Home My WebLink About881374 HEARING CERTIFICATION DOCKET NO. 88-44 RE: SERVICE PLAN FOR PROPOSED FORT LUPTON PARK AND RECREATION DISTRICT A public hearing was conducted on August 17, 1988, at 2:00 P.M. , with the following present: Commissioner Gene Brantner, Chairman Commissioner C.W. Kirby, Pro-Tem Commissioner Jacqueline Johnson Commissioner Gordon E. Lacy Commissioner Frank Yamaguchi Also present: Acting Clerk to the Board, Tommie Antuna Assistant County Attorney, Lee D. Morrison Planning Department representative, Keith Schuett Certified Court Reporter, Joann M. Hansen The following business was transacted: I hereby certify that pursuant to a notice dated July 20, 1988, and duly published July 27, 1988, in the Platteville Herald, the County legal newspaper, and July 27, August 3, and August 10, 1988, in the Fort Lupton Press, a public hearing was conducted to consider the adequacy of the Service Plan of the proposed Fort Lupton Park and Recreation District and to form a basis for adopting a Resolution approving, conditionally approving, or disapproving the Service Plan. Lee Morrison, Assistant County Attorney, made this matter of record. Keith Schuett, representing the Department of Planning Services, read the favorable recommendation of the Planning Commission into the record. Mr. Morrison stated the criteria which the Board will use in considering this Service Plan. The Chairman then asked those persons wishing to offer testimony at this hearing to come forward. After said persons gave their names, Joann Hansen, Court Reporter, swore them in. Let the record reflect that during this hearing the following exhibits were submitted: A) Certificate of post card notification, submitted by Robert Tibbals; B) Pictures of vacant houses in Ft. Lupton, submitted by Bernard Schmanski; C) Building Permit list, submitted by Bernard Schmanski; D) District recreational interest survey, submitted by Richard Lyons; and E) Minutes of Ft. Lupton City Council meeting of August 10, 1988, submitted by Richard Lyons. Robert Tibbals, representing the proponents, made his presentation and called John Dent, Diana Howard, June Dailey, and Dennis White forward to answer questions concerning the proposed Recreation District. Each of these persons stated that they are in favor of the proposed District. Richard Lyons, representing the Ft. Lupton Community Taxpayers Association, made a presentation and asked Floyd Baker, Bernard Schmanski, Loren Willey, and Gary Withrow to come forward and state their reasons for opposing the proposed District. Those persons stating that they are in opposition to this proposed District were: Jarret McMillan; Steve Hurst; Michael Sayer, Attorney representing Amoco; Ida Gordon; Ron Moser, representing Halliburton Services; David DeBar, representing Union Pacific; Karen Withrow; John Frye; Barbara Ott; Herb Watson; Mary Bridgewater; Irene Hughes; Robert McPeek; Florence Cruse; Jim Zimbelman; Kimbel Watson; William Janssen; John Kurek; Stanley Norcross; Ruth Schneider; Sam Gallegos; and Joel Lell. Those persons in favor were: Marlene Stieber; Tony Trujillo; Lee McConnell; John Martin; Don McPherson, Peg Carlson; Linda Gabel; and Jack Hurst. Following discussion, Commissioner Lacy moved to continue this matter to August 24, at 2:00 p.m. Seconded by Commissioner Kirby, the motion carried unanimously. 881374 ' ' �� , .
