Subject: 1989 Emergency Shelter Grant Application
Enclosed for Board approval is the 1989 Emergency Shelter Grant
Application. Weld County Division of Human Resources was notified that
it has been awarded $29,630 of Stewart B. McKinney Homeless Act Funds.
The funds will be used to sub-contract with the Greeley Transitional
House, Catholic Community Services Northern's Guadalupe Center and the
Salvation Army. These entities will use the funds for general operating
expenditures such as utility costs.
The terms of the grant will be from July 1, 1989, through June 30,
1990.

Weld County • (name of
town, city or county) which is applying to the State of Colorado for
funding through the Emergency Shelter Grants Program from the U.S.
Department of Housing & Urban Development, hereby assures and certified
that:
•
It will conduct its emergency shelter grant activities and non-profit
recipients will conduct their activities in conformity with the non-
discrimination and equal opportunity requirements and with other
applicable federal and state regulations described in detail in the
Appendix in the event that this application is selected for funding;
It shall agree to comply with all applicable federal and state regulations
in regard to environmental impact of the project;
It will minimize displacement as a result of activities assisted with
Emergency Shelter Grants Program funds; and assist persons actually
displaced as a result of such activities;
It will provide the required matching supplemental revenue;
It will ensure that all grant amounts are obligated within 180 days of the
date of award from the Department of Iflopil Affairs/Division of Housing.
It will ensure that any building for which emergency shelter grant amounts
are used must be maintained as a shelter for the homeless for

ESG PROJECT IMPACT
Guadalupe Center will provide nightly shelter, two (2) meals per day, personal
hygiende supplies, shower facilities , laundry supplies and facilites , job referral ,
availability of telephones, telephone message service, transportation, referral and
support services to 550 people in 1989. Proposed number serviced is increased from 475 in
1988. Employment support services are an expanded service. The basic needs are for
food and shelter. These will be provided on an emergency basis for one to thirty
days. Average stay is expected to be six days. ESG monies will be used with FEMA,
Foundation and donation monies to provide services to the homeless. Other monies have
been secured through Private Foundation, FEMA, churches, and private donors. Through
public education and advocacy efforts ongoin funding will be sought. Guadalupe Center
is in compliance with all zoning ordinances and regulations.
Transitional House will be continuing their transitional housing program which entails
providing shelter and case management services to homeless families in Weld County.
They are also adding an additional telephone line specifically for client use. The
additional line will enable clients to have easier and more expanded access to the
telephone for the use of pursuing employment, housing, and emergency services.
They will also be incorporating a follow -up program with past residents. The program
will be implemented in a consistent, regular basis after clients leave the initial
30 - 45 day program. In 1988 over 65% of families leaving the program had secured
employment and appropriate housing. The goals for 1989 are to increase the success rate
to over 75%. In 1988, Transitional House provided 4,189 nights of lodging and services
to 149 individuals representing 56 families. In the first three months of 1989, they
have had over a 30% increase in families served. Theestimates are that they will
provide approximately 4,600 nights of loding to 63 families .
The Salvation Army of Weld County will continue to provide emergency shelter
to qualified clients. We provide backup shelter services to clients of Guadalupe
Shelter and Transitional House due to overcrowding or intake procedures. In addition to
shelter, they also provide clients with hot meals, food boxes, clothing, furniture, rent
or utility assistance. These services are all on-going. Approximately 350 clients
will be impacted by the ESG funds requested. Shelter activities will be continued
under a coordinated plan involving the United Way and private funds.
ESG PROBLEM/NEED DESCRIPTION
The Greeley Transitional House provides shelter and case maangement services to families
regardless of religion or ethnic background. The residential facility, located near
downtown Greeley, helps prepare families for independent living through a self-sufficiency
program. During the past year, Transitional House provided 30-45 days of service to 56
families (145 individuals) Over 60% secured permanent housing and employment within 30
days of residency.
Guadalupe Cneter provides emergency shelter, food, clothing, and support services for any
familiy or single person regardless of religion or ethnic backgound. Twenty people per
night are housed in a dormitory style setting. In the past year, 3,403 nights of service have
been provided to 479 people. Average stay is six days .

