RESOLUTION
RE: APPROVE ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD
COUNTY, COLORADO, CONCERNING SITE APPLICATION OF THE CITY OF
NORTHGLENN AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the City of Northglenn wishes to expand the current
capacity of a wastewater treatment facility on the following
described parcel of land, to-wit:
Part of Section 36 , Township 1 North, Range 68
West of the 6th P.M. , Weld County, Colorado
WHEREAS , the Regulations for Site Applications for Wastewater
Treatment Facilities require review of the Site Application by the
Board of County Commissioners and, further, that various local and
State agencies be given the opportunity to review and comment on
said Site Application, and
WHEREAS, the City of Northglenn has submitted its Site
Application to the Board of County Commissioners of Weld County
for review and comments, a copy of said Application being attached
hereto and incorporated herein by reference, and
WHEREAS, after study and review, the Board finds that said
Site Application is compatible with the Weld County Comprehensive
Plan and that it is in the best interest of Weld County to
recommend approval of said Application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Site Application
of the City of Northglenn be, and hereby is, recommended favorably
to the Colorado Department of Health as being compatible with the
Weld County Comprehensive Plan.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is , authorized to sign said Site Application.

Moved by Paulette Weaver that the following resolution be introduced for
passage by the Weld County Planning Commission. Be it Resolved by the Weld
County Planning Commission that the application for:

activity center goals and policies set forth in the Weld County
Comprehensive Plan. The proposed expansion of the wastewater treatment
facility will allow efficient and cost-effective delivery of public sewer
service to the activity center located at I-25 and State Highway 7. The
proposed expansion is not located in the flood plain, it does have the
capacity to serve the proposed service area, and it does not appear to have
an adverse affect on water quality of the area. This proposed expansion
will not be a duplication of public services and it does not appear to have
any adverse impacts on the general health, safety and welfare of the present
and future residents of Weld County.
The Weld County Health Department, Weld County Engineering Department, and
the North Front Range Water Quality Association have reviewed this request
and have set forth no objections.

Catherine W. Cariaso, property owner and applicant, stated this is a request
for an amendment to her existing Use by Special Review permit for a pottery
business to include a kennel. Seven of her ten existing dogs have been
debarked. At no time should there be any more dogs on the property than she
is requesting. Breeding Golden Labradors is a hobby and not a business.
She also reviewed arrangements she has made for the animals care when she
must be away from home.
The Chairman called for discussion from the members of the audience.
Ruth Schrage, adjacent property owner, spoke against this request because of
possible increased traffic, noise, and odor.
Theodore Schrage, surrounding property owner, submitted letters for Clyde
Sievers, surrounding property owner and resident of Silt, Colorado (Exhibit
16) , and Dean Hanes, surrounding property owner, (Exhibit 17) in opposition
to this request. Mr. Schrage also spoke in opposition of this request
because it is not compatible with surrounding land uses.
Millissa Culver, D.V.M. , Allard Animal Hospital, Loveland, Colorado, spoke
in support of this request .
Ann Holman, surrounding property owner, spoke in support of this request.

Gentlemen,
Enclosed is a Site Application for the City of Northglenn. We are
submitting this for your signature as per Colorado Department of
Health Regulations.
The City of Northglenn is requesting that its Wastewater Treatment
Facility be re-rated from 4.64 MGD to 6. 5 MGD. We have performed
an operational evaluation of the facility and concluded that we
can increase capacity without any adverse impacts upon our
discharge limits.
The additional capacity will be utilized in the future to serve
areas in Adams County that are as yet undeveloped. Currently the
Denver Regional Council of Governments (DRCOG) is conducting a
study of the Lower South Platte Basin (LSP) . The LSP subcommittee
has identified that additional treatment capacity will be needed
in the Big Dry Creek drainage basin. The City of Northglenn could
provide this capacity. The additional capacity would also be used
to provide service to the Activity Center located at the
intersection of Interstate 25 and Highway 7 , which is in Weld
County.
This request involves no construction or change in discharge
limitations. Only minor impacts to operation and maintenance are
envisioned due to higher flows. There are no new or increased
environmental impacts projected from this re-rating.
A copy of the Engineering report, 1987 monitoring results, a 5
mile radius map and a 1 mile radius map are enclosed. A copy of
the Site Application is enclosed. Please sign and return the Site
Application to the address above. To facilitate tracking of this

