: Purchase of Services Agreements (2)
Subject
Enclosed for Board approval are two (2) Purchase of Services Agreements
between Employment Services and the Weld County Board of Cooperative
Education, and School District RE-8 in Fort Lupton.
The purposes of these agreements are to increase coordination of the
employment and training programs with rural school districts and in-
crease services and opportunities for eligible rural youth.
A summary of the agreements is as follows:
1. The Weld County Board of Cooperative Education (BOCES) will
implement a project entitled "Computer Assisted Career Training for
High Risk Students" on behalf of School Districts RE-2, RE-3J,
RE-5J, and RE-9. Weld County BOCES will receive $17,897.00 to
purchase Apple IIE equipment, a career planning system, and a micro
computer evaluation of careers. The computer assisted training
program will include vocational assessment, job seeking skills,
career planning, and career guidance.
2. School District RE-8 will implement "Making a Greater Impact on
Careers" project in Fort Lupton. School District RE-8 will receive
$8,441.00 to purchase Apple IIE equipment and software to provide
individual instruction, vocational guidance, and counseling to
eligible high risk youth.
These projects will be funded from the Local Distribution 8% funds from
the Job Training Partnership Act. The equipment will remain on Employ-
ment Services inventory and the projects will be on-going.

PURCHASE OF SERVICES AGREEMENT
BETWEEN EMPLOYMENT SERVICES OF
WELD COUNTY AND THE WELD COUNTY
BOARD OF COOPERATIVE EDUCATION
THIS AGREEMENT, made and entered into this 17th day of June, 1987,
by and between the Board of County Commissioners, by and through the
Weld County Division of Human Resources' Employment Services, hereinaf-
ter referred to as "Employment Services" , and the Weld County Board of
Cooperative Education Services, hereinafter referred to as "Weld County
BOCES".
WITNESSETH:
WHEREAS, Employment Services offers employment and training ser-
vices to underemployed, unemployed and economically disadvantaged youth
and adults of Weld County, and
WHEREAS, Employment Services desires to increase coordination of
activities with rural school districts through the use of Job Training
Partnership Act (JTPA) Education Coordination 8% funds, and
WHEREAS, Employment Services has allocated these funds to rural
school districts based on the acceptance of an acceptable concept paper,
and
WHEREAS, the Weld County BOCES coordinates and delivers services
for many of the school districts in Weld County, and
WHEREAS, School District RE-2, School District RE-3J, School
District RE-5J and School District RE-9 are desirous of having Weld
County BOCES implement a career exploration program through the combined
allocated funds of these districts , and
WHEREAS, Weld County BOCES has submitted a project entitled "Com-
puter Assisted Career Training for High Risk Students" and this project
is in accordance with guidelines set forth for project development.
NOW THEREFORE, in consideration of the premises, the parties hereto
covenent and agree as follows:
1 . TERM
This Agreement shall remain in effect indefinitely and is subject to
the availability of funding. The Agreement will be reviewed
annually or as needed by both parties and is subject to the
provisions of paragraph 10 herein.
a. The term for funding by Employment Services to Weld County BOCES
for the rural school districts shall be for a period ending
December 30, 1987, and subject to the provisions of paragraph 2
herein.

b. The term of services to be provided by Weld County BOCES on
behalf of the rural school districts to Employment Services
participants shall remain in effect indefinitely and subject to
the provisions of paragraph 4 herein.
2. Equipment
Employment Services agrees to provide funds totalling $17,897.00 for
the period ending December 31 , 1987, to purchase equipment on behalf
of Weld County BOCES and rural districts as describe in Attachment
A. Employment Services shall retain all property rights to said
equipment as described in Attachment A. Weld County BOCES agrees to
purchase and maintain insurance for the equipment. Weld County
BOCES shall bill Employment Services and Employment Services agrees
to pay for the cost of equipment as described in Attachment A.
Weld County BOCES agrees to provide inventory documentation pursuant
to procedures and forms describe by Employment Services by June 30th
of each year and beginning June 30, 1987.
The equipment shall be located at the sites as describe below and
will be available for inventory monitoring by Employment Services or
grantor agency staff:
Platte Valley High School , 501 Clark, Kersey
Roosevelt High School , 616 W North Second, Johnstown
Fort Lupton High School , 530 Reynolds, Fort Lupton
3. In-Kind Match
Weld County BOCES agrees to provide a dollar-for-dollar in-kind
match to Employment Services in accordance with policies and
procedures provided by Employment Services. The in-kind match shall
equal $17,897.00 as describe in Attachment B. Weld County BOCES
agrees to provide the specific forms provided by Employment Services
for billing and in-kind documentation. For each billing received by
Employment Services an equivalent in-kind match will be provided.
All in-kind match totalling $17,897.00 and its appropriate
documentation must be provided and received by Employment Services
no later than December 31 , 1987.

