HomeMy WebLinkAbout860007.tiff RESOLUTION RE: APPROVE CERTIFICATION OF COMPLETION OF COMMUNITY DEVELOPMENT PLAN REGARDING 1986 CDBG PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Certification of Completion of the Community Development Plan which certifies to the State of Colorado that Weld County has completed the CDBG-required "Community Development Plan, " and WHEREAS, after review, the Board deems it advisable to approve said Certification and authorize the Chairman to sign same, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Certification of Completion of Community Development Plan be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said Certification. Litors Si natu of Ch f Elected Official Jacqueline Johnson, Chairman Title January 6, 1986 Date HOUSING NEEDS ASSESSMENT Weld County contains approximately 4,004 square miles and twenty-eight (28) incorporated municipalities, including Greeley. The population, according to 1980 Census figures, is 123,438. There are 46,475 dwelling units in Weld County; 20,731 in the City of Greeley, and 25,744 for the remainder of Weld County. Of the 20,731 dwelling units in Greeley, 8,806 are rentals, and 10,454 are owner occupies. Of the 25,744 dwelling units in the remainder of Weld County, 6,900 are rentals, and 16,498 are owner occupies. In terms of the type of housing available, 30,227 single family dwellings are located in the county. Of this total, 18,929 or 63% of these units are located outside of the Greeley city limits. Multi-family units are located almost exclusively in the Greeley area. Only 8% of the multi-family housing stock is located on the remainder of Weld County. There are 42,756 households in Weld County. The median income for the County is $15,805. The median income of owner occupied households is $18,647 and $10,138 for renter occupied households. According to recent figures released by the Weld County Department of Social Services, 5,491 households are receiving either public assistance or food stamps. For renter occupies housing, 5,811 or 37% of all renters in the County are below poverty level. Agencies providing housing assistance in the County have met less than 11% of housing needs. Of this 11%, only 13.7% of non-elderly renters, and 32.3% of the elderly renters needing assistance have been helped. This documentation makes clear the need for housing assistance by both elderly and non-elderly renters. The need for assisted and actual housing for large families is especially urgent. Since a higher percentage of the elderly own their own home, their needs primarily concern housing rehabilitation to correct health and safety hazards, and weatherization and energy assistance. One of every two elderly homeowners need assistance of some type. Of the 37% of renters in the County who are below poverty level, nearly all have needs for energy and rental assistance. The need among elderly renters is very high with three out of every four needing assistance. Summary: The housing goals of Weld County are: 1) To adequately house all of Weld County's residents in decent, safe and sanitary housing. 2) To expand the range of equal housing opportunity for everyone. l' coc HOUSING NEEDS ASSESSMENT PAGE 2 3) To conserve the portion of Weld County's housing inventory that is decent, safe and sanitary, and to repair and rehabilitate deteriorating and substandard housing. 4) To encourage the development and utilization of all appropriate residen- tial services, particularly those affecting the quality of life for low and moderate income families. 5) To provide every individual with a reasonable choice of housing types, locations and costs. 6) To encourage cooperation between the public and private sector in the provision of housing and housing services. Housing Objectives 1) To inform and assist in locating the general locations of existing and proposed housing for low and moderate income persons. 2) To analyze and evaluate alternative methods of providing housing assistance to low and moderate income persons. 3) To promote a greater choice of equal housing opportunities, and avoid unnecessary concentrations of low income persons. 4) To ensure the provision of public facilities and services adequate to serve proposed housing projects. 5) To promote the conservation and rehabilitation of existing housing through land use and growth management policies consistent with the Weld County Comprehensive Plan. 6) To promote Community Development Programs which will provide financial assistance to owner-occupants who cannot afford to preserve or rehabilitate their homes. 7) To preserve historical and/or unique buildings or houses in older neigh- borhoods. 8) To encourage better housing in the communities of Weld County, by providing technical assistance in the assessment of housing needs, program design, and program management. 9) To eliminate and prevent discrimination in housing and the provision of public services in housing.
