The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 10th Street, Greeley, Colorado, on
Thursday, May 2, 1985, at 7:13 p.m.
ROLL CALL
The following members were present in person: President Bill Rupp, Vice
President Doris Williams, Sid Morehouse, Nels Nelson and Ralph Waldo. Also
present for all or part of the meeting were Don and Pat Carlson, two members
of the press, and the Council secretary.
MINUTES
Sid Morehouse made a motion that the minutes of April 1 be approved as
written. Doris Williams seconded the motion and it passed unanimously.
ADDITIONS AND/OR DELETIONS
A May 9 meeting regarding 1986 budget orientation was added to the list
of appointments. Correspondence added to the agenda included memos from Don
Warden (1986 budget orientation) , Bette Rhoden (county newspaper) , Pat Persichino
(Greeley Downtown questionnaire) , and Jackie Johnson (free blood pressure checks) ,
letters from Jackie Johnson (Denver East Machinery) , Greeley Downtown Center
(plaza use) , and Pine Lake Village (conflict of interest) , a copy of the
Commissioners' resolution regarding the county newspaper, and the Weld County
employee newsletter. Bills from the Johnstown Breeze ($10.00) and Luciano' s
Restaurant ($37.64) were also added to the agenda.
RESOLUTION SIGNED
Resolution number 52 was signed at this meeting.
APPOINTMENTS
Ralph Waldo and Nels Nelson volunteered to attend the May 9 budget orient-
ation meeting. Bill Rupp will attend the Elected Officials Meeting on May 13
and appear before the Board of Commissioners on behalf of the Council on May 15.
CORRESPONDENCE
The President made the correspondence file available to the individual
Councilmen for their review. The Councilmen expressed concern over the fact
that the Johnstown Breeze will be the official county newspaper for the coming
year, in that it does not have wide county circulation. They agreed this seems
to be a dilemma for management in that broader publication would be more costly.
REPORTS
Nels Nelson made no report on the Elected Officials meeting of April 8 as
he had been unable to attend. Doris Williams reported on the Road and Bridge
Advisory Committee meeting of April 10. She furnished each Councilmen a copy
of a booklet, The Hole Story, Facts and Fallacies of Potholes.
UNFINISHED BUSINESS
The Council continued deliberation of a requested ruling on an alleged
conflict of interest involving the Chairman of the Weld County Planning Commission,
Bob Ehrlich. Doris Williams accepted the chair while the President made a motion

that though Mr. Ehrlich's action was imprudent, he did not have a conflict of
interest. He explained his motion was made in the interest of moving along
in the matter. Sid Morehouse said he seconded the motion for the sake of
discussion. All members voted no to the motion, except Mr. Rupp, who voted
yes. Mr. Rupp resumed the chair. The Councilmen agreed that the only way to
resolve the issue would be to invite all parties concerned to testify at a
special meeting of the Council . The Council voted unanimously to conduct a
special meeting on Thursday, May 30, at 7:30 p.m. in the Council chambers.
NEW BUSINESS
The official rules of procedure governing the Council were amended. Those
items amended (numbers 2, 9, and 12) involved times and locations of meetings ,
attendance of members at meetings, and reimbursement for mileage expenses to
Councilmen.
The Town of Grover offered to sponsor the next regular meeting of the
Council . The meeting was scheduled for Thursday, June 6 at 8:00 p.m. with the
exact location in Grover to be announced.
Sid Morehouse stated that he has been attending town meetings conducted in
his district. He asked the Council its opinion of his doing so. The consensus
of the Councilmen was that as long as he did not speak on behalf of the County
Council , they would encourage his attendance.
Sid Morehouse moved that the April Council bills be paid. Ralph Waldo
seconded the motion and it passed unanimously.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 9:00 p.m. , on May 2, 1985.
The next regular Council meeting is Thursday, June 6, 1985, at 8:00 p.m. ,
in Grover, Colorado.

The Council discussed procedures to be followed concerning
the special meeting of the Council scheduled for May 30.
The Council discussed a Report to the People as proposed by
Bill Rupp. Bill will attempt to have it ready for release
in June.
The Council reviewed correspondence concerning a bidding
complaint from Denver East Machinery. It was decided that
there was no reason for the Council to respond since it is
within the Commissioners' purview.
Concerning future performance audits, the Council agreed
that auditors other than Hyland Associates may be hired.
It was also agreed that departments to be audited should be
notified in advance.
