HomeMy WebLinkAbout871168.tiff RESOLUTION RE: APPROVAL OF HUD SECTION VIII CERTIFICATE PROGRAM WHEREAS , the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Weld County Housing Authority has presented a request to the Board to determine whether there is a need in Weld County for thirty housing certificates for low-income families as explained in the request letter, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS , the Board has determined that such a need does exist in Weld County and deems it in the best interest of the citizens of Weld County to advise the U.S . Department of Housing and Urban Development (HUD) of such determination. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that a need does exist in Weld County for thirty housing certificates for low-income families and that the Department of Housing and Urban Development shall be advised of the same. BE IT FURTHER RESOLVED by the Board that the above determination shall be final and no additional comments will be submitted. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 9th day of September, A.D. , 1987 . Experience of the executive director dates back to 1976 concerning the administration of the program. The Heusing Authority ispresently administering a total of 148 Certificates and 90 Vouchers. The most current monitoring revealed that the programs were being managed consistent with pro— gram regulations. Weld County Housing Authority has administered a number of program since 1981 . Among these programs have been the CDBG program, Division of Housing grants, HUD Rental Rehabilitation Program and special replacement housing projects. The composition of the housing authority board provides leadership in the areas real estate,construction and banking. F. HOUSING QUALITY STANDARDS Previte a statement that the Housing Quality Standards used in the operation of the program are those set forth in 14 CFR,Section 882.109. If variations in lhr.Acc:stability Criteria are proposed,each proposed variation shall be specified and Justified. Any variations that are more restrictive must not unneees- scrily limit the availability of housing stock. Variations that are lea restrictive muat at minimum meet the appropriate performance requirements in Section 882.109. The Housing Authority of Weld County understands and will adhere to the Housing Quality Standards as set forth in 24CFR 882.109. No variations in the accpetability criteria are proposed. . G. Box 758 Greeley, CO 80632 Dear Mr. Lacy: The Housing Authority of Held County, Colorado has been invited by the U.S. Department of Mousing and Urban Development (HUD) to submit an application for thirty (30) Section C Certificates. Pursuant to Section 213 (a) of the Housing and Community Development Act of 1974, HUD is required to provide the unit of local government an opportunity to object to their approval of the application on thegrounds that the application is inconsitent with any Housing Assistance Plans, and that there is or will be available in the area, public facilities and services adequate to serve the housing proposal to be assisted. An application may only be approved if our determination is in the affirmative. HUD invites you to submit to them all comments or information you as the Board of Commissioners deem relevant to their determination. While they are not bound by any such comments or information, all relevant comments or information will be considered. It should be noted in your resolution that these comments will be considered final and that no additional comments will be submitted.