This re-rating will be consistent with the proposed 208 plan.
Currently this area is under study as part of the Lower South
Platte Basin Study. It has been recognized in this study that
additional treatment capacity will be needed in the Lower South
Platte Basin, particularly in the Big Dry Creek Sub-Basin. There
is also a need for wastewater treatment within Weld County which
is not part of the Lower South Platte subcommittee. The facility
currently meets and exceeds the standards on Big Dry Creek. The
additional capacity will not effect the ability to continue to meet
those standards .
The engineering firm of James M. Montgomery was chosen for this
project because of their background in this type of Aerated Lagoon
Facility. A detailed report or presentation .can be made available
upon request .

CHAPTER 1
SUMMARY AND CONCLUSIONS
INTRODUCTION
The Noi:thglenn Wastewater Treatment Facility, situated on 180
acres in southwestern Weld County, Colorado, became fully opera-
tional July 1 , 1982. This treatment facility consists of two main
areas, namely: ( i ) an aerated lagoon system and ( ii) a storage
reservoir. The aerated lagoon systems consists of two parallel
trains of three cells each and has an average organic design flow
equivalent to 4. 64 mgd. The storage reservoir has a working
volume of 4,490 acre feet and is intended to provide irrigation
water for the Farmers Reservoir and Irrigation Company ( FRICO) .
Effluent from the treatment system is discharged to FRICO through
the Bull Canal during the irrigation season. During the non-
irrigation season, wastewater effluent is stored in the reservoir
or discharged to Big Dry Creek , which is a tributary of the South
Platte River.
The General objective of this project as to evaluate the feasibil-
ity of expanding the Northglenn Wastewater Treatment Plant and to
develop a master plan for meeting future wastewater treatment
needs.
EVALUATION OF EXISTING FACILITIES
Loadings
During initial operation of the Northglenn facility, in late 1982
and early 1983, the system was organically and hydraulically over-
loaded due to storm water entering the system. This storm water
flow was eliminated in early 1983 and since that time the facility
has been loaded below original design values. During 1985 the
influent flow and organic loadings were approximately 75% and 90%
of the respective design values.
Performance Evaluation
The aerated lagoon system performance has exceeded design
expectations with respect to organic removal ( i .e. : BOD and
suspended solids) , however, it has not achieved the expected level
of nitrification (ammonia removal) . The original design
anticipated removal of ammonia through biological nitrification in

the third cells of the aerated lagoons, with corresponding
reductions in alkalinity. To date , nitrification has not occurred
in the third cells and corresponding alkalinity reductions are not
present. However, to date, this lack of nitrification has not
created significant operational problems in the lagoon or the
storage reservoir.
Comparison with Discharge Requirements
NPDES Limits. The aerated lagoon system has operated well within
the current NPDES limitations. A comparison of the NPDES BOD lim-
itation of 30 mq/1 with the final secondary effluent BOD
concentration from the aerated lagoon system and the final
effluent BOD concentration from the storage reservoir is shown in
Figure 3-15. During 1985, the final reservoir effluent BOD con-
centration never exceeded 6 mg/1.
A comparison of the final reservoir effluent suspended solids con-
centration and the secondary effluent suspended solids concentra-
tion with respect to the NPDES limit of 30 mg/1 is illustrated in
Figure 3-16. The effluent suspended solids concentration from the
combined secondary effluent has exceeded the 30 mg/1 limit on only
six occasions since 1983. The final reservoir effluent suspended
solids concentration has never exceeded the NPDES limitation.
OPTIMIZATION OF EXISTING TREATMENT SYSTEM
Operation and Maintenance
In general , the operation and maintenance of the aerated lagoon
system appears to have been satisfactory and only minor operation-
al problems have been observed. The most significant operation
and maintenance problems encountered are: build-up of grease and
scum on the aerated lagoons, bearing failure in the blowers, and
excessive corrosion of the inlet splitter box due to release of
hydrogen sulfide. Dissolved oxygen concentrations, in the aerated
lagoon cells, were monitored to determine the efficiency of blower
use. It appears that blower operation can be varied throughout
the day to conserve energy. Installation of timers to control
blower operation could result in an $8, 000 per year savings in
electrical energy.
Capacity Testing Program
The actual operating capacity of the Northglenn Wastewater Treat-
ment System was evaluated through a capacity test program. During

