CONCERNING VARIOUS IMPROVEMENTS IN EAST EATON WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has received a letter from Benito de la Torre, Jr. requesting various improvements in East Eaton, Colorado, and WHEREAS, the Board deems it advisable to refer said request to the Weld County Engineering Department and the Director of Finance for their recommendation. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request from Benito de la Torre, Jr. concerning certain improvements in East Eaton be, and hereby is, referred to the Weld County Engineering Department and the Director of Finance for their recommendation. Box 1752 Greeley, CO 80632 Dear Mr. DeLaTorre: In response to your letter regarding certain issues in East Eaton the Board of County Commissioners would like to offer the following: 1. Paving of Community Roadways: Due to limited resources in the area of roads in Weld County, it is the county's policy that in residential areas or sub—divisions, such as East Eaton, that the county will only pave the roads as part of a local improvement district. If residents owning property to be assessed equal to 50% of the amount to be assessed in the area sign a petition and agree to pay for the road improvements, the Board will proceed with the creation of a local improvement district to pave the roads in the area. If you are interested in obtaining more details about the local improvement district and a copy of the specific petition, you can contact Lee Morrison in the County Attorney's Office at 356-4000, Ext. 4391. 2. Speed Limit Signs: The Board has referred your request to the Road and Bridge Department to have a traffic technician make recommendations to the Board for signs in accordance with the Manual on Uniform Traffic Control Devises. 3. School Caution Signs: In accordance with Section 7B-11 of the Manual on Uniform Traffic Control Devises, school caution signs are only used when visibility restrictions of 500 feet or more exist. Based upon a survey of the area, no such conditions exist in East Eaton. 4. Signs Regarding Fires: The county does not regulate open burning laws. This is the responsibility of the fire district in your area. We would suggest you discuss this issue with the Chief of the Eaton Fire District. 5. Integration of Services with Town of Eaton: The only way integration of services with the Town of Eaton can be achieved is through annexation of Eaat Eaton by the Town of Eaton. Annexation is totally the option of a municipality.
