Dear Commissioners: Attached is a copy of a letter dated December 31, 1987, from Mr. William G. Crews requesting that $5,000 being held to ensure compliance with the requirements of Amended USR-717:85:64 be released. This security is to be retained -only until the oil well is capable of production, and than a single $5,000 bond or security shall be held on the entire Use by Special Review area until all wells are capped. The Hoshiko #6-33 well spas drilled, but was a dry hole. -Enclosed is a copy of the Colorado Oil and Gas Conservation Commission Notice Iorm #4, which indicates that the Oil and Gas Conservation Commissi-on has approved the plugging and abandonment of this well. The Department of Planning Services' staff has inspected the site and determined that the well does not exist. The Department of Planning Services recommends that the Board of County Commissioners release $5,000 of she $20,009 security now being held for compliance security as requested in Mr. William Crews' letter of December 31, 1987. On a different note, you will recall that Sunshine had to deposit $15,000 ($5,000 per well) in connection with the Hoshiko #6-33, Hoshiko #8-33, and Bliss #10-33 wells drilled in the same Section under a previously amended USR. Two of the wells are awaiting final completion and are not yet ready for building permit final inspection. The Hoshiko #6-33 in the SE;NW;, however, was a dry hole. No building took place under permit 31018, and Sunshine will transfer that permit in the future to another well. The surface where the Hoshiko #6-33 was drilled has been restored, and we hereby request that the County refund the $5,000 in _connection with that well. Refund should be made to Mazuma Turnkey Contractors, Inc. , since Mazuma was the party placing the funds in the special account at Union Colony Bank.
