The I.C.E. breakthrough means jobs for Coloradans, better roads for motorists - $ 109,6 million more this year for continued progress in completing Colorado's Interstate System --- I-70 and I-76, and for C-470." The words are Highway Department Executive Director Joe Dolan's, and they reflect similar sentiments in 41 other states. As this Highway News issue went to the printer, a bill passed by Congress was going to President Reagan for his signature. The bill releases eighteen months of Interstate Cost Estimate funding and allows states to proceed with spring construction. The I.C .E. , a technical document, had been held up by Congressional wrangling over special pork-barrel or "demonstration" projects, With $116.5 million frozen, Colorado identified about thirteen Interstate projects last November which were put on hold. States will now get Obligating Authority (pern{iSaign to spend) from the Federal Highway Administration at an average 93 percent of funds formerly held up. For Colorado $97.6 million in Interstate money had been frozen, and now $94.3 million is expected. These funds are for completion of the state's three Interstate gaps: 1-70 in Glenwood and DeBeque Canyons, along with I-76 in the Denver area. Interstate Transfer funds of $18.9 million had also been held up. Now the state expects to receive $15.3 million in Obligating Authority, Interstate Transfer projects include C-470, the Littleton Railroad Depression, and Denver area projects on S. Santa Fe Drive, Kipling/Independence Streets and Wadsworth Blvd. The Congressional 93 percent limit does not take away full apportionments, but rather holds part of them for future release. Contractors, suppliers and others whose jobs depend on ,road and bridge construction can take heart; Department engineers have continued to design projects so they may be advertised for bids as soon as possible. Some designs are virtually "on the shelf." The motoring public will benefit, of course, with projects that add safety or convenience to the highway system. Santa Fe Dr. in Littleton. 0 0 0 (over) Highway News Page 4 Department of Highways March 7, 1985 FC 550-2 (10) U.S. 550, RIVERSIDE SLIDE SNOWSHED The Department's Division of Highways accepted seven bids at the March 7 opening for the Riverside Slide snowshed project on U.S. 550 in Ouray county. An apparently successful hid of $1,587,254 was turned in by Avery Structures, Inc. of Buena Vista. Located four miles south of Ouray, the project includes grading, structures, a 180-ft. lighted snowshed, stabilization, hot bituminous paving and guardrail. Set for completion within 184 calendar days, the project is intended to encompass a single construction season. During rock excavation phases lasting three to six weeks, night closures of U.S. 550 will occur. But with much of the construc- 2ion set into the mountain, U.S. 550 will serve motorists with only minor delays. K. A. Durfee of Durango is resident engineer. O 0 0 C 17-0089-08 S.H. 89 NORTH OF LYCAN Tony J. Beltramo & Sons, Inc. of Pueblo submitted an apparently successful bid of $522,761 at the Division of Highways March 7 opening to resurface 8.3 miles of S.H. 89 north of Lycan in Baca and Prowers counties. That's the net length of hot bituminous overlay and striping scheduled within a 14.9-mile project length. Five firms bid the project, which requires completion within forty working days. Resident engineer is B. B. McDonnall of Lamar. O o o MU 1686(1) WEST 64TH AVE. AT FEDERAL BLVD. TN ADAMS COUNTY A Set-Aside project to improve the West 64th Avenue, Federal Blvd. (U.s. 287) intersection south of Westminster drew five bidders March 7. The Colorado Division of Highways restricted bidding to certified, prequalified minority business enterprises. Lxtending 0,098 mile west of the intersection along W. 64th Ave. , the project includes grading, stabilization, hot bituminous and concrete paving, struc- 2ures, topsoil, signalization and striping. It is scheduled to he completed within 50 workable days following its Notice to Proceed. An apparently successful bid of $270,459 was turned in by Ournar Contractors, Inc. of Greeley. Joe Seitz of Denver is resident engineer. O 0 0 MP 10-0177-13 UNIVERSITY BLVD. IN LITTLETON Another Set-Aside project opening at the Division of Highways headquarters March 7 involved drainage improvements near the Southglenn shopping mall in Littleton. Four certified, prequalified minority firms turned in bids on work which extends 0.06 mile south of Arapahoe Road on South University Blvd. (S.H. 177) . The project, allowing 15 working days for completion, consists of grading, structures, storm sewer, paving, striping, curb and gutter, topsoil, and sodding. Steve Horton of Arvada is resident engineer. Dumar Contractors, Inc. of Greeley submitted an apparently successful bid of $66,485. Hirschfeld of Golden will coordinate a S.H. 93 widen- ing project north of Golden, following March 7 bidding at the Division of Highways headquarters in Denver. Six firms submitted offers for a project which begins two miles north of the city and extends 1.9 miles north. The project includes grading, structures, stabilization, paving, signing, striping, seeding and mulching. Asphalt Paving Company of Golden turned in an apparently successful bid of $1,422,779 for the project, which requires com- pletion within 85 workable days after its start. 0 0 0 BIDS TO BE OPENED March 21, add: 10:00 a.m. , Street improvements in Canon City, including concrete box culvert (precast) , hot bituminous pavement, guardrail, curb and gutter and sidewalk, on South Fourth St. between Highland Ave. and Myrtle Lane at the crossing of South Ditch, in Fremont county, M 6605(1) . March 28: 9:30 a.m. , Defense Access Road for the Consolidated Space Operations Center east of Colorado Springs, consisting of grading, structures, stabilization, concrete box culvert, hot bituminous paving, signing, striping, topsoil, seeding and mulching, located at the intersection of S.H. 94 and Enoch Road (about milepost 9.1) and extending southerly along Enoch Road for about 2.3 miles to Falcon Air Force Station (FAFS) , in El Paso county, R-AD 0094(1) . 9:45 a.m. , Thornton Parkway interchange at Interstate 25, including grading, structures, stabilization, hot bituminous and concrete paving, bridge, topsoil, seeding, mulching, lighting, signing, striping and signalization, in Thornton, in Adams county, CC 12-0025-14. April 11, CORRECTION: 9:30 a.m. , Lariner Viaduct Replacement in Denver (Walnut Street Viaduct) , BRMU 0033 (2) . In the February 28 issue of Highway News, the announcement for this project told prospective bidders that attendance at a March 15 pre-bid conference, scheduled to begin at 9 a.m. at the Department of Highways headquarters building in Denver, was a prerequisite to turning in bids. Not so. The pre-bid conference is available to contractors, but NOT MANDATORY. This project provides a Walnut St. Viaduct connection to the new West Colfax Viaduct opened in August 1984. The project includes grading, structures, bridges, hot bituminous paving, signing,striping, lighting, signalization, topsoil, seeding and mulching. Technically stated, the work begins on S.H. 33 beginning a tenth of a mile south of the Interstate 25, 13th Ave. junction and extends 0.9 mile northeasterly. Hello
