RE: APPROVAL OF SECTION VIII VOUCHER PROGRAM
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Housing Authority has presented a
request to the Board to determine whether there is a need in Weld
County for fifty housing vouchers for low-income families as
explained in the request letter, a copy of which is attached
hereto and incorporated herein by reference, and
WHEREAS , the Board has determined that such a need does exist
in Weld County and deems it in the best interest of the citizens
of Weld County to advise the U.S. Department of Housing and Urban
Development (HUD) of such determination.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that a need does exist in
Weld County for fifty housing vouchers for low-income families and
that the Department of Housing and Urban Development shall be
advised of the same.
BE IT FURTHER RESOLVED by the Board that the above
determination shall be final and no additional comments will be
submitted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 14th day of
March, A.D. , 1988 .

C. NEED FOR HOUSING ASSISTANCE
-Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for meeting the housing
needs of Lower-Income Families or, in the absence of such a Plan,that the proposed project is responsive to the condition of the housing stock in the com-
munity and the housing assistance needs of Lower-Income Families(including the elderly/handicapped, large Families, those displaced or to be displaced and
those living In substandard units)residing in or expected to reside in the community.
The units requested are based on our current distribution of our waiting list
' , Our current active waiting list is 366 applicants. The distribution is responsive
to the rising need among larger families for housing assistance.
The proposed distribution does not conflict with past Housing Assistance Plans
developed for Weld County.
If applicable,include Handicapped Families in the Family or Large Family category and footnote number of units for the handicapped by unit size.

capability for the proposed program.
Existing Program since 1981 . Experience of the Executive Director of the agency dates back t
1976 with regard, to this program. During the past three years we have administered the renta
rehabilitation/Housing Voucher Program and the Formula Allocation Program. We have been succ ssft
in placing new units under contractin a timely manner . The most recent monitoring review by UD
concluded that the program is operated consistent with program rules and that Housing Author't y
stag has a clear understanding of the regulations which govern the program.

Weld County Housing Authority has adminsitered a number of housing programs since 1981 . In
addition ,to the Section 8 Existing Program, we have administered the State' s CDBG program,
State Division of Housing rehabilitation projects as well as replacement housing projects.
The composition of,the Housing Authority Board provides leadership in establishing the policies
which make our projects responsive to the needs of our clientele in Weld County. In a separate
agreement with Weld County, the County's Accountine _DivisioIL.erforma all accounting funrtinns.

Dear Mr. Brantner,
The Housing Authority of Weld County, Colorado has been invited by the
U.S. Department of Housing and Urban Development (HUD) to submit an
application for fifty (50) Section 8 Vouchers.
Pursuant to Section 213(a) of the Housing and Community Development Act
of 1974, HUD is required to provide the unit of local government an
opportunity to object to their approval of the application on the grounds
that the application is inconsistent with any Housing Assistance Plans,
and that there is or will be available in the area, public facilities
and services adequate to serve the housing proposal to be assisted. An
application may only be approved if our determination is in the affirm-
ative.
HUD invites you to submit to them all comments or information you, as the
Board of Commissioners, deem relevant to their determination, While they
are not bound by any such comments or information, all relevant comments
or information will be considered. It should be noted in your resolution
that these comments will be considered final and that no additional
comments will be submitted. If you do not intend to submit any comments,
this should be so stated in your resolutions.
