RE: APPROVE AGREEMENT BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL
SERVICES AND THE WELD COUNTY CHAPTER OF THE AMERICAN RED
CROSS AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement
between the Weld County Department of Social Services and the Weld
County Chapter of the American Red Cross to assist disaster
victims in case of a large-scale natural or man-made disaster, and
WHEREAS, the terms and conditions of said Agreement are as
stated in the Agreement, a copy of which is attached hereto and
incorporated herein by reference, and
WHEREAS, after review, the Board deems it advisable and in
the best interest of the citizens of Weld County to approve said
Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Agreement between
the Weld County Department of Social Services and the Weld County
Chapter of the American Red Cross be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Agreement.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 25th day of
August, A.D. , 1986.

AGREEMENT
THIS AGREEMENT made and entered into this 25th day of August,
1986 , by and between the WELD COUNTY CHAPTER OF THE AMERICAN RED
CROSS and THE BOARD OF COUNTY COMMISSIONERS, on behalf of the Weld
County Department of Social Services.
WITNESSETH:
WHEREAS, the purpose of this Agreement is to outline the
terms of understanding between the Weld County Chapter of the Red
Cross (hereinafter "Red Cross") , and the Weld County Department of
Social Services in order to meet the urgent needs of disaster
victims and to assist them to resume living and keeping with
acceptable standards of health, safety, and human dignity.
WHEREAS, in any large-scale natural or man-made disaster
within Weld County, the cooperation and coordination of the
response agencies is essential.
IT IS NOW THEREFORE AGREED:
1. Upon or after the declaration of a disaster or extreme
emergency by the Weld County Board of County Commissioners , the
Governor of the State of Colorado or other appropriate
jurisdiction, the Red Cross and the Weld County Department of
Social Services will make available personnel and materials as may
be needed to control and recover from the situation .
2. To promote and support this Agreement, the Red Cross and
Social Services will:
a. Train key personnel in the mission and concept of
the emergency operation plan so that response will be
effective.
b. Assign a representative to cooperate with each
other and the Weld County Office of Emergency Management for
ongoing emergency planning.
3. Nothing in this Agreement shall be construed to require
either party to dedicate a particular level of resources in order
to carry out the terms of this Agreement. This Agreement is not
intended to create any cause of action against either of the
parties for failing to carry out the terms of this Agreement.
This Agreement is to become effective on the date of signing
by all parties and will remain in full force and effect until
either participant cancels said Agreement by delivering a letter
to the other party indicating their intent to terminate the

Agreement. Such notice shall not become effective until ten (10)
days after the mailing of said notice by First Class Mail , postage
prepaid.
