ADDITIONAL COMMENTS
USR-864
Monfort, Inc.
There is currently 30 feet of right-of-way south of the centerline of
"0" Street. The City of Greeley Planning Commission requested the
applicant to dedicate a total of 50 feet south of the centerline of "0"
Street.
It is the policy of Weld County to require the dedication of additional
right-of-way when it can be shown that the traffic impacts of the
proposed development warrant additional road improvements and
right-of-way.
In this case, the staff is recommending an additional 20 foot
right-of-way reservation south of the centerline of "0" Street since
the traffic impact does not appear to be greater than the previous use
and no additional road improvements are warranted.

There is nothing in this proposal that conflicts with our interests. There
are some chemicals listed that will be in storage at the facility that are
over the SARA Title III reporting requirements. This can only he verified
by CAS number,as generic names can mean different chemicals. This facility
appears to be a SARA regulated company when it becomes operational.
I am requesting that this facility monitor itself and when it meets the
"threshold planning quantities" of each chemical that it file the
appropriate forms and reports with the Weld County Office of Emergency
Management.

Consistency Witt Weld County Comprehensive Plan:
The use is consistent with the Weld County -and City of
Greeley Comprehensive Plans, which -contemplate commercial
and industrial development in the areas immediately forth of
Greeley.
Consistency With Intent of the District:
As explained above , the use falls within the scope of the
uses intended by the district in which it resides, and is no
more intensive a use than uses allowed by right in the
district.
Protection of Health, Safety and Welfare:
The use will produce ro emissions and is completely
contained in the laboratory building. Hazardous chemicals
will be stored in fire and explosion proof cabinets, and are
used in laboratory hoods specially designed to prevent
unintentional dispersion in the atmosphere. Hazardous
materials are used only in small quantities, since the use
is for a food laboratory. The previous use of the building,
pesticide and agricultural chemical storage and sale, was a
far more intensive use, even though it was allowed by right.
Compatible Use:
The surrounding area now has similar chemical/office uses
and will not be adversely affected by this use. Both
operations adjacent to the proposed laboratory generate
truck traffic of about the same frequency as the use. The
Great -Plains Chemical facility to the east has similar
office use and warehouse use but a more intense storage of
chemicals . The Property Management firm to the west, Rick
and Demuth, also stores and sells oil field services and
equipment. The area surrounding these three facilities is
sparsely populated, with industrial usage to the south and
agriculture usage to the east.

The Compatibility With Future Use:
The City of Greeley and Weld County have zoned the area for
commercial and industrial use and have planned development
in the area to be consistent with the present uses and this
proposed use.
Hazards:
The use is not located is a flood plain, geologic hazard
area or Weld County Airport overlay district area, and the
application complies -with section fifty overlay district
regulations as outlined in the Weld County Zoning Ordinance.
