Dear Sirs:
Enclosed is a proposed ammendment to the Water Quality Management Plan for the
Larimer-Weld Region. This ammendment would provide reference to a new
operating agency, the Pine Lake Sanitation District, which is being formed.
This small sanitation district will provide sewage collection and treatment to
an area in the NW 1/4 of Section 17, T7N, R67W in Weld County that will be
residential in nature. The discharge will be to a drainage tributary to
Timnath Reservoir which is intercepted by the Larimer and Weld Canal and can
be diverted into Smith Reservoir.
This ammendment will be considered by the Water Quality Planning Committee of
the LWRCOG at their meeting on April 15, 1987. Any comments which you may
have regarding this proposed ammendment should be returned to this office by
April 3, 1987. Please let us know if you have any concerns.
Sincerely,
David F. Dubois

WATEP DUALITY MANAGEMENT PLAN AMENDMFNT
Chapter VI - Point Discharges
Section 1 .0 - Cache la Poudre Basin
Sub-Section 1 .1 .1 - Municipal Discharges
Add: Pine Lake Sanitation District
(Delete previous reference to Pine Lake Village Mobile Home Park
under Sub-Section 1 .1 .2 - Private Discharges. )
This district was newly created in 1987 to provide wastewater
treatment service to a privately owned mobile home park development
called Pine Lake Village. The district is located in the NW 1/4 of
Section 17, T7N, R67W, Weld County, approximately 7 miles north of
Windsor and 7 miles east of Fort Collins on Highway 14. It is also
about 3 miles east and down gradient of the nearest existing
sewering entity, the Boxelder Sanitation District. Plans are to
add 178 mobile home rental spaces to the existing 34 and provide
sewerage service through a collection system and treatment plant on
district property consisting of a 0.45 acre aerated stabilization
pond, a 2 acre polishing pond, and chlorination. Discharge is to a
drainage naturally tributary to Timnath Reservoir. The drainage is
intercepted by the Larimer and Weld Canal and may be also diverted
into Smith Reservoir, the outlet pipe of which discharges back to
the drainage below the canal . The design capacity of the plant to
meet secondary treatment requirements is 0.058 mod and should be
reached at full occupancy of the mobile home park, estimated to
occur in about 5 years. Service could be provided to adjacent
properties by contract or annexation to the district if the plant
capacity were expanded.
