Apparently everyone overlooked road 22 from 15 to the rear entrance into Casa Grande. (I believe it is about 1/4 of a mile) this portion of the road is used quit often by the people who live at this end of Casa Grande. I would think for the same reasons that roads 20 and 15 are being paved, this small portion should be included, and I am sure the cost for such a short distance should not be much greater then what was estimated. I don't know if it is to late to voice this or not, but l do think that everyone would agree that this to would be nice to have done. Box 758 Greeley, CO 80632 To the Commissioners: • We are given to understand that various Weld County management personnel have allegedly made statements to employees of various departments to the effect that if the employees Joined the union the employees ' Jobs would be in severe jeopardy. Among the departments where these statements were allegedly made were the Treasurer's office, the Department of Social Services and the department headed by Mr. Walter Speakman. It is also alleged that these statements were made specifically by Mr. Hoffman of the Department of Social Services. .Aa the authorized representative of a majority of Weld County employees, the Communications Workers of America demands that you investigate this matter. If your investigation finds that such statements have been made, we further demand that you put a stop to the practice and discipline the management personnel involved. The United States Consitution and Section 8-2-101 of the Colorado Revised Statutes guarantee the rights of employees to Join a union and their right of free association. Furthermore, such statements violate Section 8-2-102 CRS which prohibits the' threatening, harrassment or coercion of employees because of their connection with a lawful labor organization. Should statements be made in the future which threathen, harrass or coerce Weld County employees because of their union membership, CWA will take legal steps against the County to prevent such statements from being made and will charge the offending management personnel under Sections 8-2-102 and 8-1-103 of the Colorado Revised Statutes. As the authorized representative of a majority of Weld County employees, we point out to you that said prohibitions violate Federal and State law. Since Weld County allows solicitation of employees by the United Way and since CWA is also a non-profit organization, it is unlawful to deny CWA equal access to County facilities or to deny CWA the equal right to solicit employees. Further, employees have a right to meet as they wish on County property during breaks and during their lunch periods. CO 80631 Dear Commissioners: Ranchers in Weld County are experiencing the most severe drought since 1954. The Crow Valley Livestock Co-Operative. Inc. . Board of Directors and the Forest Service recently informed the membership of this grazing association that a minimum of 25% of the cattle would have to be removed by July 17 and we had already taken a 10% cut in the spring prior to summer turnout, due to drought conditions. If it doesn't rain very soon, we will have to remove the rest of the cattle from these Forest Service lands by the 15th of August. Many ranchers planned to harvest crested wheatgrass for hay or seed, but it burned up from lack of moisture and not enough growth for either purpose. I have recorded 3.68 inches of moisture since January 1, 1989. We had approximately 5 inches of rain in 1988. which is way short of a normal 12 inches. Typical of drought, rainfall has been very spotty and several areas have received more than right here. Timing of rainfall in some areas of the country was just right to make a good wheat crop, but wheat harvest in our area was very poor. Our grasses are suffering from the drought. Lack of moisture last year put them behind and this year's minimal rainfall has compounded the effects. Ranchers are being forced to sell cows. Hay :Ls not an economical alternative. Pasture is not available; and, if we overgraze our grass, it could take years to come back. We are in serious trouble. Laramie County, Wyoming which borders us on the north, has been declared a drought disaster area. Our area is as severely affected as Laramie County. .211 yeziAmi�. k' ° °�J 2 • • . Lee Morrison, Assistant County Attorney, made this matter of record. Brian Single, representing the Planning Department. entered the favorable recommendation of the Planning Commission into the record. Bob Kramer. representing the applicant, explained that currently eight families are members of Lakeview Village, Inc. They have purchased 80 acres and have almost completed construction of two reservoirs, which they 'dab to use to practice slalom course rater skiing. Mr. Kramer said they have no problem with the recommended Conditions and Development Standards. During the resulting discussion, Mr. Single said the application is for a private ski lake only. and use as a competition ski lake would require amendment of the Permit. It was also discussed that the application materials state that there would be no more than two boats at any time and that a shareholder must be present any time the reservoirs are in use. Harold Rollaway, a nearby landower who owns 20Z of the water in the McCormick Seep Ditch, came forward and said the applicant had converted water from the ditch into the reservoirs. After discussion concerning water rights, Mr. Kramer stated that the State Engineer had told them to re-route the ditch, and that they own six shares of the Lower Boulder Water Company. Mr. Kramer also explained their expected sources of water. Commissioner Lacy moved to approve the request of Lakeview Village, Inc., for a Site Specific Development Plan and Special Review Permit subject to the Conditions and Development Standards recommended by the Planning Commission. CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as printed. Commissioner Lacy seconded the motion. and it carried unanimously. PROCLAMATION: PROCLAIM AUGUST 4-7, 1989, AS WELD COUNTY FAIR DAYS: Chairman Kirby read the Proclamation into the record and presented It to Weld County Pair Queen Teresa Fields and her attendant, Cindy Miller. They left brochures and Pair Books for the Commissioners. COMMISSIONER COORDINATOR REPORTS: Reporting on Engineering Services, Commissioner Lacy spoke about the damage done to Weld County roads by the weekend storms. He said most of the road damage vas to top grade. and that a bridge approach on Weld County Road 66 east of Weld County Road 49 washed out. WARRANTS: Don Warden presented the following warrants for approval by the Board: General fund $ 85.605.61 Social Services 516.774.09 Handwritten warrants: General fund 11.381.09 Payroll 1.139.461.96 Commies' 'nor Kennedy moved to approve the warrants as presented by Mr. Warden. Commissioner Lacy seconded the motion which carried unanimously. BUSINESS: NEW: CONSIDER STATE CONTRACT FOR TUBERCULOSIS CONTROL PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker. of the Health Department, presented information concerning this request and recommended approval. Commissioner Kennedy moved to approve the Tuberculosis Control Program Contract and authorize the Chairman to sign. The motion, seconded by Commissioner Brantner, carried unanimously. CONSIDER REQUEST FROM PEST INSPECTOR TO ENTER UPON CERTAIN LANDS: Commissioner Lacy moved to approve said request. Commissioner Kennedy seconded the motion, and it carried unanimously. CONSIDER RESOLUTION RE: THIRD QUARTERLY PERFORMANCE REPORT FOR 1988 CDBG HOUSING REHAB PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN: Commissioner Johnson moved to approve this Resolution and authorize the Chairman to sign said Report. Seconded by Commissioner Lacy, the motion carried unanimously. CONSIDER THREE ROAD IMPROVEMENT AGREEMENTS WITH DEL CAMINO CENTER: Chuck Cunliffe. Director of Planning Services, explained that two of these Agreements deal with improvements to Weld County Road 22, and the third is for internal improvements in the Del Camino Center PUD. He said they have been reviewed by the legal staff, the Engineering Department, and the Planning Department. Commissioner Lacy moved to approve the three Road Improvement Agreements with Del Camino Center. The motion was seconded by Commissioner Kennedy, and it carried unanimously. PLANNING: CONSIDER RESOLUTION RE: ZONING AND BUILDING CODE VIOLATIONS - STRONG; PELF; REYES; AND MILLER: Commissioner Lacy moved to approve this Resolution authorizing the County Attorney to proceed with legal action against Curtis Strong; Albert and Ann M. Pelf; Felix and Jose Reyes; and Norma L. Miller for violations of the Weld County Zoning and Building Code Ordinance. Commissioner Johnson seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. There were no Ordinances.
