAL BUSINESS:
Debbie deBesche reviewed the conditional approval given to the Town of
Johnstown on their Wastewater Treatment Plant by the Planning Commission.
Mrs. Krebill, adjacent landowner, asked that a letter be distributed to the
Planning Commission regarding the town's compliance with this condition.
All information has been forwarded to the Weld County Engineering Department
for their consideration.
Paulette Weaver discussed the sign posting requirements outlined in the
Zoning Ordinance. She asked that the staff review the Ordinance to see if
an amendment could be made to clarify the sign posting requirements.

MOTION:
Paulette Weaver moved the Planning Commission instruct the staff to look at
the wording of the Zoning Ordinance to make the sign posting requirements as
visible as possible, and that the staff report back to the Planning
Commission with their recommendations at the November 4, 1986, Planning
Commission meeting. Motion seconded by Ann Garrison.

Pursuant to the zoning laws of the State of Colorado and the Weld County
Zoning Ordinance, a public hearing will be held in the Chambers of the Board
of County Commissioners of Weld County, Colorado, Weld County Centennial
Center, 915 10th Street, First Floor, Greeley, Colorado, at the time
specified. All persons in any manner interested in the Use by Special
Review are requested to attend and may be heard.
Should the applicant or any interested party desire the presence of a court
reporter to make a record of the proceedings, in addition to the taped
record which will be kept during the hearing, the Clerk to the Board's
Office can be contacted for a list of court reporters in the area. If a
court reporter is obtained, the Clerk to the Board's Office shall be advised
in writing of such action at least five days prior to the hearing. The cost
of engaging a court reporter shall be borne by the requesting party.
BE IT ALSO KNOWN that the text and maps so certified by the Weld County
Planning Commission may be examined in the office of the Clerk to the Board

- The proposal is consistent with the Weld County
Comprehensive Plan. Industrial uses within a
municipality's comprehensive planning area shall be
subject to the industry's compliance with the local
comprehensive plan. This area is identified for

Plan. The City of Greeley Planning Commission

- The proposal is consistent with the intent of the C-3

- No overlay districts affect the site.

adequate protection of the health, safety and welfare of

This recommendation is based, in part, upon a review of the application
submitted by the applicant, other relevant information regarding the request
and the responses of the referral entities which have reviewed this request.
The Planning Commission's recommendation for approval is conditional
upon the following:
1. The attached Development Standards for the Use by Special Review
permit be adopted and placed on the Use by Special Review plat
prior to recording the plat.
2. The Use by Special Review activity shall not occur nor shall any
building or electrical permits be issued on the property until the
Use by Special Review plat has been delivered to the Department of
Planning Services' office and the plat is ready to be recorded in
the office of the Weld County Clerk and Recorder.
3. Prior to the issuance of additional building permits, a storm
water management plan shall be approved by the Weld County
Engineering Department. This management plan shall include the
effects on the surrounding properties.

1. The Use by Special Review permit is for an I-1 (Industrial) use in a
C-3 (Commercial) zone district for the manufacturing and storage of
plastic products, a tooling and machine shop to fabricate molds to be
used in the processing of plastic products, and the retail and
wholesale distribution of formed plastic products as submitted in the
application materials on file with the Department of Planning Services
and subject to the Development Standards stated hereon.
2. All structures located on the property shall be built in compliance
with the Uniform Fire Code and the Weld County Building Code Ordinance.
3. Access between the front (north) parking lot and Cherry Avenue shall be
closed off. Ingress and egress from Cherry Avenue shall be controlled.
Accesses onto Cherry Avenue shall be approved by the Weld County
Engineering Department.
4. Parking and landscaping shall not be located within the right-of-way of
Cherry Avenue.
5. The property owner or operator shall be responsible for complying with
the Design Standards of Section 24.5 of the Weld County Zoning
Ordinance.
6. The property owner or operator shall be responsible for complying with
the Operation Standards of Section 24.6 of the Weld County Zoning
Ordinance.
7. The property owner or operator shall be responsible for complying with
the Performance Standards of Section 33.6 of the Weld County Zoning
Ordinance.
8. Personnel from the Weld County Health Department, Western Hills Fire
Department, and Weld County Department of Planning Services shall be
granted access onto the property at any reasonable time in order to
insure the activities carried out on the property comply with the
Development Standards stated hereon and all applicable Weld County
Regulations.

