HomeMy WebLinkAbout870010.tiff RESOLUTION RE: APPROVE EVACUATION ANNEX H TO THE WELD COUNTY EMERGENCY OPERATIONS PLAN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Evacuation Annex H to the Weld County Emergency Operations Plan for the purpose of providing an orderly and coordinated evacuation plan in the case of enemy attack, natural hazards or other major incidents, and WHEREAS, after review, the Board deems it advisable and in the best interest of the citizens of Weld County to approve said Evacuation Annex H, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Evacuation Annex H to the Weld County Emergency Operations Plan be, and hereby is, approved. PURPOSE This plan was developed to provide for an orderly and coordinated evacuation of the population of Weld County should the need arise be- cause of enemy attack, natural hazards or other major incident. II. SITUATION AND ASSUMPTIONS A. Situation There are several emergency situations that might require an evacuation of part of Weld County. Small-scale, localized evacuations might be needed as a result of a flood, hazardous materials accident, major fire or transportation accident. Mass evacuation could be required in the event of an enemy attack. See Hazard Evaluation/Capability Analysis, Basic Plan. B. Assumptions It is assumed that the public will both receive and understand official information related to evacuation. The public will act in its own int- erest and evacuate dangerous areas when advised to do so by local gov- ernment authorities. If necessary, local authorities will order and carry out a mandatory evacuation. III. CONCEPT OF OPERATIONS A. -General There are several factors that must be considered when planning for evacuation. Among these are the characteristics of the hazard itself. Magnitude, intensity, speed of onset and duration are all significant elements. They will determine the number of people to be evacuated and the time and distance of travel necessary to ensure safety. Another important fact is the availability of evacuation routes, their capacities and their vulnerability to the hazard. Mode of transport is also very significant and provisions must be made for those people un- able to supply their own transportation. If an adjacent jurisdiction was to be affected by a major disaster, a tornado, for instance, it is possible that Weld County might be called upon to act as a reception area for evacuees. In this case, appropriate annexes will be used to coordinate the operation. B. Phases of Management 1. Mitigation a. Identification of areas potentially in need of evacuation (i.e., flood plains, areas near hazardous materials, etc,) . 2 11/26/86 ^•� � A b. Discouragement of development in hazard zones, particularly residential development. 2. Preparedness a. Identification of population groups requiring special assist- ance during evacuation (i.e. , senior citizens, handicapped, etc.) b. Plan evacuation routes, take traffic capacities and deteri- orating conditions into account. -_ c. Public education about evacuation procedures. 3. Response a. Initiation of evacuation orders, when necessary. b. Traffic and perimeter control, as needed. c. Evacuation of elderly and handicapped. d. Public information activities. e. Police protection for evacuated areas. f. Designate reception areas, if necessary. 4. Recovery a. Initiate return, where possible. b. Control traffic. c. Conduct public information activities. (See PIO Annex) d. Establish disaster assistance center (DAC) , if appropriate. IV. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES A. Emergency Executive Board will: 1. Issue formal evacuation orders. 2. Develop evacuation plans. 3. Coordinate evacuation effort. 4. Conduct evacuation effort. 5. Coordinate relocation into other jurisdictions. 6. Establish disaster assistance center (DAC) , if appropriate. 3 11/26/86 B. Law Enforcement will: 1. Conduct evacuation 2. Coordinate law enforcement activities 3. Protect property in evacuated areas 4. Establish law and order 5. Establish perimeter and traffic control 6. Assist in public information C. National Defense Transportation Association (NDTA) : Coordinate trans- portation for evacuees if evacuation on a national level. D. School Systems will: 1. Provide buses for evacuation, if required 2. Establish reception center (shelter) , if required E. Senior Nutrition Program: Coordinate evacuation lists of the elderly and handicapped in conjunction with the local governments. F. Fire Departments/Districts will: 1. Assist law enforcement with evacuation, traffic control, if appropriate. 2. Provide fire security of evacuated area. V. DIRECTION AND CONTROL A. General The Emergency Executive Board is the overall authority for the evacuation effort. All activities will be coordinated through the EOC, which will serve as the source of all direction and control. B. Evacuation Plan The Federal government has designated Weld County as both a risk and and a host area for enemy attack. In accordance with these designations an evacuation plan will be developed for the county. This plan will be activated by the Governor with the Emergency Executive Board coord- inating all local actions. The nuclear evacuation plan will be published under separate cover. 4 11/26/86 C. Winter Storms Citizen evacuation during a winterstorm is generally voluntary due to longterm power outages. Because of the frequency and magnitude with which winterstorms have effected Weld County, a separate contingency plan will address this hazard and will be published under a sep- arate cover. D. Hazardous Materials Incident Evacuation of an area within a 2000-foot radius of the incident site will be effected immediately by law enforcement officers upon declara- tion of a state of emergency by the Incident Commander. Evacuation routes will be determined by the senior law enforcement officer from the effected jurisdictional area at the forward command post, in coordination with the Incident Commander if it is not the same person. Once a 2000-foot radius area from the incident site has been evacuated, law enforcement officials will stand ready to evacuate additional areas, if required. The necessity for additional evacuation will be determined by the Incident Commander in conjunction with the senior law enforcement officer at the forward command post. It is imperative to coordinate evacuation procedures with the liaison at the forward command post to ensure the safety of law enforcement officers and evacuees. When evacuation of an area takes place, the emergency management agency will be alerted so that the necessary services can be activated and co- ordinated. Because of the specialized nature of hazardous materials re- sponse, a contingency plan has already been developed. E. Flood In the event of local river flooding, some low-lying areas may have to be evacuated. Warning will be provided in accordance with Annex A, Warning of the Basic Plan. Law enforcement personnel will be responsible for providing on-site assistance for on-scene control. F. Localized Evacuation Small-scale evacuations may be coordinated through the county EOC at the request of the local jurisdiction and/or the fire district. Law enforcement personnel will have the primary responsibility for on-scene control. VI. CONTINUITY OF GOVERNMENT Should evacuees be relocated outside Weld County, the Emergency Executive Board will appoint one or more representatives to act as liaisons between Weld County and the reception area government. The evacuees will be subject to the laws of the reception area for the duration of their stay. Lines of succession to each department are according to the standard 5 11/26/86 operating procedures established by each department. VII. ADMINISTRATION AND LOGISTICS A. Forced Evacuation The authority for forced evacuation is placed only within a gubanatorial emergency declaration (Chapter 11, Title 28 of the Colorado Disaster Emergency Act of 1973, subparagraph 7 (e) of 28-2-104 as amended.) B. Traffic and Perimeter Control The authority for control of egress, ingress and movement is place 2Ely within a gubanatorial emergency declaration (Colorado Code Chapter 11, Title 28 as subparagraph 7 (f) and (g) of 28-2-104 as amended. VIII. PLAN DEVELOPMENT AND MAINTENANCE The primary responsibility for the development and maintenance of this annex belongs to the Emergency Executive Board.
