RE: APPROVE PROPOSAL TO MICROFILM ASSESSOR 'S FILES
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, it has come to the Board' s attention that the
Assessor desires to have the parcel documentation in his office
microfilmed, and
WHEREAS, after researching the various options , it has been
determined that the most cost effective method for said
microfilming is to accept the proposal submitted by Bankers
Co-Operative Services/Kodak, and
WHEREAS, the terms are as stated on the proposal , said
proposal containing the various options offered by Bankers
Co-Operative Services/Kodak, with a a copy of the proposal being
attached hereto and incorporated herein by reference , and
WHEREAS, after study and review, the Board deems it advisable
to accept Option II of the proposal submitted by Bankers
Co-Operative Services/Kodak, with the Assessor preparing the
documents for filming.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that Option II of the
attached proposal from Bankers Co-operative Services/Kodak for the
estimated cost of $7 , 695 . 00 be, and hereby is , approved.
BE IT FURTHER RESOLVED by the Board that the Assessor' s
Office shall be responsible for preparing the documents for
filming.

The following figures are based on the estimate of 45, 000
accounts with an average of 3 documents per account, which yields
approximately 135, 000 documents to be filmed, and the usage of
approximately 9,000 5-channel fiche jackets. Your options are as
follows:
I. BCS does filming at Weld County Assessor 's Office:
135 ,000 documents @ $ 37.00/M = $ 4,995.00*
9,000 jackets @ .55/ea = 4,950. 00**
135,000 prep @ 9.00/M = 1,215.00***
II. BCS does filming at BCS facility:
135 ,000 documents @ $ 27.00/M = $ 3, 645.00*
9,000 jackets @ .45/ea = 4,050. 00**
135,000 prep @ 9.00/M = 1,215.00***
* Charge includes: microfilming, film, processing,
inspection, pick-up and delivery,
and re-takes.
** Charge includes: jacket, film loading, labeling, and
sequencing.
*** Charge includes: removing staples , paper clips, rubber
bands, taping tears, and arranging
photographs so that pertinent
information is visible. Also, please
note that your documents should require
minimal preparation and this figure is
more than likely very high. If Weld
County chooses to prep their own
documents, no charge would be levied by
BCS.

SOURCE DOCUMENT MICROFILM SERVICES
AGREEMENT CONTRACT
THIS MEMORANDUM OF AGREEMENT, is entered into as of the
9th day of September , 1988, between Weld County
Assessor
and Bankers Co-operative Services, Inc ("BCS" ) .
WHEREAS, Weld County Assessor
and BCS, Inc. have agreed that BCS will provide Weld County
Assessor with microfilming and related services according
to the terms contained herein:
NOW, THEREFORE, IT IS AGREED AS FOLLOWS:
1) The terms of this agreement, with the exception of
rates of compensation, will remain in full force and effect until
terminated by either party. Termination, by either party, shall
be accomplished by fifteen (15) days advance written notice to
the other party.
2) Compensation. The rates of the compensation for
filming and related services, as detailed below, shall remain
in effect and will be the only rates charged September
9, 1988 until completion of project.
A) Documents to be microfilmed:
Real Estate Assessments
$ 27. 00 rate per thousand
27X reduction ratio

Rate shall include pick-up and delivery of documents,
Eastman Kodak microfilm, microfilming, processing, inspection
and retakes, if required.
Comments: Filming is to be done at BCS facility.
Weld County agrees to have approximately 10, 000 files
prepared Per week for filming.

B) Duplication:
N/A per foot silver

Comments:
C) Document preparation:
$ 9 . 00 per thousand documents. Rate includes
all document preparation necessary including, but not limited to,
removal of staples, paper clips, paper fasteners, adhesive tape,
repair torn documents, and bindings of any type.
Comments: If Weld County prepares documents properly for
filming, no charge will be levied by BCS, Inc.
D) The rate of compensation for any service not listed
above, that may be requested by Weld County Assessor
shall be the rate in effect at the time the service is requested.
3) Quality of work . All work done as a result of this
agreement will be done in accordance with A.N.S. I . standards and
samples provided prior to this contract.
A) Archives standards:
When applicable, all work done as a result of this
agreement will be done in accordance with the State of Colorado
archives ' micrographics standards in force as of the date of this
agreement and as such may be amended in the future. In the event
that the state archives downgrades its standards for microfilm
quality or documentation, all work will continue to be done in
accordance with the standards in force as of the date of this
agreement. This specifically includes, but not limited to, state
requirements regarding roll numbers on film, title targets, and
BCS ' s statements of authenticity.
B) In the event that the state of Colorado archives
rejects any roll (s) of microfilm as a result of the failure of
BCS to adhere to archival standards, whether the rejection occurs
due to poor film quality, improper or incorrect documentation, or
any other breach of archival standards, the rejected roll (s) will
be redone and resubmitted to state archives until they are
accepted.

4) Payment:
BCS, Inc. will bill on a monthly basis for
completed work. All invoices will be net 30 days.

No paper originals of Weld County Assessor
will be destroyed by BCS without the
prior written authorization of Weld County Assessor

of the date first mentioned above.
