WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners held a public hearing on the 25th day of November, 1987 , at the hour of 2 :00 p.m. in the Chambers of the Board for the purpose of hearing the application of Vessels Gas Processing, Ltd. , 600 South Cherry Street, Suite 1220 , Denver, Colorado 80222 , for a Special Review permit for an oil and gas support facility (natural gas gathering compressor station) on the following described real estate, to-wit: NW} , Section 15 , Township 1 North, Range 67 West of the 6th P.M. , Weld County, Colorado WHEREAS, said applicant was represented by Mike Boland, and WHEREAS , Section 24 .4 .2 of the Weld County Zoning Ordinance provides standards for review of said Special Review permit, and WHEREAS , the Board of County Commissioners heard all of the testimony and statements of those present, has studied the request of the applicant and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter and, having been fully informed, finds that this request shall be approved for the following reasons : 1 . The submitted materials are in compliance with the application requirements of Section 24 . 7 of the Weld County Zoning Ordinance. 2 . It is the opinion of the Board of County Commissioners that the applicant has shown compliance with Section 24 .4 .2 of the Weld County Zoning Ordinance as follows : a. The proposed use is located in the Tri-Area Urban growth boundary area. The proposed use is consistent with the Weld County Comprehensive Plan' s Urban Growth Boundary Area Goals and Policies . The proposed use is consistent with the Agricultural Zone District and is provided for as a Use by Special Review. c . The proposed use is compatible with the existing and future developing of the surrounding area. Panhandle Eastern Pipeline is currently operating a booster compressor station directly north of this proposal . d. No overlay districts affect the site. e. Special Review Development Standards will provide adequate protection of the health, safety and welfare of the neighborhood and County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application for a Special Review permit for an oil and gas support facility (natural gas gathering compressor station) on the hereinabove described parcel of land be, and hereby is, granted subject to the following conditions: 1 . The attached Development Standards for the Special Review permit be adopted and placed on the Special Review plat prior to recording the plat. 2 . The Special Review activity shall not occur nor shall any building or electrical permits be issued on the property until the Special Review plat has been delivered to the Department of Planning Services Office and the plat is ready to be recorded in the office of the Weld County Clerk and Recorder. 3 . The Special Review permit is for an oil and gas support facility (natural gas gathering compressor station) as submitted in the application materials on file in the Department of Planning Services and subject to the Development Standards stated herein. 2 . The required emission permits shall be obtained from the Air Pollution Control Division, Colorado Department of Health, for emissions, fugitive dust, and odors. 