Petitioner purchased the property on December 30, 1985 and assumed that the property was exempt from taxation. When it was discovered that the property was not exempt from taxation, an application for exemption was submitted, but was erroneously treated as an application for exemption from personal property tax only, and not as an application for exemption from real property tax.
