HomeMy WebLinkAbout870269.tiff RESOLUTION RE: ACTION OF THE BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO, CONCERNING SITE APPLICATION OF ARA DEVCON, INC. , DBA COUNTRY VIEW CARE CENTER, AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, ARA Devcon , Inc. , dba Country View Care Center, wishes to construct a wastewater treatment facility on the following described parcel of land, to-wit: Part of the SWa of Section 13 , Township 3 North, Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, the Regulations for Site Applications for Wastewater Treatment Facilities require review of the Site Application by the Board of County Commissioners prior to commencing construction and; further , that various local and State agencies be given the opportunity to review and comment on said Site Application , and WHEREAS , ARA Devcon , Inc. , dba Country View Care Center, has submitted its Site Application to the Board of County Commissioners of Weld County for review and comments , a copy of said Application being attached hereto and incorporated herein by reference , and WHEREAS , after study and review, the Board finds that said Site Application is compatible with the Weld County Comprehensive Plan and that it is in the best interest of Weld County to recommend approval of said Application , subject to the applicant moving a structure which is currently on the property before any work commences on the wastewater treatment facility to allow for the proper setbacks from Weld County Road 32 . In making this determination; the Division requires each applicant for a site approval for a domestic wastewater treatment works to supply an engineering report describing the project an( showing the applicant's capabilities to manage and operate the faility over the life of the project to determine the potential adverse impacts on water quality. The report shall be • considered the culmination of the planning process and as a minimum shall address the • following: Service area definition including existing population and population projections, flow/loading projections, and relationship to. other water and wastewater treatment plants in the area. • Proposed effluent limitations as developed in coordination with the Planning and Standards Section of the Division. (Allow minimum four weeks processing time.) Analysis of existing facilities including performance of those facilities. ' Analysis of treatment alternatives considered. Flood plain and natural hazard analysis. . Detailed description of selected alternatives including legal description of the site, treatment system description, design capacities, and operational staffing needs. Legal arrangements showing control of site for the project life. . Institutional arrangements such as contract and/or covenant terms for all users which wil be finalized to accomplished acceptable waste treatment. Management capabilities for controlling the wastewater throughout and treatment within th capacity limitations of the proposed treatment works, i.e. , user contracts, operating • agreements, pretreatment requirements. Financial system which has been developed to provide for necessary capital and continued operation, maintenance, and replacement through the life of the project. This would include, for example, anticipated fee structure. • ' Implementation plan and schedule including estimated construction time and estimated start—up date. Depending on the proposed project, some of the above items may not be applicable to address. SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING April 7, 1987 A regular meeting of the Weld County Planning Commission was held on April 7, 1987, in the Weld County Commissioners' Hearing Room, Weld County Centennial Building, 915 Tenth Street, Greeley, Colorado. A quorum was present. The summary of the last regular metting of the Weld County Planning Commission held on March 17, 1987, was approved as distributed. APPLICANT: ARA Devcon, Inc., dab Country View Care Center REQUEST: A recommendation of approval for a Site Application (waste water treatment facility) . LEGAL DESCRIPTION: Part of the SE} of Section 13, T3N, R68W of the 6th P.M. , Weld County, Colorado. LOCATION: Approximately .75 miles west of Weld County Road 13 on north side of Weld County Road 32. APPEARANCE: LaVerne Nelson, P.E. , Nelson Engineers, represented the applicant. They are asking for site approval for a sewage treatment facility. This is a system which will serve one property only, a care and treatment facility for the handicapped. The present septic tank and leach field are no longer working properly. The septic tank has to be pumped out about once a week. The Weld County Health Department has told them they can no longer operate in this manner. They have used a twenty year design feature for this facility. There will be an aerated pond and three evaporative ponds on approximately • eight acres. There will never be any discharge or drainage into any other area at any time. When a sewer system becomes available in this area they will connect to it. Water that goes into the ponds is fully treated and chlorinated. ��1y ��`� 8B 02 9 Summary of the Weld County Planning Commission Meeting April 7, 1987 Page 2 Tape 274 — Side 1 The Chairman asked Keith Schuett to read the recommendation of the Department of Planning Services staff into the record. Keith Schuett called the recommendation of the Weld County Engineering Department to the attention of the Planning Commission. Even though the ponds are not high enough to obstruct vision in any direction, they are still considered a structure. For the ponds to remain where they are, the applicant would need to apply for and be granted a variance from the Board of Adjustment. AMENDMENT: Ann Garrison moved the following condition be added to the staff's recommendation. 