Box 9100 Boulder, CO 80301-9100 Re: SUP-400:79:22 and USR-534:82:49 Dear Mr. Souders: Thank you for your letter of July 23. The Department of Planning Services staff has completed its review of your proposal to locate an entrance to the landfill from Weld County Road 5. The staff has determined that your request is not a material deviation from what was originally approved by SUP-400:79:22 or USR-534:82:49. However, approval to construct the entrance is conditional upon the following: 1. Obtain an access permit from the Weld County Engineering Department prior to beginning work on the entrance. 2. The entrance shall be located at a point where there will be adequate site distance from either direction on Weld County Road 5. 3. The entrance shall be paved from Weld County Road 5 to the office. Your letter indicates that to be a distance of approximately 210 feet. 4. A culvert shall be placed under the entrance at Weld County Road 5 to provide adequate drainage. The culvert size shall be determined and approved by the Weld County Engineering Department at the time an access permit is applied for. 5. The proposed planter as well as the landfill's business sign shall be set back 50 feet from the centerline of Weld County Road 5. Any subsequent signing, such as directional signs or warning signs, ,hall be the responsibility of the applicant and shall comply with the Weld County Zoning Ordinance. 7. Weld County shall not be responsible for the maintenance of any aspect of the proposed entrance. 8. Obtain building permits for the office and planter as required by the Weld County Building Code Ordinance. These conditions were formulated from recommendations by the Weld County Engineering and Building Inspection departments. I have no objections to the proposed entrance to the landfill provided the following items are taken into consideration: 1. I have enclosed a sketch of what we are proposing reflecting a 24 ' entrance and a sign at the entrance. We will put in a 12 ' road divider and planter with new office so the area would be well designed and look nice. Some of the reasons for this request are to operate the landfill from the East to the West. By getting the upper part up to final elevation and maintaining it as we go, will help us control the drainage and keep it off the fill area. Also, as you may be aware, it is very confusing and unsafe with all the signs that have been constructed on County Road 6 . This would alleviate this problem. To be more efficient and to improve the landfill operation, our maintenance and operations facilities all need to be in one location, rather than two. The purpose of this letter is to request permission to construct approximately a 15,000 square foot building, at the landfill, on the same location as the current garage. This building would house the Operations and Maintenance Departments (trucks, containers and landfill equipment) and would be secured and well maintained. It has been a stock purchase. We have also sold the landfill sites in Greeley and Eaton to Lynn Keirnes. This transaction took affect on December 3, 1985. ' Western Disposal is a solid waste collection company, serving all of Boulder County and parts of Jefferson, Weld and Adams Counties. We operate over 25 vehicles and have a staff of 60 employees serving approximately 15,000 customers. We have strived to have a very respectable and safe collection operation in the solid-waste industry, and we will continue to do so with the landfill.