3 . Maximum permissible noise levels shall not exceed the residential off-site standards of 55 (db) daytime and 50 (db) nighttime as provided in State Statute 25-12-102 , Colorado Revised Statutes . 4 . The soil erosion control plan, approved by the Platte Valley Soil Conservation District, shall be maintained at all times . 5 . A six-foot chain link fence topped with three strands of barbed wire shall enclose the Special Review permit area. -6 . All vessels containing flammable or dangerous materials shall be identified in accordance with the National Fire Protection Association' s #704 M, identification system. 7 . Fire extinguishers shall be maintained on the Special Review permit site at all times . 8 . Smoking shall not be permitted at any time on the Special Review site . Signs stating "No Smoking" shall be placed and maintained on the subject site . 9 . The appearance of the facility shall be maintained in a neat and orderly condition through periodic painting and maintenance. 10 . All construction on the property shall be in accordance with the requirements of the Weld County Building Code Ordinance. 11 . The property owner or operator shall be responsible for complying with the Design Standards of Section 24 . 5 of the Weld County Zoning Ordinance . 871481 Page 2 DEVELOPMENT STANDARDS - VESSELS GAS PROCESING, LTD. 12 . The property owner or operator shall be responsible for _complying with the Operation Standards of Section 24 . 6 of the Weld County Zoning Ordinance. 13 . Personnel from the Fort Lupton Fire Department, Weld County Health Department and Weld County Department of Planning Services shall be granted access onto the property at any reasonable time in order to insure the activities carried out on the property comply with the Development Standards stated herein and all applicable Weld County Regulations. 14 . The Special Review area shall be limited to the plans shown herein and governed by the foregoing Standards and all applicable Weld County Regulations . Any material deviations from the plans or Standards as shown or stated shall require the approval of an amendment of the permit by the Weld County Planning Commission and the Board of County Commissioners before such changes from the plans or Standards are permitted. Any other changes shall be filed in the office of the Department of Planning Services . 15 . The property owner or operator shall be responsible for complying with all of the foregoing Standards. General The following plan has been developed in cooperation with the Platte Valley Soil Conservation District in order to prevent soil erosion on Vessels Gas Processing, Ltd. 's Frederick Compressor Station site. The plan incorporates five Exhibits which are attached hereto and made a part hereof: Exhibit 1 - Conservation Plan Map Exhibit 2 - Soil Map and Soil Description Legends Exhibit 3 - Grass Seeding Plan Exhibit 4 - Standards and Specifications - Range Seeding Exhibit 5 - Land User — District Cooperative Agreement II. Construction During the construction process for the facility, every effort will be made to minimize soil disturbance in the area, and to preserve and replace all top soil. Disturbed -areas will be monitored to assure that washing or erosion does not occur prior to planting as required and described in the following sections. III. Heavy