The criteria for review of this parcel is listed in Section 24.3 of the Weld
County Zoning Ordinance.
A Change of Zone from E (Estate) to CUD (Commercial Unit Development) was
approved July 6, 1977. This zone change allowed for the business to expand.
The present structures and the proposed expansion are not in compliance with
the Development Standards that were approved with this case.
To bring the property into compliance, the applicant had three means by
which to use:
A Change of Zone to I-1 (Industrial) , vacating the development
standards, amend the original COZ Case# 284 to reflect the present
structures and the proposed, or apply for a Use by Special Review
permit for the I-1 (Industrial) Use in the C-3 (Commercial) Zoned
District.
Due to the time in which the applicant had expressed that the proposed
expansion needed to be accomplished, the Use by Special Review was the best
option. This also was the preferred option expressed by the staff and the
City of Greeley due to being site specification.
The Department of Planning Services has not received referral responses from

With the proposed additional roof and paved areas the vast majority
of the site will be totally impervious. Also, there are no drainage
facilities , such as ditches, to provide positive drainage away from the
site. An analysis of the storm water impact and the effects of the proposed
holding ponds should be made in accordance with Section 33.6. 1, Storm
Water Management, of the zoning ordinance.
The site plan indicates a 14' setback from the right-of-way of Cherry
Avenue to the proposed addition. That dimension is substantially less
than the required 25' . Upon visiting the site I see no separation
between Cherry Avenue and the existing buildings so that traffic pulls
into the site at any location off of Cherry Avenue. Also, I see no
way that trucks can back up to either the existing or the proposed
sunken docks without stopping on Cherry Avenue and backing off of
Cherry Avenue into the dock. This is an undesirable traffic situation.
The proposed setback would be acceptable if the access between the
front parking lot and Cherry Avenue was closed off and traffic access
off of Cherry Avenue is controlled.
Parking and landscaping is proposed within the 50' wide right-of-way
of Cherry Avenue. This is not acceptable. Also, the parking area
shown at the southeast corner of the site will not be negotiable by
trucks. The proposed sunken dock will have to be backed into from
Cherry Avenue. The proposed sunken dock and parking area should be
reconsidered.

We have reviewed the Comer application for a special review and site
plan, and we have the following comments:
1 . The survey map shows a 20-foot right of way reservation south
of the existing 60-foot State Highway 34 Business Route right
of way. This reservation will provide for a 50-foot width
south of the highway centerline, or half of the projected
100-foot total right of way for S.H. 34. It should be noted
that any landscaping or parking within this reservation may
eventually be displaced due to widening of the highway.
2. This property has an existing access to S.H. 34 which was
authorized by an access permit issued in May 1978. Since the
issuance of that permit, the State Highway Access Code became
effective in 1981. Although this access is not consistent
with the intent of the Access Code for this highway, it can
remain since it was in existence when the Code was adopted.
However, if it is possible, we would prefer that it be closed
since Cherry Avenue provides alternative access along the east
side of the property.

product and materials warehousing and office uses all occur at the

area is zoned for general commercial uses but which permit completely
enclosed industrial uses as Use by Special Reviews .
PLANNING REVIEW COMMENTS:
1 . The Greeley Comprehensive Plan of 1971 recommends Commercial for this
area . This use as existing and proposed is not incompatible with
that recommendation , but it does remain a use that , because of its
location , could have an impact on the City of Greeley. Specifically :
a. Impact on U .S. 34 future highway function ;
b. Effect on public services ; and
c . Compatibility with surrounding land uses as that compatibility
impacts the City of Greeley.