ESG PROBLEM/NEED DESCRIPTION
Some special identified needs are those of the "hidden homeless" living in overcrowded,
substandard housing. Existing facilities are sometimes filled to capacity. Transitional
House turns away 20 - 30 people annually due to lack of space. Guadalupe Center turns away
150 - 200 people annually due to lack of space. Salavation Army provides some back-up
services for these people but can not accommodate all of them. This is a seasonal
problem with the greatest need being in the summer months. Long-term and second-stage
housing availability is a need. Increased andimproved job search services are also a
need.

DESCRIPTION OF LOCAL GOVERNMENT COORDINATION
Short term emergency shelter services in Weld County are provided by the Guadalupe
Center, Salvation Army, and Disabled Veterans (D.A.V. ) Outreach Center. Longer term
shelter, 30 to 45 days, is provided by Transitional House and A Woman 's Place (Battered
Woman's Shelter) with supportive services designed to move clients to a position of
self sufficiency as quickly as possible. All of these agencies are engaged in
cooperative case managment activities. Weld County Housign Authority, and Greeley
Housing Authority are also very important agencies in this networking; in the area of
housing. The Transitional House and Guadalupe Center also work very closely the
Weld County Division of Human Resources ' Job services to place residents in
appropriate jobs. The Transitional House has received a grant from the Greeley Urban
Renewal which helped them purchase the present facility. Weld County Division of
Human Resources has also been instrumental in helping to facilitate grants such as
this one and ECSH. Other local government coordination has been developed through the
Greeley Housing Coalition, in which an employee of the Greeley Planning department, Weld
and Greeley Housing Authorities, and Weld County Department of Social Services are
active members .
ESG MANAGEMENT CAPACITY
Weld County Division of Human Resources (HRD) will be subcontracting with The Greeley
Transitional House, Guadalupe Center , and Salvation Army to provide the services
as described in the Project impact and budget sections.
The Greeley Transitional House has been in existance since 1986. Michael Muskin will be
responsible for adminstering the Greeley Transitional House portion of this grant. Mr.
Muskin will be responsible for documenting the projects expenditures while also
supervising and administering the overall program. Mr. Muskin has a M.A. in Sociology
(Family Studies) from the University of Northern Colorado in Greeley, Mr. Muskin recently
has been a part time instructor for the University of Northern Colorado Sociology department
In 1988 he taught "Computer Applications in Social Science" which entails word processing,
spreadsheet and data bases. Mr. Muskin has been with the Greeley Transitional House program
since January 1988.
The Guadalupe Center has been in operation since the beginning of 1987. Mary Orleans , Weld
County Director of Catholic Community Services/Northern will adminster the program. She
holds a Masters degree in Human Service Administration, has 20 years experience in social
services , has held her current position for the past four years and is respeonsible for
for the financial and administrative management of a $150,000 annual budget. Cathy
Sullivan, Guadalupe Center Coordinator, holds a Bachelors Degree in Psychology. She
has held this position for 12 years and is responsible for the daily operation of the
shelter.
The Salvation Army of Weld County has been serving the families of Weld county for 100
years . Because we are an international organization,oversight of all grant monies
is monitored by Divisional Headquarters in Denver. The proposed activities under the
ESG grant proposal are for operational expenses only. Lt. Don Gilger will be the project
manager. Lt. Gilger has seven years experience in the social service field.

Transitional House costs are constant generally throughout the year. The
ESG grant will help to continue to provide these needed services to homeless
families. They do, however, project an increase in the families we will serve
in 1989 based on an increase in the first three months. There has been a
36% increase in the number of families served in the first quarter of 1989.
