The Weld County Council met in regular session in full conformity With the Weld County Home Rule Charter at Hereford Lanes, 39520 Weld County Road 136, Hereford, Colorado, on Wednesday, October 2, 1985, at 8:15 p.m. ROLL CALL The following members were present in person: President Bill Rupp, Vice President Doris Williams, Sid Morehouse, Nels Nelson, and Ralph Waldo. Also present for all or part of the meeting were 25 citizens, one reporter, and the Council secretary. MINUTES Doris Williams made a motion that the minutes of September 5 be approved as written. Ralph Waldo seconded the motion and it passed unanimously. ADDITIONS AND/OR DELETIONS Correspondence added to the agenda included memorandums from Robert Rhinesmith (Communications Department reorganization) and Pat Persichino (deferred compensation information meetings, 401K deferred compensation program, and Personnel Department self-audit). An appointment was added to the agenda for the Road and Bridge Advisory Committee meeting on October 9. Additions to New Business included the Personnel Department self-audit and payment of two bills: Evelyn Ensey ($8.00) and Evans Star Press ($7.00) . APPOINTMENTS The President reminded the members of their upcoming appointments. Nels Nelson will attend the Council budget worksession on October 8. Doris Williams will attend the Road and Bridge Advisory Committee meeting on October 9 and the Elected Officials meeting on October 14. A schedule for Council 's atten- dance at the budget worksessions to be held October 8 through October 17 was completed. CORRESPONDENCE The President made the correspondence file available to the individual Councilmen for their review. REPORTS Bill Rupp reported that he had been unable to attend the Elected Officials meeting on September 9. He did, however, learn from those who attended that the business discussed was routine in nature. Doris Williams reported on the Road and Bridge Advisory Committee meeting of September 25. She explained to the audience that the county hired a firm to evaluate the condition of its paved roads. The results of their tests indicate that the asphalt is in better shape than had been anticipated. Mrs. Williams said that in her opinion, if the suggestions of this study are imple- mented, the county will be able to effectively maintain its paved roads system. 851451 Rd urn, u/18'ii5 MINUTES, WELD COUNTY COUNCIL PAGE 2 OCTOBER 2, 1985 UNFINISHED BUSINESS The Council discussed proposals from three management firms interested in conducting future performance audits, those companies being Management Advisors, Inc. , Management Design Associates, and Voorhis Associates, Inc. The Council decided to have only the Planning Department audited at the present time. Sid Morehouse moved that the Council accept Management Advisors, Inc. , as the audit company and instruct the Council President to have them begin their audit procedures of the Planning Department immediately. This audit would include the Planning Commission and it would be conducted under the conditions set forth in the company's prospectus. Doris Williams seconded the motion. Ensuing discussion affirmed that a preliminary study would be conducted at no cost to the county. Following the preliminary work, a cost will be presented for approval by the Council . The President called for the vote and the motion passed unanimously. He then agreed to instruct Management Advisors, Inc. , on October 3 to begin their audit. NEW BUSINESS In anticipation of a performance audit by the Council , the Personnel Department conducted a self-audit. The Council received a copy of their study just two days prior to their meeting; therefore, the Council postponed discussion. It was noted, however, that the self-audit rating was a weighted average of 293.5 points over the excellent category. The next Council meeting was scheduled for Wednesday, November 6, 1985, at 7:30 p.m. , in the Council chambers. Ralph Waldo moved that the September Council bills be paid. Nels Nelson seconded the motion and it passed unanimously. PUBLIC COMMENTS The Councilmen spent the remainder of the meeting answering questions and hearing comments from citizens of the northern Weld area. Topics included performance audits and county roads. Appreciation was expressed to the Council for bringing its meeting to the Hereford area. The Council commended the citizens for their turnout. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 9:40 p.m. , on October 2, 1985. ighLte, William A.
