RE: APPROVE AUTHORIZATION FOR DEMOLITION OF DANGEROUS BUILDING -
HELEN MCNANEY BROWN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on June 15 , 1988 , the Department of Planning
Services informed the Board that a building considered to be
dangerous to persons under the Uniform Code for the Abatement of
Dangerous Buildings is located on Lot 11 , Block 1 , Roggen, Weld
County, Colorado, said property being owned by Helen McNaney
Brown, and
WHEREAS, the Department of Planning Services has advised the
Board that, despite efforts by the Planning staff, Ms . Brown has
not demolished or removed the dangerous building from the
property, and
WHEREAS , at the meeting of June 15 , the Board directed that
Purchasing Director to seek bids for the demolition of said
building and continued this matter to allow time for the bidding
process, and
WHEREAS, at the meeting of July 13 , the Board approved the
low bid of Ernie Ryberg Housemovers for the demolition and removal
of said building, and
WHEREAS, after study and review, the Board deems it advisable
and in the best interests of the citizens of Weld County to
authorize Ernie Ryberg Housemovers to proceed with the demolition
work and set August 10 , 1988 , as the date to consider recovering •
the cost of the demolition work.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that Ernie Ryberg
Housemovers be, and hereby is, authorized to proceed with
demolition work to remove the dangerous building still located on
the hereinabove mentioned property.
BE IT FURTHER RESOLVED by the Board that August 10 , 1988 , at
9 :00 a.m. be set as the date and time for the Board to consider
recovering the cost for said demolition.

ABATEMENT OF DANGEROUS BUILDING DEMOLITION CERTIFICATE
WELD COUNTY, COLORADO
Pursuant to Section 402 of the Uniform Code for the Abatement of Dangerous
Buildings, 1985 Edition, the dangerous building located on property
described as Lot 11, Block 1, Roggen, Colorado, has been demolished.
Weld County will proceed with efforts to recover the cost of demolition by
special assessment or as a personal obligation of the property owner.
Notice was posted on the property and mailed by certified mail to the
property owner.

CASE SUMMARY
4-12-88 Letter sent with citation of dangerous building under the Uniform
Code for the Abatement of Dangerous Buildings. Property owner
waived appeal of order to demolish building by not responding
within specified time period.
4-26-88 Mrs. Helen (McNaney) Brown telephoned office. She indicated that
she had just had an operation and could not visit property. She
would like to dispose of property, and is unsure as to what to do.
4-26-88 Attorney and friend of Mrs. Brown telephoned office. Notice
and order explained. He indicated that he would send a letter to
department. Nothing was received.
5-25-88 Responded to inquiry from adjacent property owner concerning
safety of family. Copy sent to owner of dangerous building.
6-9-88 Notice of hearing sent.
The Department of Planning Services' staff recommends that the Board
authorize the Director of the Road and bridge Department to proceed with
demolition work to remove the dangerous building located on the property.
The staff would also recommend that the Board set September 21 , 1988, as the
hearing date to consider recovering the cost of the demolition work by
special assessment or as a personal obligation of the property owner. On
September 21, 1988, the Director of the Road and Bridge Department will
present an itemized account of the expense incurred by Weld County in the
demolition and clean up of the property.

Dear Mr. Larson:
Thank you for your letter about the dangerous building in Roggen. The
notice and order to repair or demolish the building will become final on
June 13, 1988. On June 15, 1988, our department will be recommending to the
Board of County Commissioners that the building be demolished and the costs
of demolition be recovered from the building owner. The administrative
procedures under the Uniform Code for the Abatement of Dangerous Buildings
does not permit us to do anything sooner without the consent of the building
owner.
I share your concerns about the safety of your family and other residents in
Roggen. Our department is doing everything it can at the present time to
resolve this problem. If you have any questions about this matter, please
call or write.

Re: Performance of demolition work on a parcel of land described as Lot 11,
Block 1, Roggen, Weld County, Colorado.
Dear Ms. McNaney:
The Weld County Board of Commissioners is scheduled to consider whether to
authorize demolition work by the County or private contractor on your
property on June 15, 1988, starting at 9:00 a.m. This meeting will be held
in the Board of County Commissioner's Hearing Room, First Floor, Weld County
Centennial Building, 915 Tenth Street, Greeley, Colorado. The Board will
also set a hearing date to consider recovering the cost of demolition by
special assessment or as a personal obligation of the property owner.
Your presence, or your representative's presence, would be helpful to the
Board of County Commissioners in case they have any questions in considering
this matter. This office is ready to be of any assistance in clarifying or

We recommend having a demolition contractor bid on the removal of this
building. We feel if special care is not taken, the east wall could
fall on the adjacent building. Quite a bit of the work on the east
side could result in hand labor. Below is the breakdown of what we
feel it would cost the County (using our own equipment) to tear down
this building:
1. Move In - For the Bantam and Loader $ 300.00
2. Labor - 4 Men/2 Weeks $ 3,200.00
3. Bantam and Loader $ 2,500.00
4. Equipment - 2 Tractors with End Dumps $ 2,560.00
5. Dump Fee $ 1,875.00
6. Fill Material $ 325.60
TOTAL COST OF CLEAN-UP $10,760.60
