RE: APPROVAL OF AGREEMENT BETWEEN WELD COUNTY, COLORADO, AND U.S.
DEPARTMENT OF AGRICULTURE FOREST SERVICE AND AUTHORIZATION
FOR CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, an Agreement between Weld County, Colorado, and the
U.S . Department of Agriculture Forest Service, concerning the
patrolling of recreation areas of the Pawnee National Grasslands
within the boundaries of Weld County, has been presented to the
Board of County Commissioners of Weld County, and
WHEREAS, the term of said Agreement shall be from May 3 ,
1985 , through September 30 , 1985 , as provided in the Agreement, a
copy of which is attached hereto and incorporated herein by
reference, and
WHEREAS, Weld County shall be reimbursed for costs incurred
in patrolling said Pawnee National Grasslands, and
WHEREAS, after review of the aforementioned Agreement, the
Board finds that said patrolling would not detract from normal
patrol services and, therefore, the Board deems it advisable to
approve said Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Agreement between
Weld County, Colorado, and the U.S. Department of Agriculture
Forest Service for patrolling recreation areas of the Pawnee
National Grasslands within the boundaries of Weld County be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Agreement.

OPERATING AND FINANCIAL PLAN
Reimbursable Servic:es Requested by the U.S. Forest Service
This plan , made and agreed to this last day of April 19: 5, for the period
beginning May 3, 1985, and ending September 30, 1985, by and between the
Forest Service and Weld County Sheriff's Department, becomes a part of the
agreement between said parties dated April 30, 1982.
A. The Weld County Sheriff's Department agrees:
1. . To assign a deputy to inspect the Briggsdale work center from
outside the fenced area and patrol the Crow Valley Campground once
daily on Friday and Saturday between 1700 and 2400 hours and once
on a random basis on any day Sunday through Thursday. Thirty
patrols will be made between May 3, and July 7, 1.'x85. Twelve
patrols will be made between July 8 and September 29, 1985 on a
schedule of one patrol per week. One patrol will be on a Friday or
Saturday and all 12 patrols will be made on a random basis between
1700 and 2400 hours. The patrol will take approximately one hour to
complete.
2. To assign a deputy to patrol the Main allotment. area (T. 1.1N. ,
R.65W_ , Section 23) once daily on Saturday or Sunday between 0800
and 1200 hours. Sixteen patrols will be made between May 15 and
July 1 , .19:35 and July 15 and September 29, 1985. The patrol will
take approximately 1. .1./2 hours to complete..
3. To dispatch additional deputies within staffing capabilities to
urcforseen or emergency situations upon request of the Forest
Service.
4. To furnish itemized monthly statements for the expenditures in
clauses A•--I through A--3 above. A detailed patrol log will also be
provided to the Forest Service which includes the time and date of
contracts made, number of people at each location visited and
conversations with contacts. These statements should be sent to
the District Ranger , Pawnee National. Grassland, 2009 Ninth Street,
Greeley , Colorado 80631 .
5. The statement shall be .in sufficient detail to allow the Forest
Service to tie these expenditures back to the reimbursable expenses
contained in clauses A--1 through A-.-3 and ::hall be certified by the
Weld County Sheriff's representative as being current and proper .
6. To collect identification and violation information from individuals
violating the Forest Supervisor 's Orders for the Main Allotment Area
(see Exhibit. A) . The violation information required is described in
Exhibit B . The violation information collected will be sent to the
District. Ranger , Pawnee National Grassland, 20109 Ninth St. Greeley ,
Colorado 80631 , no more than 2 days after the .information is
collected.
B . The Forest Service agrees:
1 . To reimburse the Weld County Sheriff's Department on receipt of
satisfactory statements of expenditures in accordance with the
following schedule, but not to exceed a total. of $1. ,784.00 for the
period established for this plan :
Rate Schedule for Reimbursable Services
a. Clause A---1 . The rate of $17 per patrol. for 47 patrols, not to exceed
per annum. The patrol and costs are summarized below:
May 3 through July 7 30 patrols at $17:: $510.00
July 8 through September 29 12 patrols at $17:::: $204.00

b. Clause A-2. The rate of $25.50 per patrol for 16 patrols, not to
exceed per annum. The patrols and costs are summarized below:
May l5 through July 1 5 patrols at $25.50:= $127.50
July 15 through September 29 11 patrols at $25.50=: $280.50

c: . Clause A--3. The rate of $17 per hour for actual time spent in the
requested unforseen or emergency situation.

EXHIBIT A
SPECIAL ORDER
FOR
PAWNEE NATIONAL GRASSLANDS
Pursuant to Title 16 U.S.C. 551 and 559, and Title 36 CFR, Section 261.50, the
following regulations are established on the Pawnee National Grasslands. The
following is prohibited:
I. Vehicle Travel
A. Possessing or using a motor vehicle off designated roads within the
area commonly known as "Pawnee Buttes" as described below and in the
attached map (261.56) .
All National Forest System Lands within Section 20, 21, 22, 28,
29, 32 and 33, T. 10 N. , R. 59 W. , 6th P.M. as posted.
The following persons are exempt from the prohibitions in this order
(261.50) :
Any Federal, State, or local officer, or member of an organized
rescue or firefighting force in the performance of an official
duty [261.50(e) (4)] .
B. Possessing or using a motor vehicle off designated roads from May 5
to July 1, 1985 and July 15 to November 1, 1985 in the area
described below and on the attached map.
All National Forest System Lands within Section 23, 24, and 25,
T. 11 N. , R. 65 W. , 6th P.M.
The following persons are exempt from the prohibitions in this order
(261.50) :
1. Members and authorized officers of the Crow Valley
Livestock Co-operative, Inc. (261.50(3)(2)] .
2. Any Federal, State, or local officer, or member of an
organized rescue or firefighting force in the performance
of an official duty [261.50(e) (4)] .
II. Camping
A. Camping more than seven (7) consecutive days at Crow Valley
Recreation Area (261.58a) .
B. Camping in the Crow Valley Group Camping Area without group
reservation permit (261.58a) .

C. Camping in the Stewart J. Adams Memorial Education Site without a
group reservation permit (261.58e) .
This order supersedes that order established on March 30, 1982.

Dear Sheriff Andrews,
I have enclosed the 1985 Operating and Financial Plan for our Cooperative
Law Enforcement Agreement. You will notice there are fewer patrols in the
campground this year, so our total cost is less than last year. We think
the number of patrols will be adequate coverage for the areas listed. I
would like the remaining $662.00 to be applied toward equipment or supplies
that will increase the effectiveness of our law enforcement efforts. Since
there is a distinct possibility Federal cooperative law enforcement funds
may not be included in future Federal budget allocations, supplies and
equipment should be acquired this year.
I would like to work with your people to decide what items will increase
our cooperative efforts and the efficiency of our law enforcement efforts.
Please prepare a list of items you would like to use the $662.00 to acquire.
The money could also be used to acquire Weld County equipment to be used by
Forest Service employees.
Please review the enclosed Operating and Financial Plan and provide the
appropriate signatures listed on page 3 if you approve of the Plan. Return
the signed Plan to this office for the Forest Supervisor's signature. Your
copy will be returned to you after Mr. Benton has signed the agreement.