4. Weld County BOCES Responsibilities
The following roles and responsibilities shall be assigned to Weld
County BOCES in the implementation of this agreement.
a. Implement the Computer Assisted Career Training for High Risk
Students Program as outlined in the concept paper. This concept
paper is made part of this agreement as Attachment C. Modified
budgets and In-Kind match descriptions are included based on
final allocations.
b. Assist in the completion of required eligibility documentation,
application forms and any follow up requirements.
c. Provide quarterly project reports on the implementation and
results of the project.
5. Employment Services Responsibilities
a. Provide initial funding for purchase of equipment for the
project on behalf of Weld County BOCES and rural school
districts under the provisions of Paragraph 2 herein.
b. Provide Weld County BOCES with required eligibility forms and
complete eligibility determination.
6. Modification of Agreement
All modifications to this Agreement shall be in writing and signed
by both parties.
7. Assignment
This Agreement shall be binding upon the parties hereto, their
successors, heirs, legal representatives, and assigns. Weld County
Boces may not assign any of its rights or obligations hereunder
without the prior written consent of Employment Services.

8. Applicable Law
Weld Coutny BOCES agrees to follow policies and procedures of
Employment Services as construed in accordance with Job Training
Partnership Act, Weld County Home Rule Charter, and other applicable
laws and regulations for the following:
a. In-Kind
b. Inventory
c. Monitoring and evaluation of program and participants.
9. Assurances
a. Weld County BOCES agrees that it is an independent contractor
and that its officers and employees do not become employees of
Weld County, nor are they entitled to any employee benefits as
Weld County employees, as the result of the execution of the
Agreement.
b. Weld County, the Board of County Commissioners of Weld County,
its officers and employees, shall not be held liable for
injuries or damages caused by any negligent acts or omissions of
Weld County BOCES, or its employees, volunteers, or agents while
performing Weld County BOCES duties as described in this
Agreement. Weld County BOCES shall indemnify, defend, and hold
harmless Weld County, the Board of County Commissioners of Weld
County, its officers and employees for any loss occasioned as a
result of the performance of this Agreement by Weld County
BOCES, its employees , volunteers, and agents. Weld County BOCES
shall provide worker compensation insurance for all employees of
Weld County BOCES engaged in the performance of this Agreement,
as required by the Colorado Workers Compensation Act.
c. No officer, member, or employee of Weld County and no member of
their governing bodies shall have any pecuniary interest, direct
or indirect, in the approved Agreement or the proceeds thereof.
d. Weld County BOCES understands that monitoring and evaluation of
the performance of this Agreement shall be conducted by the
Employment Services and the results provided to the Weld County
Private Industry Council and the Board of County Conmiissioners
of Weld County.
e. Weld County BOCES assures that it will comply with Title VI of
the Civil Rights Act of 1986 and that no person shall , on the
grounds of race, creed, color, sex, or national origin be
excluded from participation in, be denied the benefits of, or be
otherwise subjected to discrimination under the approved
Agreement.

10. Termination
This Agreement may be terminated at any time by either party given
thirty (30) day written notice and is subject to the availability
of funding.
11. Entire Agreement
This Agreement, together with all attachments hereto, constitutes
the entire understanding between the parties with respect to the
subject matter hereof, and may not be changed or modified except as
stated in Paragraph 6 herein.
IN WITNESS WHEREOF, the parties hereto have duly executed the
Agreement as of the day, month, and year first above written.