Use Areas and Areas Surrounding Buildings All heavy use areas and areas surrounding buildings will be surfaced with road base and gravel to stabilize the surface. Gravel areas are shown on the Conservation Plan Map attached as Exhibit 1. Weeds in gravel area-s will be controlled by periodic chemical spraying. Vessels Gas Processing, Ltd. will maintain the gravel areas through grading and replacement of gravel as may be _required to prevent erosion. Such gravelareas shall include the access roadway, parking area, the 20 ft. area surrounding the compressor building, the areas surrounding the fuel gas heater, meter -building, electrical meter and transformers and all other areas where required. -1- 871481 ,ExR/Si r 'D • IV. Range Seeding All areas not indicated for gravel surfacing at the site will be seeded in accordance with the Grass Seeding Plan attached as Exhibit 3 and 4. All planting and fertilizing shall be done using materials suitable for the Wiley-Colby and Ulm Clay Loam soils found on the site. In general, the seeding plan will consist of a planting in June, 1988 of hybrid forage .sorghum (8 lb. per acre) followed by a planting of a mixture of native grasses in November, 1988 . Table 1 below presents the emission inventory for these three compressors. The emission factors were taken from AP-42. AP-42 lists the emission factors for nitrogen oxides, carbon monoxide and non-methane hydrocarbons at 11.0, 1.4 and 0.44 grams per horsepower per hour. The Industrial Source Complex - Long-Term (ISCLT) was the model selected to be used in this application. ISCLT was used to address this modeling situation because it can provide an annual concentration estimate and it contains plume downwash algorithms. Plume dowrawash occurs in the wake of the structure and can produce high concentrations close to the facility. The ISCLT model requircz meteorological data input in the form of a joint frequency distribution. The data set selected for this modeling exercise is the Fox Hills meteorological data set. Fox Hills is located northeast of Fort Collins about thirteen miles and is representative of the open farmland, typical of the area around the Frederick Station. This data set has been used for modeling in numerous permit applications made to the state in this area. The joint frequency distribution was generated from a year of hourly meteorological data with a data recovery rate of greater than 90 percent. The maximum concentration occurred to the southeast of the facility approximately 250 meters away. This concentration was 25.4pg/m3. The background concentration in the area is estimated, by the state, to be 10 ug/m3 since it is located in the rural area Df Weld County. The letter from the state which transmits their estimate of the background concentration is included as an attachment. Adding the estimated impact to the background brings the total concentration to 35.4 pg/m3, which is about 35 percent of the annual standard of 100 ug/m3. In summary, the proposed arldition represents a fifteen percent increase in the emissions in the area. The combined impact from both Panhandle Fnstern's Operation and the proposed additions by Platte Gas Line Company is estimated to only 35 percent of the annual standard at it maximum point, 250 meters away from the facility. Is proposing to install a 300,0(1) BTU/HR natural gas fired heater as part of the liquid handling system. This unit, because of Its size, is exempt from permit and APEN filing requirements, hence no further discussion is necessary. This exemption is specified In Regulation 3, Section 11 .0. 