1. Prior to any work being done on the wastewater treatment facility, the applicant shall either move the structure to allow for the proper setbacks from Weld County Road 32 or shall apply for and receive a setback variance to conform with their plans. Motion seconded by Louis Rademacher. The Chairman called for discussion from the members of the Planning Commission. Discussion followed. The Chairman asked the members of the Planning Commission for their decision. Motion carried unanimously. MOTION: Ann Garrison moved the request of ARA Devcon, Inc., dba Country View Care Center for a recommendation for approval of a site application (waste water treatment facility) be forwarded to the proper State authority with the Planning Commission's recommendation for approval based upon the recommendation of the Department of Planning Services' staff including the condition as amended by the Planning Commission, and on the testimony heard by the members of the Planning Commission. CASE NUMBER: S-275:87:2 APPLICANT: Heritage Park Partnership REQUEST: Subdivision Preliminary Plan LEGAL DESCRIPTION: Part of the NW} of Section 17, T7N, R67W of the 6th P.M. , Weld County, Colorado. LOCATION: South of State Highway 14 and east of Weld County Road 15. APPEARANCE: Thomas Hellerich, Attorney at Law, Dinner, Hellerich, and Lazar, reviewed background information concerning this request. In June of 1985, the zoning of this property was changed to R-5. The site application for a sewage treatment facility has been approved. The Weld County Utilities Coordinating Committee has reviewed this request and recommends approval. They have reviewed the staff's recommendations and have no objections to them. They have met with the Windsor Planning Commission and they did not object to this request. There will be 3.8 mobile home units per acre; however the Zoning Ordinance does allow for 8 per acre. Therefore, the number of units per acre will be much less dense than allowed by the Ordinance. Merle Johnson, the preliminary plat allows for two hundred and twelve mobile home units as allowed for in the change of zone. The land slopes to the southwest. The interior streets will all be paved and maintained by the applicant. There will a maximum of three persons per unit. They have received a Federal permit to move the wetlands and these will be cared for in perpetuity. They will conform with the recommendations of the soil conservation district. Hal Walston, co-owner, reported they will have regular playground areas maintained by the owners. Donald Carlson, co-owner, reported there will be two playgrounds. In addition, the stormwater retention pond and, which will never have water in it except immediately after a storm will be used as a baseball diamond and recreaticn area. There will also be a clubhouse and a swimming pool. The density of the mobile homes is much less than any other park. It has been pre- pared to furnish all interested parties of the proposed District ; Colorado Department of Health ; Larimer-Weld Regional Council of Governments ; Weld County Commissioners; Health Department of Weld County; Weld County Planning Department; Colorado State Geologist; and all property owners within and in the vicinity of the Center with pertinent information for the evaluation of the proposed waste- water treatment facility and site. This report addresses the preliminary design, regulations, and other related matters of the treatment facility. The facility has been designed for complete evaporation of the effluent on-site therefore no discharge will occur. Description of the Area The area to be served is located in the Southwest Quarter (SW 1/4 ) of Section 13 , Township 3 North, Range 68 West in Weld County. The site is three-quarters ( 3/4 ) of a mile west of Weld County Road 13 on the north side of Weld County Road 32 . Interstate Highway 25 is located one and one-quarter (1-1/4 ) mile west of the proposed site. The Town of Mead is approximately three ( 3 ) miles to the northwest. (See Exhibit No. 1 ) There is a privately owned and operated wastewater collection and treatment system serving the Center. It consists of septic tanks and leach fields. The soil conditions found on site are in- adequate for the existing leaching system as constructed . The septic tanks are presently being pumped on a weekly basis, which is not economical or a feasible solution to the problem of sewage treatment and disposal. The topography of the site slopes predominantly to the north, towards Lake Thomas (also known as Callahan Reservoir) . The only contributor to the wastewater col- lection and treatment system will be the Center. The legal description of the site is provided . (See Appendix A, Exhibit No. 3 ) The site is located outside the Flood Hazard, Airport, and Geologic Hazard Overlay Districts as designated by Weld County. Three domestic water wells are located within one mile of the proposed wastewater treatment facility as listed on the master extract