NARRATIVE
A. Title of Project :
Computer Assisted Career Training For High Risk Students.
B. Need for Project :
The unemployment rate in Colorado is Increasing yearly ,
jobs are scarce and more difficult to get . The students
who leave school , either by graduation or by dropping
out , are going to have a more difficult time in getting
a job. Therefore , we need to prepare our students
better so they can compete for the limited number of
jobs that are available. We propose to accomplish this
by implementing computer assisted vocational training.
C. Target Group :
120 Jr/Sr High handicapped students now being served in
the BOCES cooperative programs. At least 75% of the
intended population will meet the economically dis-
advantaged criteria. This includes those high-risk
• students that will be served outside of Special
Education .
D. Goals:
The goal of this project is to help high-risk students
develop an appropriate career plan so that they have the
opportunity to develop skills commensurate to their
identified interests.
Objective :
I . Students will identify their interests and abilities
related to career through interest inventories,
exploratory activities and vocational assessments .
As a result , they will learn about specific careers
they may wish to consider in the future . This is
an on-going process since interest and skills change
according to experiences. Therefore, these
activities should be done several times during
school tenure .
Method:
After the students have completed the exploratory
activities and assessments, their teacher will match
student interests with skill information to job titles
using the MECA software and COCIS (Colorado Career
Information System) .
2. Special Education Teacher will record information_
gathered through activities and assessments on the
Career Planning System (CPS) .

Using the CPS that is requested in this proposal ,
all information gathered about each student will be
shared with student and parents and kept current
throughout school years.

Method:
By using the materials to be purchased by this grant ,
teachers can provide a complete vocational curriculum
designed to develop skills, apptitudes, and abilities
necessary to enhance employability .

MICROCOMPUTER EVALUATION OF CAREER AREAS (MECA)
MECA provides a realistic means of assessing and
exploring job activities within a variety of
occupational areas. The three work samples incorporated
within the kit cover a variety of entry-level job titles
in related occupational areas. The exercises in the
Learning Activity Packet (LAP) represent some of the
most common basic academic skills necesary to compete
for a job within the industry . The computer assisted
instruction (CAI ) leads the participant through the
entire process from work station setup to final
station cleanup . The CAI portion of the program
provides the participant with detailed, step-by-step
instructions for performing a series of job tasks
representative of the career area . The CAI programmed
instruction allows the evaluator , teacher , or
counselor an opportunity to assess vocational interests
and aptitudes of several participants at the same time .

CAREER PLANNING SYSTEM (CPS)
The CPS is a highly structured, closely integrated
microcomputer instructional package that provides a
wide variety of career exploration experiences for
students who are in the process of developing a career
plan . This new and exciting system is an innovative
and cost-effective tool for counselors and other
educators to use in addressing the occupational and
educational needs of special needs and at risk students .

SAM is a compact mobile hands-on assessment module de-
signed to assess students affective , cognitive , and
psyco-motor abilities in relation to skills required in

PROJECT DESCRIPTION
F. Brief Description of the Project :
The high-risk students that are the focus of this grant
are handicapped students from seven rural school
districts in Weld County . The students are currently
being served in the Pre-Vocational and Work Study
programs sponsored by the Weld BOCES. Currently , the
students in these programs participate in vocational
training programs, but these programs are limited to
career exploration and on-the-job training. By
implementing a computer assisted training program we
improve these programs by adding vocational assessment ,
job seeking skills, career planning and career guidance
to their curriculum. These additions can be readily
assimilated into the classroom because each classroom
has a computer in it and/or they have access to a
computer lab in their building.
Once these materials are in place and the Special
Education Staff has been trained to use it we will
make the materials available to other high-risk youth
in the BOCES districts. This will be accomplished by
providing inservices to district personnel and making
the materials available for check-out from the BOCES
Media Center .