1 . 1 . in addition to the above mentioned heater, VGP is also proposing to instal I another heater to be used as a process ol I heater. (VGPL) proposes to install a small natural gas gathering compressor station on an existing compressor station site owned by Panhandle Eastern Pipe Line Company. This station will allow for the production of natural gas in Weld County which is currently not producing, or producing at only a fraction of capability due to the inability to reach a marketplace. The proposed use is consistent with the Weld County Comprehensive Plan and the district in that it will contribute to the welfare of the county and its citizens without adverse effects to the environment. The proposed use is compatible with surrounding land uses since it will be located on property already designated for such use. The proposed use will not deter future development of the surrounding area. The proposed facility complies with the Overlay District regulations since it is not located within such areas. The facility will consist of one steel building which will house three small natural gas fueled engine driven compressors. At the present time, only 2 units will be installed, allowing for future addition of the third compressor as gas volume requirements dictate. Only one residence is located within one-half mile of the proposed site: Joseph Badding 3647 WCR 19 Fort Lupton, CO 80621 NE/4 Section 16-T1N-R67W This residence is located approximately 1/3 mile from the site boundary. No employees will be stationed at this facility. All operation and maintenance will be done by employees operating out of Vessels Gas Processing Ltd. ' s Ft. Lupton plant facility located 3 miles south of the proposed site on WCR 19 . Routine checks on the equipment will be made -2- 871481 an estimated 2 times per day by one employee. The maximum number of workers at the site for major maintenance is estimated to be three. The facility will be automated as much as practical . Normal traffic to the location will be 3/4 ton pickup trucks on an average frequency of 2 per day. Access is by WCR 19, from Colorado Highway 52 or WCR 6 . All parking will be on site. Whereas the facility will not be manned, no domestic sewage facilities will be installed. No waste or storage areas will be utilized outside of the compressor building and all debris will be removed from the site immediately. The property will be maintained in a manner that grasses and weeds will not be allowed to grow taller than 12 inches. No landscaping other than the existing agricultural activity is planned. Security fencing will be installed if required under provisions of this permit. In the event that the use is discontinued, the site will be reclaimed to its original state. Fire protection at the facility will be accomplished through the use of portable, hand held and wheeled fire extinguishers. No water will r domstic purposes, and the ufacility awill ehave