CONSTRUCTION BIDS OPEN
FOR U.S. 36 BRIDGE REPLACEMENT
"We had a Denver-Boulder Turnpike detour built during a
weekend. A contractor hired on an emergency basis is building
U.S. 36 bridge piers. Now, having opened the sealed bids on
bridge deck replacement, we can concentrate on opening U.S. 36 to
a regular flow of traffic by the first of December. "
Those were the words of Highway Commissioner Richard J.
Albrecht, Fort Collins, when he learned of bid results read aloud
Thursday, September 12 at the Division of Highways construction
bid opening in Denver .
A combined project replaces the U.S. 36 bridge near 108th
Avenue in Broomfield wrecked August 2 by a Burlington Northern
railroad accident. The project calls for deck replacement and
removal of the four-lane detour which presently serves motorists .
There were ten offers accepted at the bid opening. An
apparently successful bid of $594, 945, from Edward Kraemer & Sons,
Inc. of Plain, Wisconsin, was 30 percent below the engineer ' s
estimate for this work.
Technically, the combined project is numbered FR 036-1(32)
and CC 11-0036-07. It begins four tenths of a mile northwest of
the railroad overpass and extends eight tenths of a mile
southeast. It includes bridge replacement, grading, hot
bituminous pavement, striping, guardrail, topsoil, seeding,
mulching and detour removal .
Resident engineer is Steve Horton of Arvada; the combined
project requires completion within 85 working days. Some detour
removal work may occur after the expected December 1 opening to
traffic.

BID OPENING
CORRECTIONS
It happens. Sealed envelopes are opened for a construction project
by Department of Highways engineers at a typical Thursday morning session,
the numbers are called out, and the "apparently successful bid" amount and
contractor name are published.
Later that day, careful calculations are made and the amount read aloud
proves to be inaccurate.
It happened twice September 5.
Colorado's first urban interchange at South Santa Fe Drive and Evans
Ave. in Denver was bid by Irving F. Jensen Construction Company at $6,337,710,
not the $6,346,699 figure read aloud when bids were opened. The combined
project is IXFU 085-2(26) , FCU 085-2(25) , and CC 01-0085-01 .
Set-Aside project BRF 050-3(31) also has a corrected calculator bid
total . Available only to minority business enterprises, this project replaces
a U.S. 50 bridge deck east of Pueblo. Marquo, Inc. of Castle Rock actually
bid $392,372, not the amount $392,312 read aloud in the Department of Highways
auditorium in Denver September 5.
Neither calculated total affects the lowest-bidder status of the firms.

SR 0069 (14) S.H. 69 NORTH OF GARDNER
The Department's Division of Highways accepted five bids at the September
12 opening for a project to widen 3.28 miles of S.H. 69 north of Gardner.
Walsenburg Sand & Gravel Company submitted an apparently successful bid of
$808,813 for the project, which requires completion within forty five working
days following its Notice to Proceed.
Work begins 3.3 miles south of the Huerfano/Custer county line and
extends north. Elements include grading, structures, stabilization, hot bituminous
pavement, precast concrete box culvert, striping, seeding and mulching.

MP 01-0002-41 COLORADO BLVD. IN DENVER
Crabtree Corp. of Denver turned in an apparently successful bid of
$65,822 at the Division of Highways September 12 opening to improve the median on
Colorado Blvd. near Martin Luther King Drive in Denver. A Set-Aside project
restricted bidding to certified, prequalified minority business enterprises only.
Two minority firms bid the work, which begins north of 30th Ave. on
S.H. z and extends three tenths of a mile north to 34th Ave. The project, scheduled
for completion within fifteen workable days, consists of median edging, median
cover, landscaping and sprinkler system. Resident engineer is J.C. Seitz of Denver.