list for Division 1, Ground Water Section of the State' s Divison of Water Resources. (See Appendix A, Exhibit No. 4 ) The domestic water wells should not be affected since they are all located in a different drainageway than the proposed facility. (See Exhibit No. 2 ) The existing wastewater service entities within five miles of the Center are: Mead Sanitation District and the St. Vrain Sanitation District. The Center is located approximately three (3 ) miles and three and one-half ( 3-1/2 ) miles from each treatment plant, respectively. Country View Care Center is in a drainage basin which is not tributary to either sanitation district. As a result, extensive pumping, using lift stations and force mains for long distances is required . Such added costs of facilities makes connection with either sanitation district infeasible. The cost to connect to these districts is provided later in this report. The proposed wastewater treatment plant is designed to be operated as an evaporative system. There are no plans of water re- use on site or discharging the effluent. Design Criteria Population Projection - The Center has the capability to house 87 residents with a maximum staff of 30 on site during any one shift. ARA Dev Con, Inc. , has no plans to increase the facility at Country View Care Center, nor are there any plans to incorporate any addi- tional sewage from any other facility. The treatment facility is designed as if 120 people reside at the Center. Design-Period - In the planning of improvements, it is neces- sary to design for some future estimated population . The time in which this population is reached is termed the "design period" . In most instances , wastewater treatment facilities are designed for a future period of 20 years. Wastewater Characteristics - The characteristics of the Center' s waste being discharged is believed to be normal domestic sewage, including laundry and food waste usually associated with a 24 hour per day live-in institutional facility. The Colorado Department of Health recommends, for design pur- poses, that an average individual flow contribution of 100 gallons per capita per day (gpcd ) be used to determine the quantity of waste- water generated . The treatment facility is designed using 12, 000 gallons per day hydraulic flow capacity. The composition, as well as flow, of domestic wastewater varies from area to area and with the time of day. The two most common measures of the "strength" of wastewater are Biochemical Oxygen Demand (BOD) and Total Suspended Solids (TSS) . The deter- mination and monitoring of other characteristics such as chemical oxygen demand , temperature, color, pH, dissolved oxygen, fecal conforms and ammonia may be warranted by a particular situation. For design purposes, the following values have been utilized as domestic wastewater strengths: BOD - 0 . 20 pounds per capita per day (ppcd ) TSS - 0 . 20 ppcd Such an organic load results in 24 pounds of BOD and TSS per day. Geotechnical Information The major portion of the site is overlain by silty clay more specifically, Wiley-Colby Complex as identified by the United States Department of Agriculture, Soil Conservation Service (SCS ) . The SCS classifies the soil as generally percolating slowly with permeability rates ranging in the vicinity of 0. 6 to 2. 0 inches per hour, ground water table generally found at depths greater than six (6 ) feet, and bedrock depth found in excess of sixty (60 ) feet. (See Appendix A, Exhibit No. 5 ) The general information provided by the SCS has been confirmed by percolation tests conducted in the field by Weld County Health Department, Environmental Health Services on December 17, 1985 . The percolation tests were performed in the northeast corner of the site, near the existing septic system. Free groundwater was encountered at the depth of eight (8 ) feet below the surface, approximately at the location of the proposed lift station. Due to the lift station being located at the lowest elevation on site, ground water is not anticipated to be a problem during construction or during operation of the facility. 870269 3 The use of pond liners in the evaporation ponds are not an- ticipated due to the soil conditions encountered as evident by the failure of the existing leaching system. The aeration basin will require a liner consisting of a bentonite-soil mixture. Two pounds of bentonite per square foot has been recommended by a geotechnical engineer with Empire Laboratories, Inc. The liner will be required to meet the Colorado Department of Health permeability standards determined for aerated lagoons. Treatment Alternatives Various alternatives were evaluated for providing treatment to the wastewater generated by Country View Care Center. The basic objectives which have been established for this project are as follows: 1. Provide adequate treatment in accordance with reasonable environmental considerations. 2. A reasonable first cost and low operating cost. 3 . Ease of maintenance. 4. A permanent type of solution . 5. Operator and owner safety and acceptability. 6. Built-in versatility. Two on-site systems were studied : A package plant using the extended aeration process; and an aerated lagoon followed by evapora- tion ponds. Each alternative would include chlorination facilities and will provide an acceptable treatment. The first alternative, a package plant, was rejected for the following reasons: 1. Treatment process is more sensitive to operating problems and variations of influent loadings. 