Gentlemen:
On October 17, 1985, representatives of this Division performed an inspection
of the Columbine landfill in Weld County, Colorado. The purpose of this
inspection was to assess the compliance of this facility with the minimum
standards of the Solid Wastes Disposal Sites and Facilities Act Title 30,
Article 20 Part 1, C.R.S. 1982, as amended and Department regulations. A copy
of the field inspection report is enclosed for your reference.
The results of their inspection indicates that this facility is not in
compliance with the Department regulations referenced above on the date of
inspection. The specific items of noncompliance are listed below.
1. The facility diversion structures are inadequate. This violates
subsections 2.1.4 and 2.2.2 of the Solid Waste Regulations.
2. The operating portion of the landfill was found to be inhabited by a
large number of seagulls due to irregular and/or inadequate cover. This
violates subsection 2.1 .4 of the Solid Waste Regulations.
The items of violations noted above from the inspection must be corrected. A
written compliance schedule detailing the actions and timeframes that will be
initiated to bring this facility into compliance with the Solid Waste
Regulations must be submitted to this Department within 45 days.