C 10-0177-15 UNIVERSITY BLVD. SOUTH OF DENVER
Resident engineer J. J. Ward of Englewood will coordinate the resurfacing
of four miles of University Blvd. through Greenwood Village and Arapahoe county,
if contract award follows Division of Highways bidding activity of September 12.
Six firms bid work which begins a tenth of a mile south of Belleview Ave. (S.H.
88) and extends south to County Line Road.
The project includes hot bituminous pavement overlay, striping and planing
past residential neighborhoods and the Southglenn shopping mall . Construction is
scheduled to be completed within twenty working days after it starts.
Western Paving Construction Co. of Denver turned in an apparently
successful bid of $317,750.

C 04-0083-37 ACADEMY BLVD. IN COLORADO SPRINGS
Resurfacing S.H. 83 in Colorado Springs drew two bids when Division of
Highways engineers opened sealed envelopes September 12. A 1 .69-mile project
between Maizeland Road and Templeton Gap Road includes hot bituminous pavement
overlay and striping.
Broderick & Gibbons, Inc. of Pueblo turned in an apparently successful bid
of $250,420 for the project, which requires completion within 25 workable days.
V. D. Anders of Colorado Springs is resident engineer.

C 52-0096-11 S.H. 96 IN CUSTER COUNTY
A & S Construction Co. of Canon City submitted an apparently successful
bid of $257,564 at the Division of Highways September 12 opening to resurface
five miles of S.H. 96 in Custer county. Consisting of hot bituminous pavement
overlay and striping, the project begins six miles east of Westcliffe and extends
easterly.
Three firms bid the project, which is scheduled to be completed within
twenty working days. Resident engineer is William Rizley of Pueblo.

BUDGET FACTS, 1985-86 September 13, 1985
HIGHWAY CONSTRUCTION
BUDGET, $291 .1 MILLION
Governor Richard D. Lamm signed the Department of Highways construc-
tion budget August 23, 1985 making official the list of projects the agency
intends to advertise during the current fiscal year which began July 1.
Project lists follow this short introduction. They reflect "category"
allocations to Colorado designated by the federal government. State officials
can' c switch money from the Interstate construction category to Bridge Re-
placement spending, for example, nor from the Primary road category (U.S. -
designated numbers) to Interstate 4R (resurfacing, restoration, rehabilitation
and reconstruction) .
The budget includes projects totaling $42.2 million in Glenwood Canyon
for a series of Interstate 70 projects on Colorado's western slope, and $17
million toward the extension of Interstate 76 in Adams and Jefferson counties .
Almost $35 million is budgeted for the C-470 Centennial Parkway southwest cir-
cumferential route around metropolitan Denver; this is new design, right-of-way
and construction funding beyond Phase I which is scheduled to allow four lane
travel between Interstate 25 and South Santa Fe Drive beginning December 7,
1985.
Interstate 70 travelers may be happy to learn that the new budget pro-
vides for three new rest areas. Two are in Kit Carson county on the high
plains, near Flagler and Burlington. A third is proposed at the 22 Road inter-
change about four miles west of Grand Junction.
Persons interested in specific geographic areas of Colorado should
watch for county references, by project, under each funding category in the
list which follows.
The following page sums up funding categories. The totals combine
federal aid (where applicable) with state or local matching funds.

The construction budget estimates revenue for the fiscal year. It is
"fine-tuned" several times each year by the State Highway Commission with budget
Supplements. Circumstances prompting a supplemental budget might be a project
cost overrun, the emergency need for road repair following a mudslide, or an
influx of discretionary money (at the discretion of the Secretary of Transpor-
tation) from the federal government, for example.
All projects in the budget have been approved by local officials , councils
of government, metropolitan planning organizations and planning commissions in
accordance with the Department's "Five Year Program of Projects." The program
is developed on the basis of priorities presented by local elected officials at
Highway Commission hearings each autumn, and on the basis of the sufficiency and
condition of state highways and bridges .
This autumn the county hearings (affecting the 1986-87 budget) are sched-
uled to occur in Grand Junction November 8, in Colorado Springs on November 18,
and in Denver on November 22.
