RESOLUTION RE: APPROVAL OF HUD SECTION VIII VOUCHER PROGRAM WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a representative from the Weld County Housing Authority presented to the Board of County Commissioners a request to determine whether there is a need in Weld County for twenty (20) housing vouchers for low-income families , as explained in the request letter, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, the Board has determined that such a need does exist in Weld County and deems it in the best interst of Weld County to advise the U.S. Department of Housing and Urban Development (HUD) of said determination. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that a need does exist in Weld County for twenty (20) housing vouchers for low-income families and that HUD shall be advised of the same. BE IT FURTHER RESOLVED by the Board that the above determination shall be final and no additional comments will be submitted. Experience of the Executive Director dates back to 1976 with regard to tins prnvram. Since 1985 the Housing Authority has administered therHousing Voucher Program. Durint : implementation of these projects we have acheived a certain degree of success in placing the units under contract in a timely manner. The most recent monitoring review by HUD concluded th4t ti the program was operated in manner consistent with HUD regulations and the Housing Authority - staff had a clear understanding of the regulations which govern the program. In addition to the Section 8 Existing housing program, Weld County Housing Authority heis ' administered State Cdbg housing rehabilitation programs, the Rental Rehabilitation Program, emergency housing repair programs as well as replacement housing activity. The composition of the housing authority board provides-leadership in establishing pol4ciee which make our projects responsive to the needs of the community. In a seperate agreement with Weld County, the County's Accounting Division provides and performs all accounting services. I F. Box 758 Greeley, CO 80632 8 February 1989 Dear Bill, The Housing Authority of Weld County, Colorado has been invited by the US Department of Housing and Urban Development (HUD) to submit an application for twenty (20) Section 8 Vouchers. Pursuant to Section 213(a) of the Housing and Community Development Act of 1974, HUD is required to provide the unit of local government with an opportunity to object to their approval of the application, on the grounds that the application is inconsistent with any Housing Assistance Plans, and that there is, or will be, available in the area, public facilities and services adequate to serve the housing proposal to be assisted. An application may only be approved if our determination is in the affirmative. HUD invites you to submit to them all comments or information you, as the Chairman of the Board of Commissioners, deem relevant to their determination. While they are not bound by any comments or information, all relevant comments or information will be considered. It should be noted in your resolution that these comments will be considered final, and that no additional comments will be submitted.