one test period, the total influent flow was directed to the west
side lagoons. The results of this field testing along with
development of a complete mix model to predict lagoon performance ,
indicates that the actual operating capacity of the system is 6. 5
mgd rather than the 4. 64 mgd specified in the original design
criteria. Although the rated capacity of 6. 5 mgd has been
justified by actual field operation, as discussed in Chapter 4, it
is recommended that the City continue directing the entire flow to
the west cell lagoons through the winter of 1986/1987 to confirm
the effects of temperature on treatment capacity.
The organization and analysis of data collected during the above
monitoring program and for overall process control would be
greatly enhanced through use of a micro or personal computer
available to treatment plant operator personnel. Such computer
systems and the appropriate software are readily available in the
market place and can be obtained for a minimum expenditure. It is
therefore recommended that the City obtain a micro or personal
computer with appropriate software for efficient process analysis
and performance monitoring.
FACILITIES EXPANSION
It is recommended that the existing Northglenn Wastewater Treat-
ment Facility be rated at 6. 5 mgd capacity to meet the existing
NPDES discharge limitations. Chapter 5 presents a series of ex-
pansion phases for increasing the capacity of the Northglenn
Wastewater Treatment System to meet current NPDES limitations.
Each expansion phase has been based upon a logical construction
sequence and does not correspond to a specific projected flow or
future design population. These expansion phases are illustrated
in Figures 5-1 to 5-5. Although the plant is capable of expansion
up to 66 mgd, the City of Northglenn does not currently have any
plans to proceed with such an expansion. However, this should be
considered as an alternative for wastewater treatment in the lower
South Platte River Basin. The cost for expanding the existing
aerated lagoon system to meet current NPDES limitations are signi-
ficantly lower than the cost of constructing conventional
mechanical treatment facilities.
Environmental Assessment
The primary and secondary environmental impacts of expanding the
existing treatment facility have been assessed in a preliminary
nature. The results of this assessment are summarized in Chapter
5. In addition, Chapter 5 presents various methods for mitigating
adverse environmental impacts. In general, expansion of the
existing facility will have little detrimental impact on the
surrounding environment. The City' s original Environmental Impact
Statement ( EIS) appears to be valid for future expansions.

RECOMMENDATIONS
The following recommendations are based upon the results and
conclusions presented in this report:
1 . The rated design capacity of the Northglenn wastewater
Treatment System should be increased from 4 .64 mgd to
6. 5 mgd.
2. The City should continue to direct 100% of the influent
wastewater to the west side lagoons through the winter of
1986/1987 to verify the impact of winter time tempera-
tures on lagoon performance, and to verify the rated
design capacity of 6.5 mgd.
3. System performance should be monitored in accordance with
the field testing program outlined in Chapter 4 through
the 1986/1987 winter period to assist in verifying plant
capacity.
4. The City should purchase a micro or personal computer
with appropriate software to assist in process analysis
and data monitoring of the treatment facilities.
5. Timers should be installed to regulate blower operation
through the 24 hour diurnal cycle and to reduce power
costs. Blower capacity can be reduced during the hours
of 10:00 a.m. and 4:00 p.m. , resulting in an annual
savings of approximately $8,000.
6. All of the existing blowers should be repaired immedi-
ately to improve overall system performance and redun-
dency.
7. The influent flow splitting structure should be replaced
and a system installed for control of hydrogen-sulfide
generated in the influent force main.
8. The aerated lagoon process should be employed for expan-
sion of the wastewater treatment system if effluent qual-
ity is governed by current NPDES Permit Limits.
9. Samples of sludge accumulating in the bottom of each cell
should be collected and analyzed for heavy metals and
priority pollutants to assist in planning ultimate sludge
disposal. These analytical results should be analyzed to
determine the amount of land required for final disposal
of the accumulated sludge.
10. The Probable Total Project Costs and operation and main-
tenance costs presented in the report are comparable with
other wastewater treatment facilities for this service
area and should be updated to reflect current conditions

when making future planning decisions.
11. The City should correlate the expansion phases presented
in this report with projected population growth and in-
creases in wastewater flow for the projected service area
and develop an appropriate implimentation plan and
schedule.
