HomeMy WebLinkAbout850616.tiff RESOLUTION RE: APPROVAL OF STATE HOUSING GRANT APPLICATION CONCERNING HOUSING UNIT IN GILL, COLORADO, AND AUTHORIZATION FOR CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a State Housing Grant Application for acquistion and new construction of a housing unit in Gill, Colorado, has been presented to the Board, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the State Housing Grant Application for acquisition and new construction of a housing unit in Gill, Colorado, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said Housing Grant Application. It was platted in 1909 by the Gill and Dicker Land Company, and was built between 1909 and 1930. The population during the 1920's approached 300, it decreased to around 225 in the 1930's and has remained stable since that time. The minority population of Gill also has remained stable since the early migration of agricultural workers in the 1940's. Hispanics now comprise 42% of the overall Gill population. The percentage of low-income families in the Gill area is rather high at 82%, and is due to an overall lower standard of living in the area. This factor contributes to the deteriorating condition of the housing stock, which this application intents to address. Through the Division of Housing Acquisition Program, we hope to address a serious health and safety concern of the community, through the acquisition of a dwelling unit that has been determined to be beyond the scope of the CDBG Rehabilitation Program. This particular unit was targeted by the CDBG Advisory Committee for Gill in 1983 as in need of assistance. No action was taken by the homeowner to process the CDBG application due to a grave illness of the head of household. Subsequently, his death has brought a reappraisal of the project, and the determination that acquisition funds would be the best alternative to alleviate the health and safety issues involved. It is important to stress that this action is whole heartily in concert with the homeowner, and has their strong support. The Weld County Housing Authority, the Weld County Planning Department and the Weld County Health Department has cooperated in the evaluation of this proposal. The common conclusion is that the acquistion program is the most feasible and cost effective alternation to resolve this particular applicant's and community's concern. We are requesting funds for the acquisition of an existing dwelling unit at the fair market value. The Weld County Housing Authority will assist the applicant homeowner in locating a standard housing unit that can be relocated to the present dwelling's site, where it will be placed on a permanent foundation. It is important to note that the homeowner has made arrangements to live with relatives during the short displacement period, and that they understand that they will be responsible to cover all the moving and site preparation costs associated with this plan.