enoo impact r the ponc area ess owaterequality. Noise levels at the site will be maintained at our below the maximum permissible level for light industrial zones as specified by the Colorado Department of Health, Title 25, Article 12 . Proof of compliance will be provided following construction and startup of the facility in the form of a noise study and report prepared by a qualified third party expert. Soil conditions at the site will have no limiting effect to the particular use proposed. A copy of a soil study and analysis for the site prepared by CTC-Geotek is attached as Exhibit 5 and all recommendations included in the report will be incorporated in the facility design and construction. The operation of this facility will comply in all respects with the regulations and permit requirements of the Colorado Department of Health, Air Quality Control Division. An application for engine air pollution emission permits was submitted to the State of Colorado on June 25, 1987. All lighting standards established by Weld County will be incorporated to assure that adjacent properties are shielded and that no traffic hazards of any kind are created. OUR BORINGS ENCOUNTERED 9-1/2 TO 13 FEET OF VARIOUS SANDY, SILTY, CLAY SOILS OVERLYING SEVERELY WEATHERED MATERIALS . WEATHERED BEDROCK WAS INITIALLY ENCOUNTERED NT DEPTHS OF 12 AND 16 FEET . THE PRESENT WATER TABLE AT THE SITE IS AT A DEPTH OF 11-1/2 TO 12-1/2 FEET. (2 ) IN OUR OPINION, THE SAFEST FOUNDATION SYSTEM WOULD BE STRAIGHT SHAFT PIERS DRILLED AT LEAST 5 FEET INTO WEATHERED BEDROCK. THE PIERS WOULD BE DESIGNED USING A MAXIMUM ALLOWABLE END BEARING PRESSURE OF 22, 500 PSF AND AN AVERAGE SIDE SHEAR WITHIN WEATHERED BEDROCK OF 2, 500 PSF. (3) FOOTINGS AND/OR MATS TLACED WITH ADEQUATE FROST PROTECTION (3 FEET OF COVER) ON THE NATURAL SOILS AND/OR STRUCTURAL TILL, AS DISCUSSED, ARE A SUITABLE BUT NOT EQUAL, ALTERNATIVE. THE FOOTINGS -WOULD BE DESIGNED USING A MAXIMUM ALLOWABLE SOIL BEARING PRESSURE OF 1 , 500 PSF. (4) SLAB-ON-GRADE CONSTRUCTION IS ACCEPTABLE -AT THE SITE. SCOPE OF STUDY THIS REPORT PRESENTS THE RESULTS OF A SOIL AND FOUNDATION INVESTIGATION AT 'THE SITE OF THE PROPOSED FREDRICK BOOSTER COMPRESSOR STATION TO BE LOCATED ON THE EAST SIDE OF WELD COUNTY ROAD 19, 1-3/4 MILES NORTH OF WELD COUNTY ROAD 6 ; -WELD COUNTY, COLORADO (SEE PLATE 1 ) . PAGE 1 871481, 7 7 THE PURPOSE OF THIS STUDY WAS TO EXPLORE THE SUBSURFACE 7 CONDITIONS, OBTAIN SOME DATA OF THE PERTINENT ENGINEERING CHARACTERISTICS OF THE UNDERLYING STRATA , RECOMMEND THE MOST JAPPROPRIATE FOUNDATION SYSTEMS, DEVELOP SPECIFIC FOUNDATION DESIGN CRITERIA , AND ATTEMPT TO EVALUATE THE RISKS OF SLAB-ON- J GRADE CONSTRUCTION. J IT SHOULD BE UNDERSTOOD THAT ECONOMIC AND PRACTICAL CONSTRAINTS LIMIT OUR SAMPLING AND LABORATORY TESTING TO ONLY A MINISCULE FRACTION OF THE TOTAL MASS OF SOIL AND/OR BFDROCK WIIICII LIES J WITHIN THE ZONE OF INFLUENCE OF THE PROPOSED STRUCTURE. J OUR ANALYSES , CONCLUSIONS AND RECOMMENDATIONS ARE BASED UPON THE ASSUMPTION THAT THE SAMPLES OF SUBSURFACE STRATA , WHICH WE OBSERVED AND TESTED, ARE REPRESENTATIVE OF THE ENTIRE SOIL MASS . J PROPOSED CONSTRUCTION AS WE UNDERSTAND, THE PROPOSED COMPRESSOR STATION IS TO CONSIST OF A COMPRESSOR BUILDING WITH THREE COMPRESSOR UNITS . • THE