The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
on Wednesday, January 8, 1986, at 7:35 p.m.
ROLL CALL
The following members were present in person: President Bill Rupp, Vice
President Doris Williams, Sid Morehouse, and Nels Nelson. Ralph Waldo was
excused. Also present for all or part of the meeting were one student, one
reporter, and the Council secretary.
MINUTES
Doris Williams made a motion that the minutes of December 4 be approved
as written. Sid Morehouse seconded the motion and it passed unanimously.
ADDITIONS AND/OR DELETIONS
The election of Council officers for the year 1986 was added to the agenda.
Appointments added to the agenda included a Road and Bridge Policy Hearing
on January 20 at 10:00 a.m. and a luncheon with the North Colorado Medical Cen-
ter Board of Trustees and the County Commissioners on January 28 at noon at the
hospital .
Correspondence added to the agenda included a letter and action plan from
Management Advisors, Inc. , regarding the Department of Planning Services, a
memorandum and resolution from the Board of Commissioners regarding a smoking
ordinance, Ordinances 136-A and 118-E from the Board of Commissioners, 1986
Commissioner Coordinator Assignments and resolution, the Extension Service
newsletter, and Road and Bridge Advisory Committee minutes, agenda, and 1986
calendar of meeting times.
Discussion of salary setting for elected officials was added under Unfinished
Business. New Business added to the agenda included 1986 assignment areas for
Councilmen and payment of two bills: Management Advisors, Inc. ($3,500.00)
and Platteville Herald ($6.50) .
ELECTION OF OFFICERS
Doris Williams nominated Bill Rupp as President of the Council for 1986.
Sid Morehouse seconded the nomination. Nels Nelson moved that the nominations
be closed and Mr. Rupp was unanimously elected by acclamation.
Sid Morehouse nominated Doris Williams to be Vice President of the Council
for 1986. Nels Nelson seconded the nomination. Mrs. Williams was elected by a
3-1 vote, with Mrs. Williams voting nay.
APPOINTMENTS
Nels Nelson volunteered to attend the Elected Officials Meeting on January
13. The Road and Bridge Policy Hearing scheduled for January 20 will be attended
by Doris Williams. All Councilmen will attempt to attend the luncheon with the
North Colorado Medical Center Board of Trustees and the Board of Commissioners
on January 28.
CORRESPONDENCE
The President made the correspondence file available to the individual
Councilmen for their review.

REPORTS
Nels Nelson reported that the Elected Officials Meeting scheduled for
December 9 was cancelled due to snow.
Steve Yanoviak of Management Advisors, Inc. , was not present at the meeting.
However, he did submit a written action plan for use in follow-up of the Plan-
ning Department performance audit. His recommendations will be forwarded to
the Board of Commissioners and the department head. Mr. Rupp stated that Mr.
Yanoviak was not present to give a status report on his audit of the Personnel
Department because he felt his work was still too incomplete to give a meaning-
ful review. A preliminary report should be completed within two weeks.
UNFINISHED BUSINESS
Mr. Rupp advised the Council that he had contacted the International
Association of Chiefs of Police concerning a proposed audit of the Sheriff's
Department. Their representative will be meeting with the Council to describe
how their management team would proceed if hired. Mr. Rupp said that he would
call the Sheriff and Commissioners to inform them of the status of this project.
The Council continued discussion of salary setting for elected officials
during 1986. Bill Rupp proposed getting information from Don Warden as to how
other local governments have tied salaries to financial indicators such as the
consumer price index. The Council agreed to explore this option.
NEW BUSINESS
The next Council meeting was scheduled for Wednesday, February 5, 1986,
at 7:30 p.m. in the Council chambers.
Nels Nelson moved that the December Council bills be paid. Sid Morehouse
seconded the motion and it passed unanimously. Although no invoice had been
received from Management Advisors , Inc. , Doris Williams moved that the Council
approve partial payment (not to exceed $3,500.00) for the Personnel audit.
Sid Morehouse seconded the motion and it passed unanimously.
Assignment areas for 1986 were outlined for each Councilman.
A question arose as to the meaning of Section 13-3-3 in the Home Rule
Charter. The Charter refers to the Councilmen serving "two consecutive terms".
The Council decided to ask the County Attorney for a written opinion as to the
meaning of the word term.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 10:00 p.m. , on January 8, 1986.
