Dear Mr. Althouse:
On June 7, 1988, the Department of Planning Services received an additional
letter from the Colorado Department of Health explaining that the relocation
of the fly ash pits was accepted as an amendment to the original
application. Based on this information, the relocation of the fly ash pit,
as outlined in your request submitted on February 24, 1988, is not
considered a material deviation from the approved plans or standards of
Amended SUP-386.

Re: Coors Energy Company Ash Disposal at Keenesburg Mine
Dear Gentlemen:
The Hazardous Materials and Waste Management Division (the Division) of the
Colorado Department of Health has completed its review of the Coors Energy
Company's application to relocate its ash disposal from B-pit to A-pit. This
application was reviewed as an amendment to the original application which was
recommended for approval by the Division in a letter dated March 9, 1987. The
relocation of the ash pit is deemed a "Substantial Change in Operations" as
defined in Section 1.2 (aaa) of the Regulations Pertaining to Solid Waste
Disposal Sites and Facilities (the Regulations), thus requiring submittal of
an amended application. The amended application was reviewed to determine if
the proposed facility could comply with the minimum standards of the Solid
Waste Disposal Sites and Facilities Act, Sections 30-20-100 to 116, C.R.S.
1983 as amended, and with the Regulations promulgated thereunder.
The following major commitments are agreed to by the applicant, Coors Energy
Company, as contained within the original November 13, 1986 application and a
Coors Energy Company letter to the Division dated March 22, 1988:
1. The site will dispose of fly ash and bottom ash from the Coors
coal-fired boilers in Golden along with small amounts of wood, paper,
and scrap from site mining activities. The ash will consist of
approximately 50% fly ash and 50% bottom ash and contains less than 10%
moisture by weight. Approximately 100 cubic yards will be disposed of
per day.
2. Ash disposal will occur six days a week (not Sundays) , from 3:00 a.m.
to 11:00 p.m.
3. Records will be maintained at the site on incoming wastes, water
quality monitoring, and variations from approved operation procedures.

4. The ash disposal area will be located in the area designated as A-pit.
A-pit is 1,400 feet from East to West and 320 feet from North to
South. The capacity of A-pit is 250,000 cubic yards of ash. Disposal
of ash will take place at approximately 40 feet above the "spoils"
water table.
5. Cover will be applied for fugitive dust control as needed.
6. If any impact to the environment occurs due to the site, Coors Energy
will immediately begin remediation and notify the Department and the
Mined Land Reclamation Division and immediately begin remediation.
7. The ash will be placed at least above five feet above pre-mine water
levels. The final cover will consist of five feet of compacted over
burden and three feet of on-site top soil and the cover will be
revegetated.
If the proposed facility is constructed and operated as detailed in the
original application, the March 23, 1988 letter and as summarized above and
were to include the Division's recommendations listed below, it is this
Department's assessment that the facility can comply with the minimum
standards of the Act and with the Regulations. The Department's
recommendation of approval to Weld County is contingent upon the applicant
committing to the following recommendations.
1. Annual fly ash and bottom ash analyses must include but not be limited
to E.P. toxicity testing and must be submitted to the Department. In
addition if at any time a boiler or source of coal is changed at the
Golden plant, E.P. toxicity analysis of fly ash and bottom ash must be
submitted to the Department immediately.
2. Due to the potential impact of the site sumps and sediment ponds on the
ash disposal areas and vice versa, the sump and sediment ponds must be
maintained at a distance of 500 feet from the boundaries of the ash
disposal areas.
3. Covering of the ash wastes must occur on a regular and frequent basis.
Covering of ash wastes with a minimum of six inches of cover material
must occur every 48 hour period.
4. An additional monitoring well must be constructed and emplaced
downgradient of A-pit which will monitor the spoils groundwater. The
well must be constructed in accordance with the Water Well and Pump
Installation Contractors Act and the location of the well must be
proposed to the Department and Mined Land Reclamation Division and
approved. Sampling of the well must occur on a quarterly basis for the
same parameters as required by the Mined Land Reclamation Division for
the 1986 monitoring program. Additionally, all quarterly groundwater
monitoring data must be submitted to the Department.

5. Annual records must be submitted to the Department which depict the
current status of ash disposal as locations advance.
6. On an annual basis, ash-filled sections of A-pit will be progressively
brought to final grade and revegetated.
7. All requirements of the Mined Land Reclamation Division must be met in
addition to this Department's recommendations.

Dear Bryan:
Per our phone conversation on April 19, 1988, the Hazardous Materials and
Waste Management Division has determined that Coors Energy Company's
relocation of its ash dump is a "Substantial Change in Operations" as defined
in Section 1.2 aaa of the Regulations Pertaining to Solid Waste Disposal Sites
and Facilities. Section 1.3.7 of the Regulations states that "an amended
application shall be made for a substantial change in operations as defined in
Section 1.2 of these Regulations, and shall be referred to the County Board of
Commissioner's and the Department (of Health) for review and approval before
such change shall become effective". Resultingly, we have contacted Coors
Energy Company and the Mined Land Reclamation Division that we will be
reviewing the planned ash relocation. If you have any questions, please

Dear Mr. Binglea
Enclosed please find our updated map of where we would like to
place ash for the next `-5 years. Also attached is a partial copy
of the PLOT MAP showing the new proposed location in reference to
the approved locations.
After obtaining the USR from Weld County, MLRD put some
additional restrictions on the thickness of the ash ( 15' ) and its
statigraphic location. This has necessitated our seeking larger
areas for dumps although the ash thickness will be half of what was
approved by Weld County.
It appears that MLRD will approve this location and DOH has
said they have no problem since we did state in the COD application
that the dump sites were schematic and subject to change in case of
mine production changes and in this case regulatory authority
restrictions.
I trust this is the information you need as discussed with you
some time a ago.
