AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS , the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Weld County Council has selected Management Advisors , Inc. to conduct a performance audit of the Department of Planning Services , and WHEREAS, the Board of County Commissioners has been presented with a Letter of Understanding which outlines the terms and conditions under which services will be provided, and WHEREAS, after review, the Board deems it advisable to approve said Letter of Understanding from Management Advisors, Inc. , a copy of said Letter being attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Letter of Understanding from Management Advisors , Inc. to conduct a performance audit of the Department of Planning Services be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is , authorized to sign said Letter of Understanding. Box 758 Greeley, Colorado 80632 Dear Bill : Thank you for your confidence in Management Advisors , Inc. in selecting our firm to conduct a performance audit of Weld County ' s Department of Planning Services. The purpose of this Letter of Understanding is to outline the terms and conditions under which we will provide our services. We understand that your objective is to obtain an independent , objective evaluation of the performance of the Department of Planning Services. In conducting our work, we will review and assess the operation and performance of Building Inspections and Planning Services. We will obtain our information from interviews with departmental personnel as well as from reviews of correspondence , reports , records and documentation available from the Department of Planning Services. While the Director of the Department , Chuck Cunliffe , would like us to pay particular attention to enforcement , land-use application servicing and how violations are handled , we will also focus our review on other areas which we feel warrant review. In addition, we will utilize the objectives outline (copy attached) which was issued by the Department for 1985. The end-product of our work will be a written report which addresses each area of our review. Our report will contain statements as to conditions with recommendations for improvement where appropriate. We will review a draft of our report with Chuck Cunliffe upon his return from his planned absence in mid November. Working drafts will then be issued to Council and a meeting with Council members will be scheduled for late November. Rupp , President October 14 , 1985 Page two I will be the principal consultant on this assignment. If necessary, another consultant from our staff will be assigned to assist me. We estimate that our fees for this work including out-of-pocket expenses will range between $5 , 000 and $6 , 000. In any event , our total charges will not exceed $6, 000 unless there is an approved expansion of scope in writing. We will bill for actual fees and expenses incurred , but not to exceed $3, 000, upon delivery of our draft report to Chuck Cunliffe in mid November. The balance of our charges will be billed at the completion of our work and final review with the Council and/or Board. Payment is due within twenty days of invoice. Amounts past due are subject to a late charge of one and one-half percent per month until paid. These basic objectives are continually reviewed to insure their compatibility and applicability to overall County programs and activities. Current Planning - To provide staff assistance at meetings of the Board of County Commissioners, Planning Commission, Board of Adjustment, and Utilities Coordinating Advisory Board. - To provide evaluations of land use proposals requiring County permits: - To insure compliance with adopted plans and regulations. - 'To determine impacts on surrounding uses and Weld County in general. - _So that such evaluations are completed within time frameworks defined by regulations. - Thoroughly, so as to avoid the need for rehearing. - To insure such proposals are referred to the proper agencies for comment. To research and evaluate land use plans and maps for potential application, programs, and regulations upon public or agency request. - To provide information to the general public on Weld County land use policies, programs, regulations and permit requirements. - To execute special projects as directed. Long Range To write, review, and where necessary, revise land use plans and regulations to assure: - Validity for Weld County needs and desires. - That arguments and policies set forth in plans and regulations are valid for Weld County and consistent with -current technical information. - Protection to citizens as development or changing conditions occurs. An efficient means of evaluating development impacts and enforcing regulations. - The elimination of procedural error and 2onfusion in the administration of regulations. - Compliance with State and Federal Legislation - To execute special projects as directed. -Enforcement - To perform on-site inspections to insure that existing land uses and activities are in compliance with Weld County regulations. - To answer requests and respond to complaints as promptly and efficiently as possible. - To decrease the number of violations by keeping the public informed of requirements of the Weld County Zoning Ordinance. - To execute special projects as directed. Building Inspection - To perform inspections on all structures in the unincorporated areas of the County to insure that they meet the standards set forth by the Weld County Building Code. - To perform inspections on structures in incorporated towns on a contract basis. - To respond to complaints as promptly and efficiently as possible. - To provide information to the general public on general construction problems, code compliance, and permit requirements. - To perform abatements of dangerous buildings, contact owners, and condemn if necessary. - To decrease the number of violations by keeping the public informed of requirements of the Weld County Building Code. Administrative Support Services Office Technicians and Construction Permit Technician • - To provide clerical and secretarial support on the processing of land use applications, permits issued, inspections conducted, enforcement actions, and administration. - To receive telephone and personal callers; processes requests for inspections; maintains Department filing systems. - To provide documents for sale upon request. - 20 refer the public to agencies which have the pertinent information or jurisdiction. - To perform fiscal clerical work according to established procedures; handles and deposits monies; issues receipts; prepares billings, etc. - To Prepare County and other miscellaneous reports by compiling statistical information. Planning Technician - So review building permit applications to ensure compliance with County Land Use regulations. - To obtain information on ownership transfer and on existing and proposed uses to insure such uses and transfers are in _compliance with County Land Use Regulations. - To display, through maps and graphics, the most accurate and current information available to the Planning Commission, Board of Adjustment, Board of County Commissioners and other staff members. - To prepare report graphics in a manner which clarifies the material for the general public, boards and agencies. - To record Board and Committee actions on base maps as a permanent record of official actions. - To record information accurately on base maps for use in -planning studies and analysis of development proposals. - To index and maintain maps to insure the efficient display, retrieval and use of the most current planning and land use information available. - To provide ready public access to maps, exhibits and requested information. — To execute special projects as directed. Administration - To assure staff awareness of and accomplishment of departmental objectives within the approved department budget. - To insure departmental functions are being carried out within the constraints of defined policies and procedures. - To provide information to the general -public so as to enhance public understanding and awareness of the responsibilities of the Department of Planning Services and the purposes of Weld -County land use plans and regulations.
