Dear Commissioners:
The Hazardous Materials and Waste Management Division (the Division) of the
Colorado Department of Health has completed its review of the Pratt
Property Closure Plan dated March 28, 1988. This plan was submitted by
Laidlaw to fulfill a condition imposed by the County Commissioners upon the
transfer of the landfill from Western Disposal to Laidlaw Waste Systems
Inc. The plan was reviewed to determine if it could comply with the
minimum standards of the Solid Waste Disposal Site and Facilities Act,
Section 30-20-100 to 116, C.R.S. as amended, and with the Regulations
promulgated thereunder.
The following major commitments as agreed to by the applicant, Laidlaw
Waste Systems Inc. , are contained within the March 28, 1988 Closure Plan
and a Laidlaw letter to the Division dated July 20, 1988:
1. A post-closure period of ten years shall be executed by Laidlaw
commencing on January 1, 1988.
2. A passive methane monitoring system will be installed on the Pratt
Property. The well vents will be in a grid pattern at 200-foot spacings
and the wells will be completed within two feet of the fill bottom.
3. The landfill has been capped with two feet of clay and is undergoing a
revegetation program consisting of a topsoil layer, fertilization, seeding,
and mulching. The topsoil layer will be a minimum of six inches thick.
4. Monuments to be used for monitoring subsidence and consolidation will
be constructed at five locations on the Pratt Property. The elevations of
the monuments will be surveyed on a semi-yearly basis. If necessary, the
landfill will be regraded to the original final grade and revegetated.

5. The Pratt Property Landfill is contiguously upgradient of the Laidlaw
South Landfill. The groundwater monitoring program for the Laidlaw South
Landfill includes wells on the Pratt Property as background wells. These
wells will be monitored during the life of the Laidlaw South Landfill or
for a minimum period of ten years, whichever is longer.
6 . Inspections including documentation of surface cracking, erosion, slope
angles, drainage, condition of vegetation, and efficacy of the methane
venting system will be conducted during post-closure on a semi-annual basis.
7. Copies of all inspection reports and groundwater and subsidence
monitoring reports will be submitted to Weld County and the Health
Department in a timely fashion.
If the landfill is closed as detailed in the March 28, 1988 Closure Plan,
the July 20 , 1988 letter, and as summarized above, it is this Division's
assessment that the landfill can comply with the minimum standards of the
Act and Regulations. The Division recommends that Weld County approve the
Pratt Property Closure Plan.

Dear Mr. Orzynski:
Laidlaw Waste Systems, Inc. has contracted with Industrial
Compliance, Inc. to install methane venting wells on the Pratt
Property. Due to previous committments, our contractor cannot
meet our suggested time frame as noted in our letter to you on
March 28, 1988. Enclosed please find a copy of our contractor' s
letter to us committing to installation of gas vending wells by
October -31, 1988. With our contract with Industrial Compliance,
Laidlaw would like to revise its time frame for completion of the
gas ventilation system to October 31, 1988.

Subject: Installation of Methane Venting Wells
Dear Mr. Hoffman:
I am writing on behalf of Industrial Compliance Incorporated
(IC) to thank you for contracting us to install the methane
venting wells on the Pratt Property. .
Laidlaw Waste Systems, Incorporated (LWS) has studied the
benefits of both active and passive methane venting systems
since June, 1988 and determined in early August, 1988 that a
passive system can be constructed and retrofitted for an
active system at a later date. LWS originally estimated that
the installation could be completed by August 31, 1988 .
This deadline was self-imposed by Laidlaw and because of the
short time frame, IC will not be able to meet this
installation schedule. IC does however, agree to complete
the installation of the vents by October 31, 1988 . This
extension will allow IC to install the venting system in a
more efficient and economical manner and will not cause any
methane migration problems on-site or off.
