RE: APPROVE QUARTERLY PERFORMANCE REPORTS FOR COMMUNITY
DEVELOPMENT BLOCK GRANT PROJECTS AND AUTHORIZE CHAIRMAN TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Quarterly
Performance Reports concerning the Community Development Block
Grant program for certain communities in Weld County, and
WHEREAS , after review, the Board deems it advisable to
approve said Quarterly Performance Reports and authorize the
Chairman to sign same, copies being attached hereto and
incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Quarterly
Performance Reports concerning the Community Development Block
Grant program for certain communities in Weld County be, and
hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Reports.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 3rd day of
June, A.D. , 1985.

1. What has been undertaken and/or completed during the reporting
period? How does this progress relate to "milestones" contained in
the approved project schedule?
The 6 units under rehabilitation in Gill during the last quarter of 1984
have been completed. The revised milestones schedule extending the Gill
project completion deadline to February 28, 1985 has been met. A further
extension of the project deadline to June 30, 1985 has been approved. This
will allow the Housing Authority to undertake replacement housing activities
for Delores Dugan.
2. What will be undertaken and/or completed during the next reporting
period? How does this projected progress relate to -51—"milestones"
contained in the approved project schedule?
The above mentioned replacement housing activities will be completed by June
30, 1985, which is the projected project deadline.
3. Have any complaints been received or have problems or issues
developed related to financial management, environmental review,
civil rights, labor standards, displacement/acquisition/relocation or
other matters? If so, how have these been or how will these be
resolved?
No complaints, problems or issues have developed relating to financial
management, environmental review, civil rights, labor standards or
displacement/acquisition/relocation sctivities in Gill.
4. What, if any, additional technical assistance is needed to
successfully complete the project?
The Housing Authority is currently pursuing housing rehabilitation
training for our community development specialist with Home Tech and
NAHRO.

1 . What has been undertaken and/or completed during the reporting
period? How does this progress relate to "milestones" contained in
the approved project schedule?
The Kersey CDBG project is approxiamately three months behind schedule
due to DOH rehabilitation activities in East Eaton. Replacement
housing activities for Mary Alvarez are underway.
2. What will be undertaken and/or completed during the next reporting
period? How does this projected progress relate to the "milestones"
contained in the approved project schedule?
The above mentioned replacement housing activities will be completed
by June 30, 1985. In Kersey, the rehabilitation of four units should
be complete by the end of the next quarter, 6/30/85. As mentioned above,
the Kersey project is approxiamately three months behind schedule due to
DOH activities in East Eaton.
3. Have any complaints been received or have problems or issues
developed related to financial management, environmental review,
civil .rights, labor standards, displacement/acquisition/relocation or
other matters? If so, how have these been or how will these be

No complaints, problems or issues have developed relating to financial man-

Quarterly Report
CDBG Gill Project
CDBG Kersey Project
DOH East Eaton Project
January 1, through March 31, 1985
As of March 31, 1985, a total of 22 units have been completed in the Gill
CDBG project. All units were completed by the project deadline of February
28, 1985. However, a further extension of the project deadline to June 30,
1985 has been asked for and approved. This extension will allow the Housing
Authority to undertake replacement housing activities for two families in Gill.
The replacement housing units will be mobile homes. Zoning, building and septic
tank permits are being obtained for each. Invitations to bid have been sent
to 6 mobile home dealers. Bids must be returned by May 17, 1985. We expect
to complete all replacement housing activities before June 30, 1985.
We have continued to market the Kersey CDBG program through news articles,
notices included in water bills, and the canvassing of Kersey door to door.
We have received 21 applications to date. Seven have been denied because
their incomes exceed CDBG guidelines. Two have withdrawn their applications
for personal reasons. We are reedy to proceed with four applications. All
verification information has been received, and we are ready for the inspec-
tion and work write-up phases. The deadline for applicants has been extended
to June 30, 1985.
In East Eaton, four homes have been contracted. All four are under rehabilita-
tion and should be completed by May 31, 1985. The additional two units are
ready to be bid, and should be awarded by May 17, 1985.