2 . Requires addtional operator attention. 3 . Operating costs are higher than ponding and evaporation. 4. The Colorado Department of Health has concluded that pack- age plants, in general, have a less than satisfactory track record in Colorado. 5 . There is no readily available discharge point for the treated effluent. Also evaluated during the alternative treatment analysis was the possibility of connecting to the Mead Sanitation District or the St. Vrain Sanitation District. The estimated cost is $226,000 and $143 ,200 , respectively. The operation costs of these alterna- 4 670269 tives would be greater than the cost of operating an on-site aerated lagoon/evaporation ponds system. The aerated lagoon and evaporation ponds as proposed in this report meet the needs of the Center and provides an envoironmentally sound treatment and disposal system. The system will operate satis- factorily below its estimated design capacity. Also, this type of treatment facility offers simplicity of operation, lower operation and maintenance costs, and reliability and can be accommodated en- tirely on the presently owned land of the applicant. Treatment Plant The evaporation pond system was choosen based upon cost, con- struction schedule, the ease of operation and the ability to meet the needs of the Center. The evaporation pond system will include 5 870269 an aeration basin, lift station, evaporation ponds , and chlorination facility. (See separate sheets, Exhibit No. 7 ) The facility consists simply of collecting all sewage into an outlet that discharges to a common wet well. This wet well will be fitted with submersible grinder pumps that in turn will force the raw sewage into the aeration basin. In the aeration basin, air will be induced into the sewage utilizing a submersible aerator for the required time to provide the necessary treatment. The effluent from the aeration basin will then flow by gravity into a chlorine contact chamber where the sewage will be held in contact with chlorine for sufficient time. After chlorination , the effluent will be pumped into evaporation pond number one. Evaporation pond number one when full will overflow into number two and number two when full will overflow into pond number three. Lift Station - The lift station will consist of a 48 inch dia- meter concrete wet well containing two (2 ) , two horsepower grinder pumps. Each pump will be capable of delivering 20 gallons per minute against a total head of thirty (30 ) feet. A four (4 ) inch overflow pipe will extend from the wet well to an existing septic tank. The overflow pipe will prevent the wet well from overtopping during a power outage. Aerated Pond - The aerated pond is designed to provide enough detention time and oxygen mixture to reduce the BOD, fecal coli- forms, and total ammonia to meet the requirements as established by the Colorado Department of Health. Complete mixing will occur in the aerated pond . The aerated pond will have a depth of eight (8 ) feet to pro- vide a detention time of 25 days at a capacity of 40 , 100 cubic feet (0 . 92 ac. ft. ) . The aerated pond will have one (1 ) , two horsepower submerged aerator to provide oxygen to oxidize (stabilize) the organic matter as well as provide the necessary mixing. A berm width of eight ( 8 ) feet, side slopes of 3 :1 and a two (2 ) foot freeboard are proposed for proper maintenance of both the aerated lagoon and evaporation ponds. The bottom of the aerated pond will be sealed with a bentonite-soil mixture to meet the Colorado Department of Health permeability standards determined for aerated lagoons. Evaporation Ponds - Three evaporation ponds containing a total of 141, 400 square feet of surface area, are designed to work in series. face area . The ponds will provide 264 days storage with no evaporation. The design is based on 45 inches per year of net evaporation at this site. Should at any time it be necessary to freshen the water in any of the evaporation ponds, gravity recirculation is provided to 6 870269 the aeration basin. Additional control of water quality in the evaporation ponds can be provided by adding a copper sulfate solu- tion to the water. Chlorine Contact Basin - The chlorine contact basin will pro- vide a minimum detention time of 30 minutes at a chlorine dosage of five (5 ) mg/1 at peak hourly flow. The 500 gallon chlorine contact basin is capable of treating an effluent capacity of 14 , 000 gallons per day. The chlorine shall be provided in the form of tablets, allowing less maintenance and greater safety. Control Building - The control building will house the piping controls from the lift station and to the aeration basin, as well as, the controls to recirculate the evaporation ponds back through the aeration basin should more air be required . The chlorine con- tact basin and the effluent pumps will also be located in the control building. Effluent Lift Station - The effluent lift station will con- sist of a 48 inch diameter, high density PVC wet well containing two (2 ) , one-half horsepower submersible sewage pumps. Each pump will be capable of providing 20 gallons per minute against a total head of. twenty-four (24 ) feet. An overflow pipe will extend from the wet well to an emergency overflow pond to prevent the wet well from overtopping