The staff has determined that the installation and operation of the aeration system would not be considered a major change to the approved Special Review permit. The aeration systems shall be constructed and operated in compliance with the April 5, 1989, letter from Wes Potter, Director of Environmental Protection Services. The plans provided are essentially the same as the plans previously approved by Weld County with a few modifications. The configuration of the sprayer units have been changed, since the original configuration did not work last gear. Each sprayer arm will be teed from the shoreline as opposed to the tee in the water. Installing the tee in the water was unsuccessful with the piping constantly breaking near the tee, due to the pressure on the piping asserted from the wind. Placing the tees on the shoreline will allow each arm to act independently of each other, therefore reducing the stress on the pipe. We do not anticipate the lines breaking at the tee due to the'new configuration. The pumps will have a pressure switch installed to allow the automatic shut-off of the pumps in case a pressure drop occurs. The pumps will shut- off should any pressure drop occur due to. a pipe breaking; the pump not running properly which may cause water hammering; or any other event that causes a pressure change. This device will safely allow the pumps to run without direct supervision from the operator. The evaporation losses estimated are similar to the losses estimated on the approved plans. Pond D will have a larger more efficient pump installed. therefore the estimated losses are greater than the original plan. We hope to install and operate the system upon receiving approval from Weld County. The operation of the system should be considered an operational decision as long as the system is operated in a manner that does not jeopardize the integrity of the facility. The staff has determined that the proposed pond measuring plan would be acceptable on a temporary basis only. The permanent measuring devices would need to be reviewed by Weld County health Department and the Department of Planning Services prior to installation. The permanent measuring devices are to be installed and operating properly before the ?`arch 22, 1989, Show Cause hearing. The level of water in Pond C shall be maintained at or no more than one inch below the present level until all construction work is completed and approval has been given by the Department of Planning Services' staff to exceed this pond elevation limit. It is clear that the devices will be of a temporary nature due to the fact that they are not permanently attached to the berm. It is our judgement that the devices, as proposed , will function to monitor the levels of the ponds during the period that construction of the berms is being+ completed. The division wants to make it very clear that the water level in pond C shall be maintained at or below the present water level until the facility receives approval to exceed that level . Therefore, if water is placed into pond C during that time period, it shall be transfered into pond D on a regular basis and not fluxuate more that approximately one inch from the existing pond level . With the above stated conditions, the division approves of the proposed measuring devices and their installation and use as proposed.
