Morrison Director of Planning Services, Chuck Cunliffe The following business was transacted: I hereby certify that pursuant to a notice dated December 16, 1985, and duly published December 19, 1985, in the Johnstown Breeze, a public hearing was conducted to establish fee schedules concerning fees charged by the Weld County Department of Planning Services for Building Inspection Permits for 1986. Lee Morrison, Assistant County Attorney, made this matter of record. Chuck Cunliffe, Director of Planning Services, read the recommendation of the Planning Commission into the record. Chairman Johnson commented that the new fee schedules were the result of compromises arrived at during the budget process. Mr. Cunliffe said the proposed fees reflect an increase of approximately thirty-five percent and were adopted by the Building Trades Advisory Board. No public comment was received during this hearing. Commissioner Kirby moved to approve the proposed fee schedules for fees charged for Building Inspection Permits for 1986. Seconded by Commissioner Lacy, the motion carried unanimously. OTHER BUSINESS: ficry Offer comments on proposed revisions to the land-use applicatioi schedule. Chuck Cunliffe, Director, presented proposed revision to the 1-and-use application fee schedule. He reviewed costs and expenses associated with regulating and administering planning functions in the -County. The proposed fees would be reasonable, but would not recoup total costs. The projected revenue collected would offset approximately 23% of the Department's 1986 budget. Motion seconded by Don Johnson. The Chairman called for discussion from the members of the Planning Commission. Discussion followed whether the proposed increase was enough, and whether or not land-use applicants should pay the total costs of processing a request. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Lydia Dunbar - yes; Doug Graff - no; Lynn Brown — yes; Don Johnson - yes; Louis Rademacher - no; Ann Garrison - yes; Paulette Weaver - yes; Jack Holman - yes. Chuck Cunliffe, Director, reviewed the proposed Building Inspection Fees for 1986. The County is in the process of adopting the 1985 uniform construction codes. The fee schedules within the construction codes indicates a fifty percent increase. Weld County is proposing to adopt a 35% increase. The fee structure is targeted to recover the full costs of the activities being performed and not subsidized by property taxes since the applicant generates the need for the inspections costs. Discussion followed as to whether or not a 35% increase in fees was enough to cover all department expenses, and whether a fee increase should be -considered at all considering the depressed economic conditions. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Lydia Dunbar - no; Doug Craff - No, and he would like to particularly say, especially to the Weld County Building Department and the people who work there, that he holds them in very high regard. He feels they do an outstanding job compared to other areas where he has worked and he wants them to know that he supports them in that manner. He is not voting against them, he is voting against an increase in fees in general at this point in time. Lynn Brown - yes; Don Johnson - No, for the same reasons given by Doug Graff. Louis Rademacher - no; Ann Garrison - yes; Paulette Weaver - yes; Jack Holman - yes. Motion is a tie vote which constitutes denial of the motion for approval. CORRESPONDENCE: The Chairman read a letter of resignation from Bill McMurray, representative from District 6. NEW BUSINESS: Chuck Cunliffe reported there are no items scheduled for the December 17, 1985, Planning Commission Meeting. MOTION: Don Johnson moved the Planning Commission's next meeting date be set for January 7, 198-6, and that no further meetings be held in 1985. Motion seconded by Doug Graff. The Chairman called for discussion from the members of the Planning Commission. There was none. y Pc/3 BEFORE THE WELD COUNTY, COLORADO PLANNING COMMISSION RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS Moved by Paulette Weaver that the attached proposed Building Inspection Permit Fees for 1986 be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for approval based upon the following reasons: The attached materials have indicated the need for the increased fees. Meld County is in the process of adopting the 1985 uniform construction codes. The fee schedules within the uniform construction codes indicate a 50% increase in fees. Weld County is proposing to adopt a 35% increase. Fees for electrical and plumbing permits and plan reviews are proposed to remain the same. The fee structure is targeted to simply re-cover the full costs of the activities being performed. It is the philosophy of Weld County that the building inspection fees should be fully paid for by the applicant and not subsidized by property taxes, since the applicant generates the need for inspection costs. Motion seconded by Ann Garrison. The attached materials -have been prepared to demonstrate the need far the increased fees. Weld County is in the process of adopting the 1985 uniform construction codes. The fee schedules within the uniform construction codes indicate a 50% increase in fees. Weld County is proposing to adopt a 35% increase. Fees for electrical and plumbing permits and plan reviews are proposed to remain the same. The fee structure is targeted to simply recover the full costs of the activities being performed. The analysis for 1984 (last completed year) indicates that Weld County under recovered 26.7% of the cost through the current fee structure. Actual Costs $298,732 Actual Revenues 235,827 Costs Over Revenue $ 62.905 Percentage under recovered ($62,905 = $235,827) = $ 26.7% This percentage of under recovery follows in light of the fact no rate adjustments were made by SCBO or Weld County for three years. In looking ahead to the 1986 Budget and rate setting, we can anticipate full cost recovery for construction permits requiring a 36.2% rate adjustment developed as follows: 1984 under recovery 26.7% 1985 salary adjustment 5.5% 1986 projected salary adjustment 4.0% TOTAL 36.2% Hopefully, this answers your questions regarding cost versus revenue.
