The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
March 4, 1985, at 7:05 p.m.
ROLL CALL
The following members were present in person: President Bill Rupp, Vice
President Doris Williams, Sid Morehouse, Nels Nelson, and Ralph Waldo. Also
present at all or part of the meeting were eight residents , two members of the
press, and the Council secretary.
MINUTES
Ralph Waldo made a motion that the minutes of February 7 be approved as
written. Sid Morehouse seconded the motion and it passed unanimously.
ADDITIONS AND/OR DELETIONS
Added to the list of outstanding bills were: Ft. Lupton Press , $8.00;
The News , $12.00; and Attorney Ron Lambden, $15.00.
Resolutions number 49 and 50 were signed at this meeting.
APPOINTMENTS
The President reminded the Councilmen of their upcoming appointments.
Doris Williams volunteered to attend the Elected Officials meeting on March 11 .
CORRESPONDENCE
The President made the Correspondence File available to the individual
Councilmen. Mr. Rupp drew attention to an article appearing in the Platte
Valley Voice dated February 21 which commented on the improved relations between
the Commissioners and Councilmen.
REPORTS
Bill Rupp reported on his Board meeting appearance of February 20.
Let the record reflect that Nels Nelson is now present (7:10 p.m. ).
Doris Williams commented on the Road and Bridge Advisory Committee meeting
of February 13 which both she and Sid Morehouse attended. Mrs. Williams stated
that reports seem to indicate that the road and bridge situation is slowly
improving.
Nels Nelson had no report on the February 11 Elected Officials meeting as
he was unable to attend.
UNFINISHED BUSINESS
In the February Council meeting, Don Warden asked the Council for guidelines
concerning conflicts of interest, especially as pertaining to the deferred compen-
sation program. Bill Rupp and Ralph Waldo offered to form a subcommittee to work
with Mr. Warden on this question. If they cannot resolve the matter, the Council
will consider turning it over to their attorney for his opinion.

Bill Rupp reported that he had contacted both the League of Women Voters
and the Ag Council to see if either organization would be interested in
sponsoring a worksession for the purpose of defining the intended role of the
Council . The Board of the League of Women Voters will be meeting later in
March. They will then advise the Council if they would be interested, and,
if so, a timeframe. The President of the Ag Council felt it would be inappropri-
ate to the performance of his group.
The Councilmen reported their findings as to wether or not exit interviews
are conducted in the private sector by various Weld County employers. Doris
Williams stated that she questioned a superintendent of a local , small school
district. The district has no written procedure, but the superintendent does
discuss the reasons for termination with each employee. This is done informally
and he makes a mental note of the information received. Sid Morehouse contacted
Storage Technology Corporation and provided the Council with a copy of the exit
interview procedures they use. He also supplied the Council with a similar
questionnaire used by the Mountain States Employers Council , Inc. Nels Nelson
visited with the Personnel Director of Monfort who advised him that they also do
exit interviews, either on a one-to-one basis or indirectly by means of a
questionnaire. The Director commented that their company does feel it is pro-
ductive in helping department managers. Ralph Waldo found that Hewlett-Packard
does not conduct exit interviews as such but instead concentrates on various ways
to keep their employees happily employed. Bill Rupp stated that Kodak was unwill-
ing to share copies of their forms, but they were willing to talk about it. Their
exiting employees are interviewed by their immediate boss, unit head, and the
personnel director. Mr. Rupp has an appointment to discuss this further with
them on March 19 and he invited any interested Councilmen to accompany him.
Mr. Rupp also said he would schedule an appointment with the County Personnel
Director this month to discuss the current county policy on interviewing termin-
ating employees and to explore existing exit interview procedures. A worksession
will be arranged in conjunction with the next regular Council meeting to further
the discussion.
In a letter dated February 8, Mr. Bob Ehrlich of the Weld County Planning
Commission was invited to respond to an alleged conflict of interest. Since no
response has been received from Mr. Ehrlich, Ralph Waldo made the following
motion: "I move that we have the President write a letter to the Carlsons asking
them if they care to proceed further with their complaint against Mr. Ehrlich
on the conflict of interest. This letter need not be taken as an effort to get
them to take any further action but merely to find out what their position is at
this time. If they desire to take further action, give the Council a formal
complaint in writing, and we will proceed. " The motion passed with a 3-2 vote,
with Bill Rupp and Sid Morehouse voting no.
NEW BUSINESS
A definite time and place of the next Council meeting was not determined.
Sid Morehouse will try to arrange for it to be conducted in the tri-town area
during the first week of April .
Sid Morehouse made a motion that the February Council bills be paid, with
the exception of the $15.00 bill from Attorney Ron Lambden. Doris Williams
seconded the motion and it passed unanimously. Payment of Mr. Lambden' s bill
was deferred until the next meeting.
Nels Nelson made a statement that he talked to Lea Eckman and there is a
plan to revise emergency management in Weld County. Mr. Nelson feels this is
something the Commissioners should be encouraged to keep working on and that
the public should be aware of its progress.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 8:50 p.m. , on March 4, 1985.
The time and location of the next Weld County Council meeting will be
announced.

The Weld County Council has fulfilled a promise to take
Council activities to the rural public by scheduling its April
meeting at the Frederick Town Hall , 341 5th Street, on Monday,
April 1 , at 7:00 p.m.
Residents of the southern half of Weld County are especially
invited to attend this meeting to involve themselves more closely
with county government. There will be an opportunity for citizen
input during the meeting.