BUILDING IS TO BE A RELATIVELY LIGHT, METAL SHELL. THE COMPRESSOR UNITS ARE TO BE RELATIVELY SMALL. PAGE 2 871481 FIELD INVESTIGATION , TWO (2) EXPLORATORY TEST BORINGS WERE DRILLED AT THE SITE, AT THE LOCATIONS SHOWN ON PLATE 2 . THE BORINGS WERE DRILLED WITH A 4 INCH DIAMETER, CONTINUOUS FLIGHT, SOLID STEM POWER AUGER j USING A TRUCK-MOUNTED CME-55 DRILL RIG. 7 j AT REGULAR INTERVALS THE DRILLING TOOLS WERE REMOVED FROM THE BOREHOLES AND SOIL SAMPLES WERE OBTAINED WITH A 2 INCH I . D. CALIFORNIA SPOON SAMPLER. THE SAMPLER WAS DRIVEN INTO THE VARIOUS SUBSOIL STRATA WITH BLOWS OF A 140-POUND HAMMER FALLING 30 INCITES . THE NUMBER OF HAMMER BLOWS REQUIRED TO DRIVE THE SAMPLER ONE FOOT, OR A FRACTION THEREOF, CONSTITUTES THE PENETRATION TEST. THIS FIELD TEST IS SIMILAR TO THE STANDARD PENETRATION TEST DESCRIBED 13Y ASTM METHOD D-1586. PENETRATION RESISTANCE VALUES , WHEN PROPERLY EVALUATED, ARE AN INDEX -TO THE 1 SOIL STRENGTH AND DENSITY. THE DEPTHS AT WILICII THE SAMPLES WERE TAKEN AND THE PENETRATION RESISTANCE VALUES ART SHOWN ON THE LOGS OF EXPLORATORY BORINGS , PLATE 3 . LABORAORY TESTING ALL SAMPLES WERE CAREFULLY INSPECTED AND CLASSIFIED IN THE LABORATORY BY THE PROJECT ENGINEER. NATURAL WATER CONTENTS AND PAGE 3 871481 1 ] DRY UNIT WEIGHTS WERE OBTAINED FROM RELATIVELY UNDISTURBED DRIVE ] SAMPLES OF TYPICAL MATERIALS ENCOUNTERED (SEE TABLE 1 ) . ] SWELL-CONSOLIDATION TESTS WERE PERFORMED ON TYPICAL SPECIMENS OF POTENTIALLY SWELLING AND/OR CONSOLIDATING MATERIALS (SEE PLATES ] 5 AND 6) . THIS IS TO INDICATE THE BEHAVIOR OF THESE MATERIALS UPON _LOADING AND WETTING. _] ] SUBSURFACE ] THE SUBSURFACE CONDITIONS AT THE SITE ARE SOMEWHAT VARIABLE. OUR BORINGS ENCOUNTERED 9-1/2 TO 13 FEET OF VARIOUS SANDY, SILTY CLAY ] SOILS . NEAR TILE SURFACE THESE SOILS ARE VERY STIFF AND MEDIUM ] MOIST. HOWEVER, WITH DEPTH , THEY GRADE MORE MOIST AND LESS STIFF . THESE OVERBURDEN SOILS ARE PRESENTLY NON TO LOW SWELLING. ] SOME OF THEM SHOW MODERATE CONSOLIDATION CHARACTERISTICS WHEN l WETTED AND LOADED. _J A STRATUM OF SEVERELY WEATHERED MATERIALS UNDERLIES THE OVERBURDEN SOILS . THESE SOILS , 2-1 /2 TO 3 FEET IN THICKNESS , ARE STIFF CLAY AND SAND MIXTURES . JWEATHERED BEDROCK WAS INITIALLY ENCOUNTERED IN OUR BORINGS AT DEPTHS OF BETWEEN 12 AND 16 FEET. THE BEDROCK CONSISTS OF MEDIUM -1 ] PAGE 4 --] 871481 HARD TO HARD CLAYSTONE WHICH WOULD BE EXPECTED TO POSSESSES SOME ] SWELL POTENTIAL. THE PRESENT WATER TABLE AT OUR BORINGS RANGES FROM 11-1/2 TO ] 12-1/2 FEET. IT SHOULD BE NOTED THAT GROUNDWATER LEVELS CAN VARY WITH CHANGES IN PRECIPITATION, IRRIGATION, AND LAND USE, BOTH ON ] AND IN THE VICINITY OF THE SITE. FOUNDATIONS ] STRAIGHT SHAFT PIERS : STRAIGHT SHAFT PIERS (CAISSONS) ] EXTENDING INTO THE UNDERLYING BEDROCK WOULD BE THE SAFEST ] FOUNDATION SYSTEM FOR USE AT THE SITE. THE CAISSONS SHOULD PENETRATE AT LEAST 5 FEET INTO THE WEATHERED BEDROCK STRATUM . ] THE CAISSONS WOULD BE DESIGNED USING AN ALLOWABLE END BEARING ] PRESSURE AND SKIN FRICTION OF 22, 500 AND 2, 500 PSF, RESPECTIVELY. l THIS SKIN FRICTION APPLIES ONLY TO THE UNCASED PORTION OF PIER J SHAFT WITHIN THE BEDROCK. ] SPREAD FOOTINGS : IN OUR OPINION, THE USE OF SHALLOW ] FOOTINGS AND/OR MATS FOR SUPPORTING THE PROPOSED CONSTRUCTION IS AN ALTERNATIVE, BUT NOT ONE