a . Impact on U . S. 34
The expansion would approximately double the building size . It
would also create 45 new employees ( over three shifts) and five
heavy truck trips ( over 24 hours ) by 1991 . The parking areas and
access points for these employees and trucks will be off of
Cherry Avenue . This new traffic will feed into the existing
Cherry Avenue/U . S. 34 intersection and will not create new
problems for U .S. 34 function .
b . Effect on public services
Water and sewer is being provided and is indicated to be
sufficient for current and expansion needs . The State Highway
Department (SHD ) has authority over access to U.S. 34 . The
Department can determine degree of highway impact . Fifty feet of
total right-of-way from property line to centerline has been
dedicated to meet arterials road requirements .
c . Compatibility with surrounding land uses as that compatibility
impacts the City of Greeley
The expansion will be of the same building material and style as
that of the existing warehouse. It will be four feet higher . An
existing electrical generator pad ( elevated ) will be torn down .
There is noise from the facility , but its source is primarily air
conditioning and compressed air . The applicant intends to
enhance the Cherry Avenue frontage and has indicated compliance
with Weld County development standards . The applicant has also
indicated and has been strongly encouraged to create a
landscaping screen along the southern site boundary adjacent to
residential .

Plastic Art Products is a privately owned corporatit: that was formed in 1970 by
Robert E. and Lenora Somer. They are sole ocrners tc _a_: sate.
This business was moved from their home to this present jocation in 1972 and built
the existing structure in the fall of 1977 .
Gross output has increased yearly in the range of 250-500 and has used up virtually
all available floor space for the functions- we perform. These functions are:
1 . Pressure anc vacuum: forming of sheet plastic Into trays, blisters, winders ,
etc. for pst_aging.
2. Engineering-des_c' , prototype pattern and final dold machine shop operations.
3. Warehousing of raw materials (rolled sheet stock in guages .005-.100) and
retention of finished product awaiting delivery.
The urgent occascoo for this letter relates to a multiyear contract with IBM signed
July of this year, to produce toner trays for all IES: copiers worldwide. It is a
substantial contract that will require expansion of the present facility as requested.
An approximate 5300,000.00 machinery investment has been made and delivery/installa-
tion is scheduled for approximately Sept. 10th. Initial production will commmence

Dear Sirs,
I would like to thank you for the opportunity to apply for a use by special
review. I have enclosed all pertinent facts and documents to support a re-
quest with a very positive impact on our locality.
I. The proposed use of this property is to provide space for both manufact-
uring operations, and warehousing of product detailed as follows:
Warehouse of:
(a) Thermoplastic sheeting in roll form
(b) Corrugated boxing
(c) Shipping pallets
(d) Steel and aluminum tooling for forming and trimming of product
(e) Finished product of formed, trimmed, and lidded parts
(f) Ground plastic scrap
(g) Aluminum scrap
(h) Sealing and forming presses
(i) Milling and die shop equipment
(j) All necessary general supplies and conponents for continuing operations
Manufacturing operations:
(a) Thermoforming of thermoplastic sheet
(b) Secondary operations of sealing, stamping, filling and decorating
of product.
(c) Milling, turning, welding and assembly of forming and trimming tools
(d) Casting of metals
(c) Office space
II. Our current facilities operate in the same capacity as mentioned above
however, space utilization currently is now at a maximum. The proposed
addition will absorb current overflow as well as bring a requirement for
securred contracts with IBM. Western Forge and other clientele.
III. The property surrounding this proposed addition are currently used as
follows:
(a) Cemetery
(b) Farm building sales and service
(c) Residence with animal care
(d) Residence with woodworking
(e) Fire protection

