TUNNEL REGULATION.- -
MEETINGS, HEARING
ARE SCHEDULED
Rule making proceedings have begun for possible revision of the "Traffic
Regulations Governing the Use of the Eisenhower Memorial Tunnels," effective
since 1981 . The State Highway Commission and the Colorado Department of Highways
have scheduled public meetings and a formal hearing to further define the rules
and perhaps expand their application to other tunnels and snowsheds.
Highway Department Executive Director ,toe Dolan has scheduled informal
meetings in Dillon, Denver and Glenwood Springs:

Proposed revised rules (drafts available for interested citizens September
6) will be considered by the commissioners beginning at 10 a.m. on October 24 at
the Department Auditorium in Denver, along with public comment. Statutpry
authority, the fiscal impact of proposed rule changes and other factors will be
considered before final rules are promulgated.
Major subjects and issues under consideration in these proceedings include
but are not limited to:
-use of Eisenhower-Johnson Memorial Tunnels
-responsibilities of motor vehicle operators
-vehicles or devices prohibited from using tunnels
-operation of vehicles in tunnels
-driver training
-enforcement authority
-prohibited materials
-day of week/time of day restrictions
-restrictions of unsafe vehicles
-other operational requirements

prepared which incorporate comments received from interested persons . These rules
will be available to interested persons no later than Friday, October 18. The

COMMISSIONERS SCHEDULE
SEPT. 13 MEETING,
INSPECTION TRIP
State Hig;'avay Commissioners have scheduled a regular monthly meeting to
be held near Durango and a Fall Road Trip which will tour southwestern Colorado.
The meeting will begin at 8:00 a.m. on Friday, September 13 at the
Tamarron resort about eighteen miles north of Durango on U.S. 550. Agenda items
include the election of a commission chairman, vice chairman and secretary;
selection of three members to serve on the board's Audit committee; and selection
of members for a newly organized Minority Business Enterprise program review
committee.
Each spring and autumn commissioners tour a quadrant of the state to
review firsthand Colorado's transportation needs and road conditions. On
this trip they will see the new snowshed construction on U.S. 550 near Red
Mountain Pass, the truck escape ramp on S.M. 141 near Slick Rock hill , and U.S.
160 approaches to Wolf Creek Pass.

CC 01-0085-01 COLORADO'S FIRST URBAN INTERCHANGE
The Department's Division of Highways accepted five bids at the September
5 opening for a combined project providing Colorado's first urban interchange.
(Located at Evans Ave. and South Santa Fe Drive in Denver, the interchange will
have ramps and retaining walls but no Interstate route. )
Irving F. Jensen Construction Company of Castle Rock turned in an apparently
successful bid of $6,346,699 for the triple project, which requires completion within
180 workable days after the Notice to Proceed. Resident engineer is Gary Self of
Golden.

One project is located on U.S. 85, beginning at the intersection of
South Santa Fe Drive and Harvard Ave. and extending seven tenths of a mile north.
It consists of grading, structures, hot bituminous and concrete pavement, retaining
walls, signing, striping, lighting, signalization, guardrail , topsoil , seeding,
mulching and curb and gutter.
The low bidder submitted figures for a Double T retaining wall
alternate rather than the reinforced earth wall alternate.
A second project includes grading, structures, hot bituminous and concrete
pavement, signing, striping, lighting, signalization, guardrail , topsoil , seeding,
mulching and curb and gutter. Located on U.S. 85, the work begins north of the
Jewell Ave. intersection and extends six tenths of a mile north.
A third project begins at the intersection of Evans Ave. and South
Santa Fe Drive and extends three tenths of a mile west. It involves grading and
structures.

BRF 050-3(31 ) U.S. 50 IN PUEBLO COUNTY
Replacing a U.S. 50 bridge deck east of Pueblo drew five minority bidders
at the Division of Highways September 5 opening. The Set-Aside project, available
only to prequalified, certified minority business enterprises, begins 6.8 miles
east of the S.H. 231 intersection and extends a tenth of a mile east. Hot bituminous
pavement and striping are included in the project, which is scheduled for completion
within 70 working days.
Marqua, Inc. of Castle Rock turned in an apparently successful bid of
$392,312. Resident engineer is Dale Snow of Pueblo.

MP 01-0025-35 I-25 STORM SEWER IN DENVER
A&R Construction, Inc. of Denver submitted an apparently successful bid
of $133,146 at the Division of Highways September 5 opening for a storm sewer repair
project along Denver's Valley Highway (Interstate 25) . A Set-Aside project allowed
bidding only by certified, prequalified minority firms.
The project is located in the channel on the south side of I-25 west of
University Blvd. , near milepost 205.34. It consists of structures, concrete slope
and ditch paving, and sodding. The time required for completion of this project
is 35 workable days following the Notice to Proceed.
Five minority firms turned in offers. Resident engineer is Gary Self
of Golden.

MP 45-0287-03 U.S. 287 SOUTH OF EADS
Resident engineer B. B. McDonnall of Lamar will coordinate a resurfacing
project on U.S. 287 in Kiowa county, if contract award follows Division of Highways
September 5 bidding activity. Engineers accepted three bids for a hot bituminous
pavement overlay project which begins at S.H. 96 (milepost 110.59) and extends
3.75 miles south.
A & S Construction Company of Canon City turned in an apparently
successful bid of $343,442 for the project, which is scheduled to be completed within
twenty working days after it starts.

MP 02-0096-38 S.H. 96 EAST OF WETMORE
Tony J. Beltramo & Sons, Inc. of Pueblo submitted an apparently successful
bid of $232,864 at the Division of Highways September 5 opening to resurface 71
miles of S.H. 96 east of Wetmore. Consisting of hot bituminous pavement overlay
and striping, the project begins 5.2 miles east of the Custer-Pueblo county line
and extends east.
Six firms bid the project, which calls for completion within twenty
workable days. Resident engineer is William Rizley, Jr. of Pueblo.

topsoil , seeding, mulching, beginning north of the I-70 and U.S. 40/S.H. 26
interchange and extending 1 .9 miles northeast, in Jefferson county, I-IR 70-3(143) .
9:45 a.m. , S.H. 59 Bridge replacement south of Sedgwick, con-
sisting of grading, structures, stabilization, bridge, hot bituminous pavement,
topsoil , seeding and mulching, beginning about a tenth of a mile south of S.H. 138
and extending eight tenths of a mile south, in Sedgwick county, BRS 0059(12) .
10:00 a.m. , interstate 70 improvements in Horshoe Canyon in
Mesa county, consisting of grading, structures, concrete box culvert, retaining
wall , hot bituminous pavement, striping, topsoil , seeding, and mulching, beginning
20 miles east of Grand Junction and extending half a mile northeasterly, I 70-1 (80) .
10:15 a.m. , Improving Sheridan Blvd. in Westminster, consisting
of grading, structures, stabilization, hot bituminous pavement, concrete box
culvert, topsoil , seeding, mulching, signing, striping and signalization, beginning
