RESOLUTION
RE: GRANT REQUEST OF ROBERT E. COMER, PRESIDENT OF PLASTIC ART
PRODUCTS, TO PRE-ADVERTISE USE BY SPECIAL REVIEW
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter , is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , Robert E. Comer , president of Plastic Art Products,
has submitted a letter to the Board requesting that a Use by
Special Review application be pre-advertised, and
WHEREAS, a copy of said letter of request is attached hereto
and incorporated herein by reference , and
WHEREAS, after review, the Board deems it appropriate to
grant said request to pre-advertise this matter , and
WHEREAS, the Board deems it advisable that the hearing
concerning this matter shall be on Wednesday, September 24 , 1986 ,
at 10 : 00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request of Robert
E. Comer, president of Plastic Art Products, to pre-advertise a
Use by Special Review be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing
concerning this matter be, and hereby is, set for 10: 00 a.m. ,
Wednesday, September 24 , 1986.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 25th day of
August, A.D. , 1986 .

We are making a request for preadvertisementrfor a land-use application.

This concerns a USR I1 in a C-3 district. {_.- 1/7 . 7 %v ti( ��
The urgent request for this relatesto a multiyear contract with IBM signed
July of this year, to produce toner trays for all IBM copiers worldwide. It is
a substantial contract that will require expansion of the present facility as
requested.
An approximate $300,000.00 machinery investment has been made and delivery/installa-
tion is scheduled for approximately Sept. 10th. Initial production will commence
as lesser rate and accelrate dramaticlly in November and December. We must have
a building up and in operation by mid December or earlier if at all possible.
To do this comfortably our hopes were to begin construction by thefirst week of Sept.
We had prepared only to request a variance and began that process Aug. 6, expecting
that it would take thirty days or less.
We had no hint of the need for the application for a modification of our special
use permit until our visit with Mr. Keith Schuett of the Weld County Planning Dept.
He and Mr. Steven Fraser are now working with us to expedite the additional process.
We willpay for any advertising costs.