THAT IS EQUAL TO THE USE OF A DEEP ] ] ] PAGE 5 ] 871481 J 1 FOUNDATION SYSTEM . HOWEVER, SHOULD SIGNIFICANT COST SAVINGS RESULT FROM TILE USE OF FOOTINGS , THEIR USE WOULD BE ACCEPTABLE PROVIDED THE POTENTIAL MOVEMENTS CAN BE TOLERATED. TILE FOOTINGS WOULD BE PLACED WITH ADEQUATE FROST PORTECTION ( 3 FEET) ON THE NATURAL SOILS AND/OR STRUCTURAL FILL AND DESIGNED USING A MAXIMUM ALLOWABLE SOIL BEARING PRESSURE OF J1 , 500 PSF. DUE TO THE PRESENCE OF SOFTER, MORE MOIST SOILS W1TII DEPTH, THE FOOTINGS SHOULD PREFERABLY 13E NO DEEPER TITAN 6 FEET BELOW EXISTING GRADES . ALSO, IT WOULD BE DESIRABLE TO PLACE FOUNDATIONS AT LEAST 2-1/2 FEET BELOW EXISTING GRADES . EXTERIOR JBERMING WOULD BE A SUITABLE WAY TO PROVIDE FROST PROTECTION. IT SHOULD BE NOTED THAT UNDERCUTTING OF SOME FOOTING AREAS MAY BE JNECESSARY, PARTICULARLY IF PLACED BELOW THE PREFERRED DEPTH. GENERALLY, AT DEEP OVEREXCAVATIONS IT WILL BE NECESSARY TO USE A JLAYER OF CRUSHED ROCK, AT LEAST AS THE INITIAL REPLACEMENT FILL, IN ORDER TO STABILIZE THE EXCAVATION AND TO ACHIEVE ADEQUATE COMPACTION OF ANY SUBSEQUENT STRUCTURAL FILL. TYPICALLY WE WOULD • NOT EXPECT OVEREXCAVATION TO EXCEED 2 FEET IN DEPTH . WE ANTICIPATE THAT FOOTINGS DESIGNED AND CONSTRUCTED IN THE J • J PAGE 6 871481 PRECEDING MANNER COULD HAVE SETTLEMENTS ON THE ORDER OF 1/2 TO 1 INCH. HOWEVER, IT SHOULD NOT BE ASSUMED THAT THE ESTIMATED SETTLEMENT IS AN EXACT FORECAST OF WHAT WILL HAPPEN. HOPEFULLY, WITH CAREFUL CONSTRUCTION PROCEDURES , ACTUAL SETTLEMENTS WILL BE LESS THAN ESTIMAT-ED. SHALLOW FOUNDATIONS COULD ALSO BE SUBJECT TO HEAVES OF UP TO 1/2 INCH. J FLOOR SLAB CONSTRUCTION J THE NATURAL SOILS AND PROPERLY COMPACTED NON-SWELLING STRUCTURAL FILL HAVE SUFFICIENT STRENGTH TO SUPPORT FLOOR SLABS . HOWEVER, THE FOLLOWING MEASURES SHOULD BE TAKEN TO HELP PREVENT WATER FROM WETTING THE SOILS SUPPORTING THE SLABS AND ALSO TO MINIMIZE SLAB MOVEMENTS SHOULD WETTING OCCUR : 1) SEPARATE SLABS FROM ALL BEARING MEMBERS TO ALLOW THEIR INDEPENDENT MOVEMENT. FREQUENT JOINTS IN THE SLABS IN ' UNFINISHED ' AREAS ARE ADVISABLE. J 2) NO WATERING SHOULD BE ALLOWED WITHIN 6 FEET OF THE J BUILDING LIMITS . ROOF DOWNSPOUTS SHOULD NOT DISCHARGE IN OR ON THE BUILDING BACKFILL. PAVING ALL AROUND THE BUILDING WOULD BE A DESIRABLE FEATURE IN ORDER TO MINIMIZE WETTING WHICH COULD LEAD TO SOIL HEAVE AND/OR COMPRESSION. VERY GOOD SURFACE DRAINAGE WOULD BE SUI'T'ABLE ALTERNATIVE. PAGE 7 871481 3) ANY EXPOSED CLAYEY SLAB SUBGRADE MATERIALS SHOULD NOT BE ALLOWED TO DRY DURING CONSTRUCTION . THE ONLY WAY TO CONSTRUCT FLOORS WHILE ABSOLUTELY MINIMIZING ANY RISKS OF EXCESSIVE DIFFERENTIAL MOVEMENT WOULD BE TO USE A STRUCTURAL FLOOR SYSTEM SUPPORTED BY GRADE BEAMS AND PIERS . THIS IS NOT BELIEVED TO BE WARRANTED AT THIS SITE FOR THIS TYPE OF CONSTRUCTION. STRUCTURAL FILL ANY IMPORTED STRUCTURAL FILL MATERIAL INTENDED FOR USE BENEATH FOOTINGS AND/OR FLOOR SLABS SHOULD CONSIST OF A NON-SWELLING SOIL WHICH HAS BEEN APPROVED BY OUR OFFICE. ONE EXAMPLE OF A MATERIAL SUITABLE FOR USE AS STRUCTURAL FILL ON THIS SITE WOULD BE A SAND WITH LITTLE SILT OR CLAY. THE ON-SITE CLAYEY SOILS CAN BE USED AS STRUCTURAL FILL. STRUCTURAL FILL PLACED BENEATH FOOTINGS AND FLOOR SLABS SHOULD BE COMPACTED TO AT LEAST 95 PERCENT OF THE MAXIMUM STANDARD