Enclosed for Board approval is a Head Start grant application for
bilingual/multicultural funds.
The grant will enable the Weld County Head Start Program to train other
Head Start Programs in this region to develop bilingual/multicultural
curriculums. The Weld County Head Start Program will receive $15,000 in
Program Year 1986 and $25,000 in Program Year 1987 to implement and
provide the training for the other Head Start Programs.
This is a competitive grant application and therefore, the funding for
this project is not assured.

I. Program Narrative:
Within Weld County, the Hispanic population represents '
approximately 27% of the total population. Within the Weld
County Head Start Program, the Hispanic population comprises
68% of the total enrollment figures.
The Weld County Hispanic population number swells in the months
of April through October with the influx of migrant workers.
The overwhelming enrollment of Hispanic children in the Weld
County Head Start Program demanded the development of a
curriculum that would further develop the children's
self-concept while introducing them to other cultures and
languages.
In 1979, a bilingual multicultural curriculum was introduced
within the Weld County Head Start Program.
The curriculum first centered on exposing the teaching staff to
one of the four bilingual multicultural models. After examining
the models, Weld County's Head Start Program selected the Nuevas
Fronteras curriculum.
The Nuevas Fronteras curriculum was selected because it clearly
develops a child' s basic concept and reasoning skills through
activities that are culturally relevant and developmentally
appropriate. The curriculum assures the children of concept
learning experiences that are interesting, challenging and
rewarding.
Since 1982, the Nuevas Fronteras curriculum has become more
ingrained within the Weld County Head Start Program. The
teaching staff has become adept at incorporating first and second
language small groups. The emphasis is placed toward concepts
being taught in the first language while developing a second
language skill .
The curriculum echoes the teaching staff's beliefs that each.
child's culture must be understood, appreciated, reflected and
reinforced. The children are encouraged to maintain and develop
a strong identification with their own culture. The child's
identification with their own culture enhances their feeling of
self-worth and the child comes to regard his/her uniqueness as a
valuable strength rather than a weakness.
A strong foundation for intercultural understanding, respect and
flexibility in interacting with others is built by adhering to a
philosophy of education that stresses bilingual multiculturalism.
The Weld County Head Start Program has successfully implemented
a bilingual multicultural curriculum. Every classroom has a
bilingual teaching staff member present at all times. The lesson
plans are reviewed by the Educational Coordinator to certify that
the needed emphasis of bilingual multiculturalism is present
within every classroom. It is a concerted effort on the part of
the entire staff that makes the program succeed.

Other Head Start Programs within Colorado also face the need to
address the development of their Hispanic children's language and
culture. In the wake of the State of Colorado facing an alarming
Hispanic student drop-out rate, it is imperative for the Head
Start Program's to introduce children to new learning approaches.
A child' s first introduction to a classroom is critical . If the
child's learning behaviors do not match the expectations of the
teaching staff, the child could develop a low self-concept and a
pattern that could ultimately lead to becoming a school drop-out.
However, if the child achieves success, develops a willingness to
learn new behaviors and acquires a flexibility in learning„ then
the child' s future educational development is enhanced greatly.
The introduction of bilingual multiculturalism curriculums within
Head Start Programs provides the guidelines by which the programs
can recognize the individual learning preferences of their
students and encourage the development of other learning
approaches. The students involved will become more adaptable to
the diversity of life and capable of greater success in learning
contexts.
II. Intent for Participation:
The Weld County Head Start Program is applying to become an
exemplary Head Start grant vested with the responsibility of
providing training to other Head Start grantees in how to
_ implement a bilingual multicultural curriculum.
Weld County will continue to operate a bilingual multicultural
curriculum. Special training for the staff will be enhanced so
that the Weld County program can serve as a demonstration site
for visiting Head Start programs.
During Phase I of the project, Weld County will employ a
half-time .bilingual multicultural training specialist. The
training specialist will devote 15 days to neighboring grantees
for on-site T/TA. The training specialist will function within
the Weld County Head Start as the primary staff member in charge
of the further development of the bilingual multicultural
curriculum.
Phase II will enable the training specialist to devote
approximately 35 days for on-site T/TA at neighboring grantees.
The selection of the neighboring grantees for Phase I and Phase
II will be made after consultation with the ACYF Regional and
National Offices.
In order to successfully implement a training plan for Weld County
and the neighboring grantees , assistance will be provided from
the Resource Support Group (RSG) . With the development of a
training plan , the number of on-site T/TA visits per neighboring
grantee will be determined. The continual assistance of the RSG
will further enhance the success of Phase I and II.

Appropriate training documentation and the maintenance of the
training records and results will be maintained. Quarterly
reports regarding the status of the project will be provided to
the Regional and National offices.
The Head Start Director and the training specialist will attend
the Regional and National conferences.
It is understood by Weld County that the program must fulfill its
role as an exemplary grantee by devoting the time of the training
specialist and the involvement of the Head Start program so that a
stronger bilingual multicultural program can evolve and
neighboring grantees can develop and implement similar
curriculums.
III. Procedure to Carry Out Tasks:
The first two steps to carry out the program's objectives is to
identify the training specialist and the neighboring grantees.
A training plan must then be developed by the training specialist
in conjunction with the RSG.
The training plans will identify the four (4) curriculum models
and their developers. The four models and developers are:

. AMANECER - Intercultural Development Research Association
. Nuevas Fronteras de Aprendizaje - University of
California at Santa Cruz
. Un Marco Abierto - High/Scope Research Foundation
After consultation with the training specialist, RSG and
neighboring grantee, a curriculum will be selected for each
neighboring grantee. At a minimum, the curriculum selected will
offer the following fundamental requirements:
a. Be based on sound educational theory.
b. Embody an approach to early education consistent with child
development theory.
c. Be acceptable by the ethnic community and usable by Head
Start programs.
d. Be based on sound early child development principles and a
bilingual bicultural enhancement philosophy.
e. Provide learning activities for the development of basic
skills in the areas of cognitive, socioemotional ,
psychomotor, and language (English and Spanish) development.
f. Be consistent with the Head Start Performance Standards and
provide for the integration of all component areas (i .e. ,
Parent Involvement, Social Services, Health Services, and
Education) wherever possible.
g. Include a plan for involving Head Start staff, parents, and
administrators in the development, implementation , and
validation of the curriculum model .

h. Be replicable and usable in a variety of preschool settings
such as Head Start, Day Care, and Nursery School .
i . Provide specific information on the procedure to be used in
deciding which language would be used when, by whom, and for
what purpose.
j . The curriculum will have an explicit definition of bicultural
education as well as a description of the cultural goals and
sample learning activities.
Successful implementation of the bilingual multicultural program
will be based upon the cohesive interaction of the Weld County
Head Start Program, the training specialist, the RSG and the
neighboring grantees.
