The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at the Tri-Town Senior Citizen Center,
106 Fifth Street, Dacono, Colorado, on Thursday, September 5, 1985, at
7:15 p.m.
ROLL CALL
The following members were present in person: President Bill Rupp,
Vice President Doris Williams, Sid Morehouse, Nels Nelson, and Ralph Waldo.
Also present for all or part of the meeting were Commissioner Bill Kirby,
Don Warden, two members of the press, 16 citizens, and the Council secretary.
MINUTES
Doris Williams made a motion that the minutes of August 1 be approved as
written. Sid Morehouse seconded the motion and it passed unanimously.
ADDITIONS AND/OR DELETIONS
Correspondence added to the agenda included a thank you card from the
Stoddard family, letters from Management Designs Associates, Management
Advisers , Inc. , and Voorhis Associates, Inc. , memorandums from Don Warden
(1986 budget worksessions schedule) and Pat Persichino (film "Hiring and
Firing") , the 4H newsletter, and a resolution from the Board of Commissioners
regarding cancellation of their October 2 meeting.
Appointments added to the agenda were budget worksessions scheduled for
October 8 through October 17.
Payment of the Platte Valley Voice subscription renewal ($8.00) was
added to the agenda.
APPOINTMENTS
The President reminded the members of their upcoming appointments. He
volunteered to attend the Elected Officials Meeting on September 9. Doris
Williams will attend the Road and Bridge Advisory Committee meeting on
September 11 and Nels Nelson will be present at the Council budget hearing
on October 8.
REPORTS
Bill Rupp reported that at the Elected Officials meeting of August 12,
the main topic of discussion was the upcoming budget worksessions. In his
August 14 Board meeting appearance, Mr. Rupp apprised the Commissioners of
the Council 's progress in selecting a management team for future performance
audits.
Mr. Rupp explained to the audience that the Council has currently received
three proposals from management firms interested in working with the Council
on future performance audits. He stressed that the Council is taking a positive
approach to provide outside assessments of management rather than making invest-
igations of wrongdoing. The Council will review the proposals received thus
far and will soon select a management team.
Mr. Waldo reported on the library district worksession which the Councilmen
attended with the Commissioners on August 13. Don Warden gave a detailed explan-
ation of the subject.

On September 4, the Council attended an Early Warning Budget worksession
with the Commissioners. At this point, Don Warden was asked to present an
overview of the 1986 county budget process , including the Revenue Sharing
Contingency Plan. Budget worksessions between the Commissioners and county
departments are scheduled to be held October 8 through October 17. The Council
encouraged the public to attend these hearings and let their voices be heard.
UNFINISHED BUSINESS
There was no unfinished business to consider.
NEW BUSINESS
The October meeting of the Council will be held in Hereford, time and
place to be announced.
Ralph Waldo moved that the August Council bills be paid. Bill Rupp
seconded the motion and it passed unanimously.
PUBLIC COMMENTS
The Councilmen, Commissioner Kirby, and Don Warden spent the remainder
of the meeting answering questions and hearing comments from citizens of the
southern Weld area. Additional topics included building inspections and
expected service cuts affecting senior citizens.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time
of adjournment was 9:00 p.m. , on September 1985.
