RE: APPROVAL OF HUD SECTION VIII VOUCHER PROGRAM
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Housing Authority has presented a
request to the Board to determine whether there is a need in Weld
County for twenty-five housing vouchers for low-income families as
explained in the request letter, a copy of which is attached
hereto and incorporated herein by reference, and
WHEREAS, the Board has determined that such a need does exist
in Weld County and deems it in the best interest of the citizens
of Weld County to advise the U.S. Department of Housing and Urban
Development (HUD) of such determination.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that a need does exist in
Weld County for twenty-five housing vouchers for low-income
families and that the Department of Housing and Urban Development
shall be advised of the same.
BE IT FURTHER RESOLVED by the Board that the above
determination shall be final and no additional comments will be
submitted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 21st day of
July, A.D. , 1986 .

Dear Commissioner Johnson:
The Weld County Housing Authority is in the process of
submitting an application to the U. S. Department of Housing
and Urban Development (HUD) for twenty-five (25) Housing
Vouchers through the HUD Section 8 Program.
Pursuant to Section 213 (C) of the Housing and Community
Development Act of 1974, HUD must determine whether or not
there is a need for such housing assistance, taking into
consideration any applicable State Housing Assistance Plan
or appropriate county plans.
HUD invites you to submit to them all comments or
information you or your united government deem relevant to
their determination. While they are not bound by any such
comments or information, all relevant comments or
information will be considered. It should be noted that
these comments will be considered final and that no
additional comments will be submitted.
I have attached a sample resolution which would satisfy the
213 requirement. The application is due in the HUD office
by July 30th. HUD recommends that your comments on the
resolution be included with the application. This will
expedite approval of the application.

C. NEED FOR HOUSING ASSISTANCE
-Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for meeting the housing
needs of Lower-Income Families or,in the absence of such a Plan,that the proposed project is responsive to the condition of the housing stock in the com-
munity and the housing assistance needs of Lower-Income Families(including the elderlylhandicapped, large Families, those displaced or to be displaced and
those living in substandard units)residing in or expected to reside in the community.
The allocation proposed above is based on the current distribution of our Section 8
Waiting List based on composition and bedroom size. The communities targeted are based
on our experience of where units are located under the regular Section 8 Certificate
Program; although tenants offered vouchers will have a wider choice of housing due
to the elimination of the Fair Market Rent provision under the Voucher program. The
proposed distribution does not contradict past Housing Assistance Plans developed for
Weld County.

c.-1e the experience of the PHA in administering housing or other programs and provide other information which evidences present or potential
_..indcrneui capability for the proposed program. Weld County Housing Authority has administered the HUD
Section 8 Existing Program since 1981 . Experience of the Executive Director of the
agency dates back to 1976 with regard to this program. During the past six months we
have administred the Rental Rehabilatation/Housing Voucher program. A recent management
review conducted by the Office of Public Housing revealed that we have a clear under—
standing of the rules and procedures of the Voucher Program.
Weld County Housing Authority has also administered various
other housing programs since 1981 including housing rehabilitation and replacement
housing. The composition of the Housing Authority Board provides leadership in the
areas of County Government, Construction, Financing,and Real Estate. An agreement with
the Weld County Department of Social Services provides coordination of resources and
re£errals,as well as access to information which assists us in determining client
eligibility. In a separate agreement , Weld County Accounting Division performs all
accounting functions in strict compliance with acceptable,r-accounting practices.
F. HOUSING QUALITY STANDARDS J
Provide a statement that the Mousing Quality Standards used in the operation of the program are those set forth in 24 CFR,Section 882.109. If variations

682.109. The Housing Authority of Weld County understands, has adhered to and will continu
to adhere to- the Housing Quality Standards as set forth in 24 CFR 882.109. No variation
in the Acceptability Criteria are proposed.