IV. The distances to the nearest residential structures from the proposed
addition are as follows:

V. This proposed addition is primanily warehouse but could be expected to
be used by up to 15 employees and 5 patrons or buyers at any given time.
The figure of 15 would be a long term maximum with initial projections
of 5 or less. These employees would be employed over 3 potential shifts.
(a) Shift 1 7:30 A.M. - 4:00 P.M.
(b) Shift 2 4:00 P.M. - 12:00 A.M.
(c) Shift 3 12:00P.M. - 7:30 A.M.
VI. To provide adequate water for employees and other requirements we will be
using two sources. For consumption and interior use we will draw from city
water lines described as adequate for current and potential needs by appen-
dix document #1 . Outside sprinkling systems will draw from registered
well number 1-08911 referenced on appendix document #7 .
VII. Access to these proposed facilities will be from Cherry Ave:.ue on the east
boundry and state highway 34 (E: 18th St.) on the north boundry. These
points of access along with ingress and egress routes are cited on appendix
document
VIII. The access points will be available for all anticipated vehicles lised below:
(a) Private vehicles:
Driven by all personnel, patrons and buyers. Estimated weights are
less than 2,500# for commercially available vehicles of any maker.
Maximum frequency of use will be up to 20 vehicles (15 personnel,
5 patrons or buyers) arriving and departing up to 9 times per 24
hour period.
(b) Commercial vehicles:
Will consist of tractor trailer units, tractor-tandem trailer units
(double pups) , single unit trucks and any other legally allowed com-
mercial vehicle. Frequency will be up to 5 arrival and departures per
24 hour period. Vehicle weights will be up to but not in excess of
the maximum state allowances on any public road.
IX. Sewage facilities will consist of two one thousand gallon sectic tanks with leach
lines to be sufficient for maximum capacity.
X. Fire protection meausres will be established by regular fire department
inspection inlitding the following:
(a) Continual luminous exit signs
(b) Easy access fire exits
(c) metal fire doors
(d)Containment of all flammable materials seperate from any exit.
(e) Multiple fire extinguishers
(f) Protection from Western Hills fire department within 500 feet
XI. All stockpiles will be maintained within the confines of the existing and
proposed building. All waste will be classified as either resaleable or
non-useable and either sold or taken to authorized landfills for disposal.
XII. Adequate storm water retention will consist of over 30,000 cubic feet of
drainage ponds displayed on appendix document #8 . Water flow to these
facilities will be by a 360' culvert system or via ground slope. This plan
along with existing storage will be in compliance with all required standards.
XIII. All waste and debris will be maintained in a 1946 Ford tilt bed truck loca-
ted in dock #1 (see appendix document #8 ) . This waste will be removed
from 1 to 3 times per week to an appropriate landfill.
XIV. Landscaping is highlighted on appendix document #8 and includes the follow—
ing:
(a) Grass in all retaining ponds and open space with the exception of
loading dock access, parking ingress and egress points, and areas
to the south and west of the existing temporary storage facility
marked on appendix document #8 . This will minimize erosion on the
approximate 30%of uncovered ground.
(b) existing trees will boarder to the west and south. Additional trees
will be added to the southeast corner to shield the adjacent residence
from vehicle traffic. Existing land berms to the north will also
serve to create storm water retention.
XV. The general time frame for construction is as follows:
(a) Excavation—formsetting Oct. 1 — Oct. 15
(b) Twin T erection Oct. 15 — Oct. 31
(c) Floor/roofing/cement work Oct. 31 — Nov. 15
(d) Utility hook—ups—finish Nov. 15 Nov. 20
(e) Occupation Dec. 15
XVI. It is our belief that this proposal is not only consistent with the Weld
County comprehensive plan but would provide an example of success that
started several years ago. The proposals consistancy lies in the goal for
job opportunities, land value improvement , diversification of the economy
as well as many others. In developing commercial areas consistant with providing
existing industry and growth of the future for surrounding municipality.
XVII. This committment on our behalf extends beyond just provision of work. We
will be providing a clean industry that promotes other industries within the
county. At it's inception, this property consisted of a dying truck stop
that 'drove property values down. Since that time property values have been
strengthened by our new building. We also have employed several people with
residence within one mile of our plant. We have set the ctandards for pro—
vision of a healthy workplace by not using or allowing access to harmful
materials. All waste is controlled for desposition.
XIX. The use of this facility will coexist well with the use of our neighboring
businesses and residences.

in an inhanced ..eLghborhood by our building.
(b) The Largent residence receives the benefitof increased law surveillance
and lighted property as well as job opportunity and improved land value.
XX. We are as well an asset to surrounding municipalities in providing jobs and
also being part of the encouragement of industry on the east side of Greeley.
The city projects rapid growth of jobs provided from this side of town.
XXI. This proposed addition does not lie in any flood plain or geologic hazard
and complies with section 50 overlay regulations as outlined in the Weld
County Zoning Ordinance.
