RE: APPROVE CHANGE ORDER TO RBD, INC. CONCERNING BRIDGE 6/23B
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County entered into a contract for certain
engineering and design services with RBD, Inc. concerning Bridge
6/23B, and
WHEREAS, additional engineering and design services are
necessary, and the Board has been presented with a Change Order
for said services, in the amount of $3 ,900 .00 , and
WHEREAS , after review, the Board deems it advisable to
approve said Change Order to RBD, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Change Order, in
the amount of $3 , 900 .00 , to RBD, Inc. be , and hereby is, approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 20th day of
April, A.D. , 1988 .

BRIEF DESCRIPTION OF PROBLEM/ISSUE:
RBD, Inc. is designing 6/23B which is being replaced through a
grant from the Federal Bridge Rehabilitation and Replacement Program,
which is administered by the Colorado Department of Highways.
When this project began RBD was directed to design a bridge that
would pass the 100-year storm and could be constructed within the
existing Weld County right-of-way. Through the preliminary design
process, which has taken several months, the Colorado Department of
Highways determined the proper design condition was for the 25-year
flood. This lowered the requirement for the structure and RBD, Inc.
was directed to change the design to a concrete box culvert. Also,
with the construction of this type it was not possible to keep the
construction within the existing right-of-way without violating slope
and width requirements. Throughout this process, RBD, Inc. was
required to make numerous changes which were beyond the normal scope
of preliminary design.
RBD, Inc. ' s request is for a change order to cover additional
services in the amount of $3,900.
WHAT OPTIONS EXIST FOR THE BOARD?
Approve a change order for RBD, Inc. in the amount of $3,900.00
or deny the request.

RECOMMENDATION TO THE BOARD:
I agree with the decisions to scale down this project from a
bridge to a concrete box culvert. There will be a substantial savings
in the construction cost. Some of these decisions are difficult to
anticipate until all the information during the preliminary design is
gathered.
Because the configuration of the structure was changed and
because the decision to acquire right-of-way was made, I agree with
RBD, Inc. 's request.
