rn w Ordinance, establishing a comprehensive revision of the building
z code requirements for the unincorporated areas of the County of
N Z Weld, and has adopted amendments in Ordinances 119-A through

a WHEREAS, said Ordinance No. 119, as amended, is in need of
revision, updating, and clarification with regard to procedures,

NOW, THEREFORE, BE IT ORDAINED by the Board of County

Commissioners of Weld County, Colorado, that said Ordinance No.
119 , as amended, is amended by the addition, revision, and
renumbering of various sections, which shall read as follows:
AMEND SECTION 10 .2 .
Add a second sentence to read:
The purpose of this code is not to create or
otherwise establish or designate any particular
class or group of persons who will or should be
especially protected or benefited by the terms of
this Code.

endangers the life, limb, health, property, safety

which is not free of cross connections or siphonage
between fixtures shall be considered substandard.

equipment which was installed in violation of code
requirements in effect at the time of installation
or mechanical equipment not installed in accordance
with generally accepted construction practices in
areas where no codes were in effect or which has
not been maintained in good and safe condition

rat harborages, stagnant water, combustible

constitute fire, health or safety hazards as
determined by the Weld County Health Department.

12 .13 . 12 Inadequate Exits. Except for those buildings or
portions thereof which have been provided with n
adequate exit facilities conforming to the o
provisions of this code, buildings or portion
thereof whose exit facilities were installed in
violation of code requirements in effect at the
time of their construction or whose exit facilities
have not been increased in number or width in
relation to any increase in occupant load due to
alterations, additions or change in use or
occupancy subsequent to the time of construction

shall be considered substandard. Notwithstanding
compliance with code requirements in effect at the
time of their construction, buildings or portions
thereof shall be considered substandard when the
building official finds that an unsafe condition
exists through an improper location of exits, a
lack of an inadequate number or width of exit, or
where other conditions exist which are dangerous to
human life.

If any section, subsection, paragraph, sentence, clause or
phrase of this Ordinance is for any reason held or decided to be
invalid or unconstitutional, such decision shall not affect the
validity of the remaining portion. The Board of County
Commissioners hereby declares that it would have passed the
Ordinance, and each and every section, subsection, paragraph,
sentence, clause and phrase thereof irrespective of the fact that
any one or more sections, subsections, paragraphs, sentences,
clauses , or phrases might be declared to be unconstitutional and mtb

A public hearing was conducted on November 30, 1988, at 10:00 A.M. ,

The following business was transacted:
I hereby certify that pursuant to a notice dated October 31, 1988, and
duly published November 2, 9, 16, and 23, 1988, in the Platteville
Herald, a public hearing was conducted to consider certain amendments
to the Weld County Building Code. Bruce Barker, Assistant County
Attorney, made this matter of record. Chuck Cunliffe, Director of
Planning Services, entered the favorable recommendation of the Planning
Commission into the record. Becky White, of the Weld County Housing
Coalition, submitted a Resolution from her organization and letters
from Hope Cassiday, Executive Director of the Patient Advocacy Team;
John Swallow, Director of Inspection for the City of Greeley; Ed Gibbs;
William A. Paris, Adjutant of the Greeley Disabled American Veterans;
and Dr. J. Forbes McClellan, Chairman of the Board of Directors,
Catholic Community Services/Northern supporting these changes. Mr.
Barker and Lanell Curry, Planning Department representative, read
Ordinance 119-F, containing the proposed amendments to the Weld County
Building Code, into the record. (Tape Change #88-60) No further public
testimony was received concerning this matter. Commissioner Lacy moved
to approve the first reading of Ordinance 119-F and direct the Clerk to
the Board's Office to publish forthwith. The motion was seconded by
Commissioner Johnson, and it carried unanimously.
This Certification was approved on the 5th day of December, 1988.

RESOLUTION
WHEREAS , the Weld County Housing Coalition is a coalition of
service providers , consumer representatives familiar with the
hardships experienced by individuals and families living in
substandard housing , and
WHEREAS, the existing uniform building code , dangerous
building code inadequately address the condition of substandard
housing in Weld County , and
WHEREAS, the Uniform Housing Code provides minimum standards
to safeguard life, limb, health , property and public welfare all
residential buildings within its jurisdication .
WE THEREFORE ENCOURAGE the Weld County Commissioners to adopt
the Uniform Housing Code .
The above and foregoing Resolution was , on motion duly made

Dear Judy ,
I am pleased to inform you that the Greeley Center for
Independence Board of Directors passed the Housing Coalition
Resolution unanimously . From the reaction of the board it
would seem that the only reservation was that seasonal housing
would be excluded and allowed to continue in unsafe , un-
sanitary , uninhabitable conditions . Regarding specifically
the issue of heat , a. member of our board commented : "There
are cold nights in September" . I believe it is a point well
taken .

As a Weld County resident, I support the adoption of the Uniform Housing
code by the Board of County Commissioners of Weld County. I am aware that
Weld County currently does not have an adequate code to eliminate severely
substandard housing. I also support the Weld County Housing Coalition's
resolution fora Uniform Housing code which would "provide minimum
standards to safeguard life, limb, health, property and public welfare" in all
residential buildings.
Hopefully, such a housing code can be passed and passed very soon.

Catholic Community Services/Northern, as a member of the
Weld County Housing Coalition , supports the housing code
resolution as adopted by the Coalition on November 24 , 1987 ,
with the understanding that although seasonal agricultural
housing is exempt from the code , it is to be considered an
important housing issue in Weld County. Catholic Community
Services/Northern recommends that the Weld County Housing
Coalition attach an addendum to the resolution recognizing
the conditions of seasonal agricultural housing as an issue
and supporting any efforts on the part of the County to im-