BETWEEN SCHOOL DISTRICT RE-8 AND
EMPLOYMENT SERVICES OF WELD COUNTY
indemnify, defend, and hold harmless Weld County, the Board of
County Commissioners of Weld County, its officers and employees
for any loss occasioned as a result of the performance of this
Agreement by School District RE-8, its employees, volunteers,
and agents. School District RE-8 shall provide worker
compensation insurance for all employees of School District
RE-8 engaged in the performance of this Agreement, as required
by the Colorado Workers Compensation Act.
c. No officer, member, or employee of Weld County and no member
of their governing bodies shall have any pecuniary interest,
direct or indirect, in the approved Agreement or the proceeds
thereof.
d. School District RE-8 understands that monitoring and evaluation
of the performance of this Agreement shall be conducted by the
Employment Services and the results provided to the Weld County
Private Industry Council and the Board of County Commissioners
of Weld County.
e. School District RE-8 assures that it will comply with the Title
VI of the Civil Rights Act of 1986 and that no person shall , on
the grounds of race, creed, color, sex or national origin be
excluded from participation in, be denied the benefits of, or
be otherwise subjected to discrimination under the approved
agreement.
10. Termination
This Agreement may be terminated at any time by either party given
thirty (30) day written notice and is subject to the availability
of funding.
11. Entire Agreement
This Agreement, together with all attachments hereto, constitutes
the entire understanding between the parties with respect to the
subject matter hereof, and may not be changed or modified except as
stated in Paragraph 6 herein.

B. Need for Project
The counseling program, alternative education Sunrise
program, and special education programs at Fort Lupton
High School recognize the need to provide their students
and other disadvantaged youth with greater opportunities
in the following areas:
1. basic skills assessment
2. basic skills remediation
3. prevention programs for potential dropouts
4. instruction in preparing for G.E.D. test
5. guidance and counseling to help deal with stress
situations
6. vocational exploration
7. instruction in job readiness skills
8. instruction and counseling for teen parents
C. Target Group
The group which Fort Lupton High School would increase
services to would be high risk youth meeting one or more
of the following characteristics:
1 . economically disadvantaged youth
2. teen parents
3. potential dropouts
4. physically and/or educationally handicapped
5. special students identified for special education or
alternative education Sunrise

D. Goals, Objectives, and Outcomes
Fort Lupton High School staff members will provide instruc-
tion, guidance, and counseling to the students mentioned in
the target group. We will identify, assess, and serve
students with needs for these services. Our anticipated
objectives and outcomes are:
1. By using individual instruction, guidance, and a dif-
ferent approach to basic skills remediation, high risk
students will increase their abilities in the areas of
math, language, and reading. This will be measured by
pre and post assessment data, by demonstration of in-
creased test performance, and/gr_improved grades.
2. To prepare teenagers in career exploration and readiness
so that upon completion of high school, students will be
able to successfully compete for jobs and make a smooth
transition from school to the world of work.
3. To decrease the number of students who quit school by
providing more individual instruction and guidance to
the potential dropouts.
4. To increase teen parents' knowledge of child care and
the application of these skills for better parenting.
5. To teach coping skills to those students who are deal-
ing with stress, tension, or some type of pressure
either from school or home. Through counseling we
will determine if coping skills have been properly
utilized for the student's benefit.
6. To enable students to establish a meaningful relation-
ship between school achievement and the world of work.

E. Budget and Match Description
With the $6,502 allocated for our school district we would
purchase the following equipment and materials:
1. 2 computers, 2 monitors, 2 printers, and 2 mobile carts
to be housed in the counseling office
2. software, printed materials, and films/filmstrips for
vocational exploration, job readiness, coping with
stress, parenting, and assistance in studying for the
G.E.D. test
3. 3 full disk collections of Test Master Basic Skills
Software to be available for Sunrise, counseling office,
and special education programs
Matching Funds will be provided as follows:
1. Teacher and counselor time
2. supplemental services entitlement for handicapped
($1 ,880) and disadvantaged ($4,158)
3. grant awarded to Sunrise for career exploration
through community involvement for high risk and
handicapped youth ($8,466)
F. Project Description
The staff at Fort Lupton High School realizes the need for
further support services to targeted youth. Through the
purchase of computers, software, and other educational
materials we will increase our youth's opportunities for
advancement in basic skills, coping skills, parenting
skills, and career education.
Short term outcomes will include:
1. improved competence in the areas of basic skills
2. improved class grades
3. students will have a greater understanding of their
own strengths and weaknesses in regard to career and/
or educational decision making

2. students will have a smoother transition from school
to work
