Dear Mr. Gumb:
An airspace analysis (88-ANM/D-054) of the proposed Suckla Farms Balloon
Port has been completed. Based on this study, the Federal Aviation
Administration (FAA) has no objection to the proposal provided no
penetrations of the Denver terminal control area occur and no balloon
operations are conducted during low visibility conditions, including hours
of dawn or dusk. All balloon pilots should be thoroughly briefed on these
provisions and should be thoroughly aware of the airway system which .
converges at Denver. It may be advantageous for balloonists to develop a
cruise syllabus as a means to prevent TCA violations.
This determination does not mean FAA approval or disapproval of the
physical development involved in the proposal. It is a determination with
respect to the safe and efficient use of airspace by aircraft and with
respect to the safety of persons and property on the ground.
In making this determination, the FAA has considered matters such as the
effect the proposal would have on the existing or planned traffic patterns
of neighboring airports, the effects it would have on the existing airspace
structure and projected programs of the FAA, the effects it would have on
the safety of persons and property on the ground, and the effects that-
existing or proposed man—made objects (on file with the FAA) and known
natural objects within the affected area would have on the proposal.
,Included in the determination was an evaluation of the Balloon Port
location in relation to the Denver terminal control area. The Suckla Farms
Balloon Port would be located under the 16-20 NM TCA shelf which has a
floor altitude of 9,000 feet MSL. Also, the Balloon Port would be only two
miles from the 10-16 NM TCA shelf which has a floor altitude of 7,000 feet
MSL. Balloonists, therefore, would have less than 2,000 feet in which to
maneuver and to remain clear of the TCA if a south or southeasterly course
is taken. Balloon penetrations (as with other unannounced aircraft
penetrations) of the TCA are not acceptable and may require reevaluation of
the Balloon Port and possible revocation of this airspace determination.

Services' staff has reviewed your request and determined that moving the
tower five hundred feet (500') to the east on the Special Review permit
property would not be considered a major change to Special Review permit
#776:86:57.
A subdivision exemption may be required for the property to be used for the
eastern guy wire. Please provide information the lease or purchase of the
property.

Suckla Farms for a Radio Transmitter Tower
Dear Members of the Planning Staff:
I have recently been contacted by Surrey Broadcasting Company
concerning the above referenced USR, which was approved by the Board of
County Commissioners for the construction of a radio tower some time
ago. It has come to the attention of Surrey Broadcasting from the
F.C.C. that an error or an adjustment was made in the coordinates of the
location of the tower. One of the coordinates is off approximately 10,
which requires moving the tower five hundred (500') feet.
Surrey Broadcasting Company is considering moving the tower to
comply with the F.C.C. coordinates, which would result in one of the
guy-wires for the tower being off of the property approximately three
hundred (300') feet to the east. This property to the'east is likewise
owned by Mr. Suckla and arrangements, we believe, could be made with
Mr. Suckla concerning this guy-wire extending onto his property. There
will be no actual modification or changes to the use of the property or
the USR, simply the location of the tower within the property described
in the application, resulting in one of the support wires extending onto
Mr. Suckla's property.
We do not believe this is a material change in any manner to the
application, nor will it effect any of the residents in the area. It is
my understanding that the staff will be meeting Tuesday and Thursday of

this week, and I am therefore requesting that the staff review this
situation and to make a determination if any modifications are needed to
the USR, or what other procedures may be necessary.

RE: USR-776 : 86 : 57 - Proposed Radio Tower
Dear Mr. Schuett:
In reference to the above forementioned project, we would
like to request staff review of the following change.
As we discussed earlier this week, we need to make a minor
modification in the orientation of the guy wire locations
supporting the proposed tower. The reason for this reloca-
tion is due to the mounting of the guy wires to the
tower. If constructed as shown, the location and attachment
of the guy wires interfere with the location and orienta-
tion of the antennas. Attachment of the guy wires under
this situation could only be accomplished by special tech-
niques , jeopardizing the integrity of the tower supports.
The guy wires are a minor element of the tower and do vary
slightly from manufacturer to manufacturer due to custom
design of each tower. This request is to adjust for these
differences. As shown pn the enclosed plan, the rotation of
the guy locations is only 16° clockwise, and may vary 5° +/-
from the new location due to field verifying.
