The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 10th Street, Greeley, Colorado, on _ _
Thursday, July 11 , 1985, at 7:30 p.m.
ROLL CALL
The following members were present in person: President Bill Rupp, Vice
President Doris Williams, Sid Morehouse, Nels Nelson and Ralph Waldo. Also
present for all or part of the meeting were Commissioner Jackie Johnson, Don
Warden, one member of the press, and the Council secretary.
MINUTES
Nels Nelson made a motion that the minutes of June 6 be approved as written.
Doris Williams seconded the motion and it passed unanimously. Ralph Waldo
abstained as he was not present at the June 6 meeting.
ADDITIONS AND/OR DELETIONS
Correspondence added to the agenda included memos from Claud Hanes (new
payroll training) , Rich Estreich (phone service) , Office of the Board (parking
permits) , and Lynn Price (security request) , Road and Bridge Advisory Committee
minutes, agenda, and membership lists, and a copy of the Commissioners' resolu-
tion regarding the employee benefit fund.
Mileage reimbursement for Councilman Nels Nelson was deleted.
Added to the agenda was discussion of compiling a list of management
specialists to be used by the Council .
APPOINTMENTS
The President reminded the members of the Early Warning Budget Worksessions
to be held July 15 through July 23. The Councilmen agreed that they should
attempt to have at least one member present at each worksession. A schedule
of Council attendance was then completed.
CORRESPONDENCE
The President made the correspondence file available to the individual
Councilmen for their review.
REPORTS
Nels Nelson made no report on the Elected Officials Meeting of June 10
as he had been unable to attend. Bill Rupp reported that during the Elected
Officials Meeting of July 8, there was a philosophical discussion regarding
expenditures of county tax dollars for agencies that are not "accountable" to
the taxpayers except through audit procedures. Doris Williams commented that
after attending the Road and Bridge Advisory Committee meeting of July 10, she
is encouraged by the new sense of direction. A study has been funded by the
Commissioners to identify trouble spots on the county's paved road system.
These problem areas are being catalogued and it appears that the county will
have the money available to meet its needs. -
UNFINISHED BUSINESS
There was no unfinished business to consider.

NEW BUSINESS
An overview of the 1986 Revenue Sharing Contingency Plan was presented
by Don Warden. Commissioner Jackie Johnson stressed that the Commissioners -
would appreciate it if the Councilmen would let them know what they are
hearing from the public.
The Council discussed its 1986 proposed budget. Bill Rupp asked that
the Councilmen advise him of any problem they see in this budget prior to
the July23 worksession with the Commissioners.
The next Council meeting was scheduled for Thursday, August 1 , at
7:30 p.m. , in the Council chambers.
Sid Morehouse moved that the June Council bills be paid, with the exception
of mileage reimbursement for Nels Nelson. (Mr. Nelson's mileage will be refig-
ured and submitted for payment in August. ) Doris Williams seconded the motion
and it passed unanimously.
Bill Rupp suggested that the Council discuss the possibility of compiling
a list of management people to be used for performance audits by the Council .
Sid Morehouse moved that the President begin the process of developing a list
of management specialists that the Council could draw on to conduct performance
audits as needed. He further moved that when the Council decided to audit a
particular department, that it advise the head of that department in sufficient
time for him to do a self-evaluation and check his own department prior to the
Council 's audit. Ralph Waldo seconded the motion and it passed unanimously.
PUBLIC COMMENTS
Mrs. Williams stated that on behalf of the people in the Grover-Hereford
area, she would like to inform the Council of a recent meeting in that district.
Approximately 60 residents met to discuss the recent red-tagging of mobile homes.
The group has formed a committee to present their grievances to the Board of
Commissioners.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 9:50 p.m. , on July 11 , 1985.
