MEMORANDUM
Enclosed is a copy of your assessor' s first two progress reports on the
progress of the reappraisal . I am also sending you a copy of the
division field supervisor' s reports for the same period of time.
The summary report for the period ending February 15, 1985, as submitted
by the division to the state board, reads:
Weld County (Commercial Property)
Bud Wardrip, OPT supervisor for Weld County, feels that the overall
picture looks much better now. He is watching the county' s
progress with the reappraisal very closely.
As of January 11, 12.5% of the cost approach was completed and 29%
of the time had elapsed, without considering the application and
reconcililation of market and income values. Manpower requirements
were revised by the OPT reappraisal supervisor. Weld County needs
6 additional FTE ' s in order to complete the reappraisal on time.
Kenneth Smith, acting on a motion of the Board, advised the
assessor and commissioners on January 16 that additional staff must
be hired at once or the reappraisal will be contracted to an
outside firm.
By February 15, the assessor had hired six more appraisers so that
there are 14 persons assigned to the reappraisal . Land values are
50% complete. Market data research and analysis is 75-85%
finished. The cost approach is 40% complete. Only a minimal
amount of work has been done on data gathering for the income
approach.

Gentlemen:
In compliance with your order for the reappraisal of Commercial properties
in Weld County, I wish to submit the following on the progress for our second
report:
At the recommendation of Mary Anne Maurer and Bud Wardrip we added six (6)
appraisers to our staff. Three appraisers started on Monday February 4th and
the remaining three started on Tuesday the 5th. Through the week of the 4th -
was spent on training with the Marshall & Swift manual.
As of February 19th we will have twelve (12) appraisers in the field
working on the cost approach, one (1) working on the market & income approach
with the assistance of Bud Wardrip, and two (2) on land valuations.

To date land values are sill approximately 50% complete. Market data
research and analysis is approximately 75-85% complete and a minimal amount .
of data gathered for the income approach.
The appraisers are working in the Greeley area with the exception of a
few call backs and one appraiser is doing all the elevators in the County.
The cost approach is approximately 40% complete. R

BUDGETING Mr . Hansen , County Assessor, along with Mr. Don
Warden , Financial Director , indicate the required
funds are available .
PERSONNEL The present personnel consists of twelve ( 12) ap-
praisers in the field doing the physical inventories
and the cost approach with Marshall & Swift Valuation
Service . Two of these people are staff people . As
of February 19th , 1985 two people will be working on
land valuation . One appraiser, with my assistance, has
fr approximately 75 to 85% of the research and analysis
of the market data completed .
PHYSICAL
INVENTORY COST APPROACH : At the present time approximately 40%
of the cost approach is completed .
MARKET APPROACH : Land appraisals are still approxi -
mately 50% complete , therefore one additional appraiser
will be added to the land section . This will take one
away from field staff .
INCOME APPROACH : A minimal amount of data has been
gathered for the income approach .
DATA ENTRY Status has not changed .
SUPERVISION
REQUIREMENTS : At least 3 to 4 days per week .
OVERALL COUNTY
PROGRESS AND
PROJECTIONS : The overall picture looks much better at this time .
I am watching the progress very closely , and feel
much better about the project .

gress for our first report:
At the present time we have six (6) appraisers in the field working
the cost approach. We have one (1) appraiser, with the help of Mr. Bud
Wardrip, working on the market and income approach, one (1) appraiser on
land valuations.
To date land valuations are approximately 50% complete. Cost approach
approximately 131% complete, market approach is approximately 75% complete
and nothing has been done on the income approach.
We are aware we are short in manpower to complete the reappraisal but
also feel that we are making progress and getting good appraisals.

Gentlemen:
We received your first monthly report on January 11, 1985, of the
progress of your reappraisal effort. Having reviewed the report and
analyzed your progress to date, we are concerned. There is not
sufficient time between now and May 24 to complete our ordered
reappraisal of commercial and industrial property in Weld County if your
work effort continues at its current level .
By State Board order, the reappraisal must be completed and notices of E{
valuation mailed no later than May 24. No exceptions to this date will
be allowed. The state board provided the counties the opportunity to
conduct the reappraisal under the supervision of the state board in
order to show a good faith effort to work with you, to provide a
learning experience for your employees, and to lessen the expense to
your taxpayers. The alternative would be to have the reappraisal
conducted by an outside firm.
•
You must now determine the additional number of part-time employees •
needed and must make arrangements for the reappraisal 's timely
completion. If this is not accomplished forthwith, we will have no
alternative than to have the Property Tax Administrator contract to have
an outside appraisal fine complete the reappraisal by May 24, 1985.
If this action is necessary, the county will be charged for this
reappraisal .

PERSONNEL The present personnel consists of six appraisers doing
the physical inventories and the cost approach with
Marshall & Swift Valuation Service, one appraiser is
working on land valuation, and another appraiser is
working with market data and utilizing my guidance and
assistance to develop market values.
EQUIPMENT Requirements are met.
PROGRAMS •
COST APPRAISAL At the present time six appraisers are working in the
field on physical inventory and Marshall & Swift Cost
Valuation. Two of these are staff people. At this time
13.5% of the cost approach has been completed.
MARKET APPRAISAL : One appraiser has approximately 50% of land valuations
completed. One appraiser, with my assistance, has from
50-75% of market valuation indicators for conmercial im-
proved properties completed.
INCOME APPRAISAL : Nothing done on the income approach up to this point in
time.
DATA ENTRY Only 15 or 20 parcels that will not require rarket or in-
come value estimates have been entered on the computer.
SUPERVISION
REQUIREMENTS At least three days or more per week, assuming I will con-
tinue to help with market and income development.

( OVERALL COUNTY
PROGRESS AND
PROJECTIONS The progress, up to this reporting period, indicates the
present number of appraisers will not complete the reap-
praisal as ordered. As of January 11th 13.5% of the cost
approach has been completed and 29% of the time has elapsed,
without considering the application and reconciliation of
market and income values. (See Exhibit #1 Attached) . Mary
Anne Maurer asked me to revise the manpower requirements
estimate on the commercial and industrial properties that
remain to be revalued. The result of the revision indi-
cates; Feb. 4 to April 30 or 62 working days = 16.2 Apprs.
Feb. 4 to May 10 or 70 working days = 14.4 Apprs.
Feb. 4 to May 17 or 75 working days = 13.4 Apprs.
The above estimate is based on hiring and training the
required number of experienced people to be productive by
February 4th, 1985.
