RE: APPROVE GNMA COLLATERALIZED MORTGAGE REVENUE BONDS
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County, Colorado (the "County") wishes to
participate in a program providing residential facilities to be
financed from the proceeds of GNMA Collateralized Home Mortgage
Revenue Bonds 1986 Series C, 1986 Series D, 1986 Series E, 1986
Series F Bonds (the "Bonds" ) to be issued by El Paso County,
Colorado, in an amount not in excess of $41 ,000,000; and
WHEREAS, on December 5, 1986, notice of a public hearing was
published in the Denver Post, a copy of which notice is attached
to this Resolution , and
WHEREAS, the notice was designed to apprise residents of the
County of the proposed issuance of the Bonds and the participation
of the County and was published no less than 14 days before the
scheduled date of the public hearing, and
WHEREAS, on December 22 , 1986 , a public hearing was held at
9 : 00 a.m. in the meeting room of the Board of County Commissioners
with regard to the issuance of the Bonds, and
WHEREAS, the hearing was conducted in a manner that provided
a reasonable opportunity for persons with differing views on the
issuance of the Bonds and the participation of the County to be
heard.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado:
Section 1 . The County hereby approves the issuance of the
Bonds by El Paso County and the use of the proceeds of the Bonds
to provide qualified mortgage loans for residents of participating
counties, including the County.
Section 2. The Chairman of the Board of County
Commissioners of the County and the County Clerk are hereby
authorized and directed to take such steps or actions as may be
required to carry out the terms and intent of this Resolution.
Section 3 . Nothing contained in this Resolution shall
obligate the County, except to the extent described herein , nor
constitute the debt or indebtedness of the County within the

meaning of the constitution or statutes of the State of Colorado,
nor give rise to a pecuniary liability for the County or a charge
against its general credit or taxing powers .
Section 4 . If any section, paragraph , clause, or
provision of this Resolution shall for any reason be held to be
invalid or unenforceable, the invalidity or unenforceablility of
such section, paragraph, clause , or provision shall not affect any
of the remaining provisions of this Resolution.
Section 5 . All action (not inconsistent with the
provisions of this Resolution) heretofore taken by the Board of
County Commissioners and the officers of the County directed
toward the County' s participation in the Bond program is hereby
ratified, approved and confirmed.
Section 6 . This Resolution shall be in full force and
effect upon its passage and approval.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 22nd day of
December , A.D. , 1986 .

NOTICE is hereby given that Weld County, Colorado will conduct a
public hearing on December 22, 1986 relating to the issuance of GNMA
Collateralized Home Mortgage Revenue Bonds, 1986 Series C, 1986 Series D,
1986 Series E and 1986 Series F in the aggregate amount of not to exceed
$41,000,000, by El Paso County, Colorado (the "Issuer") for the purpose of
providing funds for special housing purposes for the Issuer and a program
under which the Issuer will purchase fully modified, mortgage-backed
securities, guaranteed as to timely payment of principal and interest by the
Government National Mortgage Association ("GNMA") and backed by pools of
mortgage loans which have been made to qualified persons in Weld, Larimer,
Teller and El Paso Counties in order to finance the purchase of single
family residences constituting residential facilities for low-and
middle-income families or persons intending to use such residence as their
sole place of residence. All interested parties are invited to present
comments at the public hearing regarding the proposed bond issuance and the
program being financed thereby. The public hearing will be held on
December 22, 1986 at or about 10:00 a.m. in Room 316 of the Weld County
Centennial Complex, 915 10th Street, Greeley, Colorado 80631.