during a power outage. Collection System - The collection system will tie the existing system into the lift station containing the grinder pumps. The existing septic tanks and leach fields will be abondoned, ex- cept the one tank used as an overflow from the wet well, upon com- pletion and start-up of the new sewage facility. The collection system will be constructed to meet the regulations of Weld County and the State of Colorado. Safety Features The proposed plant was designed to ensure the safety of the people in the area even if a power failure should occur. As pre- viously mentioned , means to prevent the overflow of both wet wells have been provided. Both lift stations have been designed with a high water warning light that will be visible from the Center. The effluent in the evaporation ponds can be recirculated through the aerated pond should they need more air. The wastewater treatment plant and the employees will be sub- ject to all safety measures as required by the Department of Health and the Occupational Safety and Health Administration (OSHA) . 8'70209 Operation and Maintenance (0 & M) The evaporation ponds as proposed are relataively simple to operate. The major items for the operator to monitor for satis- factory treatment are: 1) insure normal functioning of the lift station; 2 ) insure normal functioning of submerged aerator; 3 ) pro- vide adequate chlorination; and , 4 ) provide periodic testing of water quality parameters to ensure proper performance. Regarding the maintenance of the wastewater treatement plant, regular daily inspections will be made to check each of the fol- lowing areas : 1. Shallow rooted , perennial grasses may be planted on the dikes to within one ( 1 ) foot of the normal water surface elevation. Grass should be mowed on a regular basis during warm weather. 2. Trees and shrubs will not be allowed to grow on the dikes of the ponds. 3 . Animal burrow damage in the dikes. 4. Bank erosion. 5. Proper operation of mechanical equipment. In addition to daily maintenance, the on-going duties will include keeping the collection lines clean and freeflowing, main- taining records on mechanical equipment which detail names of manu- facturer and supplier, specifications, nature and frequency of main- tenance, and record keeping and reporting to the Center' s director on treatment plant performance. The proposed facilities of the Center will require one person on a part time basis for the daily operation and maintenance. A second person will occasionally be needed for jobs which, for safety or physical reasons, cannot be handled by one person. Main- tenance and operation will be handled by the staff presently em- ployed at the Center. It is anticipated that the Center will contract with the Weld County Health Department to sample and test the treated wastewater. Implementation Plan The wastewater treatment improvements proposed for the Center are planned to be constructed during the Spring of 1987 . The final plans and specifications have been completed , bids have been re- ceived, and award of the contract is pending the approval of the site by the State and County. 870259 8 The wastewater treatment improvements will replace the existing failing septic system. The timely approval of the site, allowing construction of the proposed facility, is in the best interest of the residents in the area, the residents in Weld County and the people of the State of Colorado. 870269 9 Legal Aspects Land and Easements Country View Care Center and the land on which the Center re- sides is owned and controlled by ARA Dev Con, Inc. , the managing firm for the center. (See Appendix A, Exhibit No. 6 ) The treatment facility is designed to be installed solely on property of the Center, therefore no easements will be required. The facility will not require a discharge permit since no effluent will be emitted off site. 870269 10 Financial Analysis General The construction, operation and maintenance of the waste- water treatment plant will be paid in full on a cash basis by ARA Dev Con. , Inc. , a duly constituted corporation doing business in the State of Colorado. The construction of the plant is considered as a necessity to insure the operation of the Country View Care Center. Cost Estimates The following cost estimates are based on current construction bid prices for comparable work in this area. These estimates in- clude costs of major portions of the work and the conditions which might affect the final cost of the work. Engineering design, con- struction observation, legal , fiscal and contingency items are in- cluded as 20% of the estimated construction cost. Construction costs in this general area have continued to rise during the past several years , due to various conditions , such as impending growth and general increases of costs. The construction costs shown are based on 1986 prices. The annual increase is im- possible to predict, but based on the past performance, the increase will probably range between 3 . 5% and 10% annually. Although these estimates represent the best information avail- able, there is no guarantee of the actual costs to be incurred . There may be unforeseen factors that can substantially affect the final costs of construction. Every effort will be made to accom- plish a final project commensurate with the financial program that is adopted as a result of this report and subsequent studies.