PROCTOR DENSITY (PER AS9'M D-698) . RECOMMENDATIONS FOR THE MOISTURE CONTENT OF THE FILL MATERIAL ARE DEPENDENT UPON THE TYPE OF MATERIAL CHOSEN, AND WILL THEREFORE BE PRESENTED UPON APPROVAL OF THE FILL. GENERALLY, A SAND MATERIAL WOULD NOT REQUIRE ANY PAGE 8 871481 l l MOISTURE CONTROL OTHER THAN AS NECESSARY TO ACHIEVE THE DESIRED COMPACTION. THE ON-SITE CLAYS WOULD NEED TO BE PLACED IN A MOIST CONDITION . DESIGN AND CONSTRUCTION DETAILS SPREAD FOOTINGS : • 1) FOUNDATION WALLS SHOULD BE WELL REINFORCED, BOTH TOP AND BOTTOM AND PARTICULARLY AROUND OPENINGS . THIS IS TO GIVE THEM SUFFICIENT BEAM STRENGTH TO SPAN ISOLATED SOFT OR EXPANSIVE SOIL POCKETS WHICH MAY OCCUR IN THE BEARING STRATA BELOW FOUNDATION LEVELS . 2) LOOSE, SOFT OR POTENTIALLY EXPANSIVE SOIL POCKETS MAY BE ENCOUNTERED IN THE FOUNDATION EXCAVATION. IF DETERMINED BY THE SOIL ENGINEER, THESE POCKETS SHOULD BE REMOVED AND REPLACED WITH PROPERLY COMPACTED STABLE FILL. 3) CARE SHOULD BE TAKEN IN EXCAVATING FOR THE FOUNDATIONS SO AS TO AVOID LOWERING THE BEARING CAPACITY OF THE MOIST, NATURAL SOILS. ALL SOILS EXPOSED AT THE BOTTOM OF FOOTING EXCAVATIONS SHOULD BE COMPACTED BY MAKING REPEATED PASSES WITH SMALL COMPACTION EQUIPMENT. PAGE 9 871481 GENERAL: 1 ) PRECAUTIONS SHOULD BE TAKEN AGAINST EXCESSIVE WETTING OR DRYING OF THE FOUNDATION SOILS DURING OR AFTER CONSTRUCTION . CLAYS EXPOSED DURING CONSTRUCTION SHOULD BE KEPT MOIST. OCCASIONAL SPRINKLING MAY BE NECESSARY. 2) BACKFILL AROUND THE BUILDING SHOULD BE MOISTENED AND WELL COMPACTED. 3) THE EXTERIOR GRADE SHOULD BE WELL SLOPED AWAY FROM THE BUILDING. A MINIMUM SLOPE OF 12 INCHES IN THE FIRST 10 FEET IS RECOMMENDED. CEMENT : AS A PRECAUTIONARY MEASURE , SPECIAL TYPE II CEMENT WITH A TRICALCIUM ALUMINATE CONTENT OF LESS THAN 5 PERCENT SHOULD BE USED IN ALL CONCRETE WHICH 1S EXPOSED TO THE EART❑ AT THE SITE. DRILLED PIERS : 1 ) PIERS SHOULD BE REINFORCED LONGITUDINALLY, WITH AT LEAST A 5/8 INCH STEEL ROD FOR EACH 18 INCHES OF PIER PERIMETER PAGE 10 871481 I 1 (MINIMUM OF TWO RODS ) , TO HELP PREVENT BREAKAGE OF THE PIERS DUE TO UPLIFT ON THEIR SIDES BY SWELLING MATERIALS . 1 2) PIER HOLES SHOULD BE FILLED WITH CONCRETE HAVING A 1 DESIGN SLUMP OR 4 TO 7 INCHES IMMEDIATELY UPON CLEANING AND OBSERVATION OF THE HOLES . THIS WILL ELIMINATE, OR AT LEAST j MINIMIZE THE NEED FOR TEMPORARY CASING. 3) THE PORTION OF THE PIER HOLES WITHIN THE BEDROCK SHOULD BE ROUGHENED ARTIFICIALLY TO ASSURE A GOOD BOND BETWEEN TILE CONCRETE AND THE BEDROCK. THE UPPER PORTIONS OF THE PIERS SHOULD BE KEPT SMOOTH, CARE SHOULD BE TAKEN TO AVOID ENLARGEMENT OF THE PIER TOPS . 4) A 4 INCH MINIMUM ' AIR SPACE ' SHOULD BE PROVIDED BENEATH TILE PORTIONS OF TILE GRADE BEAMS THAT SPAN BETWEEN THE PIERS . MISCELLANEOUS IN ANY FOUNDATION INVESTIGATION IT IS NECESSARY TO ASSUME THAT FOUNDATION CONDITIONS DO NOT CHANGE GREATLY FROM THOSE INDICATED BY OUR EXPLORATORY BORINGS . THESE BORINGS ARE SPACED IN SUCH A PAGE 11 871481 MANNER AS TO DECREASE THE POSSIBILITY OF ANOMALIES . HOWEVER, OUR EXPERIENCE HAS SHOWN THAT ANOMALIES DO SOMETIMES BECOME APPARENT DURING CONSTRUCTION. FOR THIS REASON, WE RECOMMEND THAT A REPRE- SENTATIVE OF OUR FIRM WHO IS FAMILIAR WITH THE SUBSURFACE CONDI- TIONS OBSERVE THE CONSTRUCTION OPERATIONS DISCUSSED IN THIS REPORT.
